This project is being proposed by Heritage Development and is located just south of Marcus Theater adjacent to Chippendale Avenue. Included in the feasibility report is discussion related to the extension of sanitary sewer to the Harold Wachter property. We are proposing to extend sanitary sewer to the Wachter's at this time due to the close proximity of the service and because this is the most economically feasible option for future service to the property. We are also proposing to construct a 16 -inch trunk watermain from Chippendale Avenue to Trunk Highway 3 along with connecting the ends of the existing 12 -inch main along Trunk Highway 3. The Water Core Fund will pick up the oversizing cost for the 16 -inch main as well as a share of the Trunk Highway 3 system. A portion of the cost is intended to be assessed to the bowling alley. A presentation of this project will be completed at the proposed March 6th Public Hearing. COUNCIL ACTION: 1 ! i CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE CARROUSEL PLAZA STREET AND UTILITY IMPROVEMENTS CITY PROJECT #322 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit: City Project #322, Carrousel Plaza Street and Utility Improvements, in the City as described in and in accordance with the feasibility report prepared by SEH, Inc., the Consulting Engineers; and WHEREAS, the City Council has been advised that said utility and street improvements, City Project #322 is feasible, and should best be made as proposed, and the feasibility report to this effect has heretofore been received by Council, and filed with the City Clerk on February 6, 2001; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #322 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing be scheduled to consider City Project #322, Carrousel Plaza Street and Utility Improvements to be held on Tuesday, March 6, 2001 at 7:30 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall. The development consists of approximately six acres which will be platted into 38 tmvnhome units. The remaining two acres of the Carrousel Plaza parcel will be developed separately into an office building. The project is located in the NWl /a of Section 32, Township 1 p SN, Range 19W. It is located east of Chippendale Avenue, north of the -� Wachter property, west of Trunk Highway 3, and south of the Marcus Theatre. The project includes approximately 1,200 linear feet of sanitary sewer, 3,200 linear feet of water main, 700 linear feet of storm drain, and 1,100 linear feet of street construction. The total estimated project cost is $657,000. Of this total, approximately $156,100 will be recovered from the City's Water Main Core Facility Fund. The site of the future office building (Outlot A) will be assigned approximately $30,500 for sanitary seiner, storm drain, and street extension. The Wachter property will be assessed $10,000 for sanitary sewer service. City Limits Bowling Lanes will be -j assessed $14,900 for water main improvements along the east side of J TH 3. The remaining cost for the project ($445,500) will be spread over the 38 benefiting townhome units yielding an approximate rate of $11,724 per unit. This improvement is necessary to provide the subject property with municipal utilities and street access. In addition, the improvement is cost - effective and feasible from an engineering standpoint. Due to the A- ROSEM0101.00 Page 1 t r e I size of the project and the nature of the construction, this project would best be bid and constructed as an individual project rather than combining the project with other projects in the area. Construction is scheduled to begin in May 2001 (subject to site grading by the developer), with completion scheduled for June 2001. 1.0 Introduction 1.1 Authorization On October 17, 2000, the City Council of the City of Rosemount, upon petition by the developer, authorized the preparation of a preliminary report for construction of streets and utilities in the Carrousel Plaza development. The project area is located in the NW' /a of Section 32, Township 115N, Range 19W. The project is east of Chippendale Avenue, north of the Wachter property, west of Trunk Highway 3, and south of the Marcus Theatre. o' 2.2 Site Conditions Currently, the project area is undeveloped open space. The land adjacent to the project is used for residential and commercial purposes. The Harold Wachter residence and Wachter Lake are located south of the development. The Marcus Theatre and a proposed office building are located to the north. The land immediately to the east of the project is occupied by Trunk Highway 3. Chippendale Avenue was reconstructed in 1998, and utility and roadway stubs were extended to the site as a part of the reconstruction project. A subsurface exploration report was prepared for the Carrousel Plaza development. The soil borings showed topsoil and clay layers at the surface ranging from one -foot to three feet in depth, with fine to medium grained sand beneath the topsoil and clay layers. Ground water was not encountered at the boring locations which terminated at a 16 -foot depth. 