Burt, City Administrator AGEPM 2 C_ ATTACHMENTS: Draft Letter APPROVED B 'v Attached is a draft copy of a letter I asked Bret Weiss to prepare for a proposal of cost for retainer services to continue to use as Public Works Director /City Engineer for the City. Because of the market we have had a difficult time recruiting candidates for the Public Works Director /City Engineer Position. Bret has been providing services for one year and it may be appropriate to have him on retainer for his services for the duties he performs that are not billed to projects. In the absents of a City Engineer we are growing more dependant on Bret to handle many of the daily activities. Staff is requesting Councils direction on the scope of services and amount of the contract. After staff has that direction, a formal agreement will be drafted and presented at a future Council meeting for approval. RECOMMENDED ACTION NOTES: bf-CP- PRAFT January 3, 2001 Mr. Tom Burt City Administrator City of Rosemount 2875 145' Street West Rosemount, Minnesota 55068 -4941 Re: City Engineer Retainer WSB Project No. 1005 -00 Dear Mr. Burt: I am writing this letter as a follow -up to our conversation regarding developing a monthly retainer for miscellaneous engineering services to continue performing those services until the City chooses to hire an in -house City Engineer. I'd like to first state that WSB & Associates has appreciated the opportunity to work as a part of the City staff over the past year, and is excited about the opportunity to continue that relationship. The manner in which the City staff has accepted me in this interim role has been extremely gratifying and the engineering department has done a fantastic job of performing their duties with limited super- 6sion. Rick Cook has not skipped a beat with the public works operation and maintenance and has seemed to perform those duties very well. Over the past year, I have expanded my time in Rosemount to a half of day on Tuesday to attend the development review meetings, along with all day Wednesday for in -house services. In addition, I have worked on many other Rosemount actiNities throughout the week off -site and am available by FAWPW ,1005-M1221000tb .r phone or page as necessary to address the City of Rosemount issues. The projects with any significant amount of coordination or review time have been assigned a specific project number from my office and time has been allocated accordingly. Many of the other issues tend to be more minor in scope and are typically classified under miscellaneous duties. These things include State -Aid coordination, engineering meetings, questions or coordination with other departments. It would be this portion of the engineering duties that I would intend to perform as a part of a retainer. I would propose that we work on a $7,000 per month retainer basis that would include the following: • 12 hours per week average Bret Weiss • 8 hours per week average Mark Erichson • Attendance by Bret or WSB representative at all necessary council meetings and utility commission meetings and at planning commission as necessary. • Attendance at miscellaneous meetings during the week or phone calls. • All engineering duties as required including review of minor development plans. Large involved review would be completed hourly. -- • Attendance at State -Aid functions as necessary. We would propose to keep track of the hours expended and adjust the retainer as necessary. If additional office time is requested, we can increase Mark's time to include additional days.
