Mining Reportr CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR DISCUSSION COMMITTEE OF THE WHOLE MEETING DATE: February 14, 2001 AGENDA ITEM: Mining Report Update PREPARED BY: Rick Pearson, City Planner ATTACHMENTS: None SUMMARY Dahlgren, Shardlow And Uban (DSU) has experienced delays in preparing the mining report due to work load conflicts. Staff has indicated to DSU that the City may consider scaling down or focusing the scope of services if Council directs. Essentially, the expectations were threefold: 1. Produce an inventory of the desirable resources in Rosemount. 2. Assist with ordinance language as needed to reflect new standards or methods of regulating mining in Rosemount. 3. Produce a master "end use plan" that would result from focused mining activities. It seems apparent that DSU does not have any more "inside scoop" than the City in terms of where the available aggregate resource is. Therefore, Staff would propose with Council concurrence, that the discussion proceed based upon available information on the appropriate locations and strategies for mining. Staff will provide various maps as a discussion aid. The current ordinance language still has value. It is possible that the changes foreseen may result in edits or modifications that could be performed in house on a time available basis. Staff is an advocate of being responsible for the ordinance language that it will have to interpret and enforce. DSU may still be able to produce the "end -use plan" in a timely manner with benefit from Council direction. This would partly derive from discussions already started on the mixed -use zoning proposed for the CSAH 42 and US 52 intersection area, and other components including the TH 52 and CSAH 42 corridor studies. Staff could prepare the plan, but only in spare time which could take much longer than the consultant would require. Staff believes that this area is the real "strength" the DSU has to offer.