3.0 Proposed Improvements 3.1 Sanitary Sewer Proposed sanitary sewer facilities are shown on Drawing 2. These facilities include the installation of 8 -inch diameter sewers on all streets within the development. The proposed sanitary sewer will connect to an existing 8 -inch sewer main in Chippendale Avenue. This ultimately flows to the MCES Empire Wastewater Treatment Facility. The proposed facilities also include the extension of 4 -inch sanitary sewer services to each townhome unit. The services will be extended 15 feet from the back of curb. An 8 -inch sewer service will be extended to the proposed office building site north of the development. An 8 -inch sewer main will be extended between Blocks 3 and 4 to the north line of the Wachter property. All sanitary facilities on this project will be owned and maintained by the City of Rosemount. 3.2 Water Main Proposed water main facilities are shown on Drawing 3. These facilities include the installaclon of 8 -inch mains on all streets within the development except for a portion of Street A where a 16 -inch trunk main will be installed. The 16 -inch trunk main will be extended northeast from an existing 16 -inch stub in Chippendale Avenue between Blocks 3 and 4 to Street A. The trunk main will then be extended east along Street A and along an existing drainage and utility easement to TH 3. A subsurface crossing will be installed beneath TH 3, and the 16 -inch trunk main will be connected to a 12 -inch trunk main on the east side of TH 3. In order to complete an important loop in the City's trunk water main system, a segment of 12 -inch trunk water main will be constructed on the east side of TH 3. The trunk main will connect an existing 12 -inch trunk main north of the City Limits Bowling Lanes to a future 12 -inch trunk main located south of the C.P. Railroad trestle (this future 12- inch trunk main will be constructed as part of the CSAH 46/TH 3 project in 2001). A subsurface crossing beneath the C.P. Railroad may be required to construct the 12 -inch water main connection. The proposed facilities also include hydrants for fire protection and the extension of one -inch services to each townhome unit. The services will be extended 15 feet from the back of curb. The Wachter property and the office building site will be served by 8 -inch stubs. 13 The water main facilities on this project will be owned and maintained by the City of Rosemount. 3.3 Storm Drainage Proposed drainage facilities are shown on Drawing 4. The facilities include storm drain connections from Street A and Street C to an existing storm water detention basin located in the southeast corner of the development. The detention basin meets the requirements of the Environmental Protection Agency's Nationwide Urban Runoff Carrousel Plaza, Street and Utility Improvements City of Rosemount, Minnesota A- ROSEM0101.00 Page 4 L(I- Program (NURP). The basin serves as a sediment basin to clean storm water prior to discharging the water into Wachter Lake. A segment of the existing 27 -inch storm drain coming from the theatre will be removed and replaced with a 33 -inch pipe. This will allow the pipe elevation to be raised and the pipe grade to be flattened, so proper clearance can be provided between the storm and sanitary pipes. An existing catch basin in Chippendale Avenue will be moved easterly to the proposed curb and gutter in the north radius of Street B. A 15- inch storm drain stub will be extended from this catch basin to serve the proposed office building north of the development. Also, storm drain will be installed at the west end of Street B. This storm drain will be connected to an existing catch basin in Chippendale Avenue. Catch basins will be installed at the curb lines to collect storm runoff from the streets and adjacent areas. The catch basins will be installed with sumps to collect sediment from the street prior to discharging the sediment into the detention basin. The storm drainage facilities on this project will be owned and maintained by the City of Rosemount. 3.4 Street Construction The project includes the construction of streets as shown in Drawing 5. The streets are proposed to have widths of 28 feet between curb faces. There will be a 5 -foot wide concrete sidewalk constructed on the north and east sides of Street A. Eight -foot wide bituminous trails will be installed along the east side of Chippendale Avenue, the south side of Street B, and between Blocks 5 and 6 from Street A to Wachter Lake. A cul -de -sac with a 45 -foot radius will be installed at the end of Street A. All proposed streets will consist of a 2 -inch bituminous wearing course, a 2 -inch bituminous base course, a 6 -inch aggregate base course, and a modified "S" design (surmountable) concrete curb and gutter. B618 concrete curb and gutter will be utilized on Street B. The parking areas along Street A will be constructed with B612 concrete curb and gutter. n The proposed pavement section utilizes a granular subgrade which will be constructed in conjunction with the site grading. Site grading and all necessary soils correction (removal of topsoil and clay material within the street section) is to be accomplished by the developer. All street facilities on this project will be privately owned and maintained. All street lighting facilities will be constructed, owned, and maintained by Northern States Power (NSP). The street lights will be installed as part of the extension of electrical service to the project area. Therefore, construction of street lighting facilities will not be included in the City's construction contract. Provisions for electrical service and associated restoration will be paid for and coordinated by the developer. Installation of the below - ground components of the lighting system will take place concurrently with final boulevard grading. Installation of the above - ground components of the lighting system will not occur until the City's street construction project is completed. In accordance with City requirements, a shoebox type lighting fixture on a 30 -foot pole will be needed at the intersection of Chippendale Avenue and Street B. Lantern style lights on a 15 -foot pole will be required in all other areas. Lighting will be by the developer. The developer will also coordinate and pay for the installation and restoration associated with natural gas, telephone, and cable TV service. 3.5 Site Grading t 'I t✓ Site grading will be accomplished by the developer under a separate contract prior to street and utility construction. The subgrade street elevations will be left at or above the proposed subgrade elevation by the developer. Topsoil and clay soils found in street areas will also be removed and replaced with granular materials by the developer. 3.6 Easement Dedication As a part of the platting process, the westerly 50 feet (measured from the centerline of Chippendale Avenue) of Carrousel Plaza will be dedicated to the City. This will provide a 50 -foot half right -of -way width on the east side of Chippendale Avenue. A blanket easement will be given to the City for the purpose of constructing the improvements and maintaining the public utilities as needed in the future. The following table summarizes the permits which may be required: Table 1 Permitting Requirements 1 1 r 4.0 Financing 4.1 Cost Estimates Detailed cost estimates for all proposed improvements are included in Appendix A of this report. The estimates do not include any costs for site grading or for easements which may be required. In addition, street lighting, electrical, gas, telephone, and cable TV costs are not included in the estimates. The cost estimates are based on bid prices obtained from similar type projects during 2000. The estimates include allowances for construction contingencies (10 percent) and anticipated legal, administrative, engineering, and fiscal costs (30 percent). The development related costs will be paid up front or guaranteed by the developer in a manner to be addressed in the Subdivision Agreement. This pertains to the Carrousel Plaza development, as well as the adjacent Outlot A, which will both provide prepayment of all proposed development costs. (Carrousel Plaza and Outlot A are being developed by the same developer.) A The Wachter property will be assessed for the sanitary sewer service extended to serve future development of the property. City Limits Bowling Lanes will be assessed for water main improvements adjacent to the property along the east side of TH 3. 4.3 Cost Recovery The costs for the project will be recovered from developer prepayments, guarantees, or assessments and City Core Funds. 4.3.1 Sanitary Sewer The Wachter property will be assessed for the 8 -inch sanitary sewer service extended to serve future development on the property. This amount is estimated to be $10,000. The total estimated cost for the sanitary sewer construction in Street B is $9,000. Half of this amount, or $4,500, will be assigned to Outlot A for sanitary sewer extended to the property to serve a future office building. The remaining $71,500 for sanitary sewer construction will be assigned to the Carrousel Plaza development. 4.3.2 Water Main Because the 16 -inch water main is a trunk facility, the difference in cost between the 16 -inch main and an 8 -inch main is considered to be a City core cost (an 8 -inch main is the standard water main size for a residential area). Therefore, the difference in cost is proposed to be recovered from the City's Water Main Core Facility Fund. This amount is estimated to be $44,000. A portion of the cost for the 12 -inch water main construction along the east side of TH 3 will be assessed to City limits Bowling Lanes. The estimated water main assessment rate for a 12 -inch main in a commercial area is $21 per front foot (see Appendix). Using the parcel's frontage length along TH 3 of 710 feet yields an approximate assessment of $14,900. The remaining cost for water main construction of $128,000 will be paid by the Carrousel Plaza development. 4.3.3 Storm Drain and Streets The total estimated costs for storm drain and street construction for Street B are $11,000 and $41,000, respectively. Half of these amounts, $5,500 for storm drain and $20,500 for streets, will be assigned to Outlot A. The remaining costs for storm drain and street construction of $83,500 and $162,500, respectively, will be assigned to the Carl Plaza development.
