Seventy -one percent of respondents supported a ban to facilitate snow removal while only twenty -two percent opposed a parking ban. Supporters of a parking ban preferred a seasonal ban. This question was placed on the survey because Council had previously indicated a desire to consider parking restrictions. It is brought to the Council for discussion for possible adoption and implementation by this winter season. There are at least four issues to discuss if parking restrictions are to be implemented: 1. Dates of a seasonal ban 2. Hours of the restrictions 3. Total or partial ban of on- street parking 4. Exceptions Dates - Cities with seasonal parking restrictions typically limit street parking from around November 1 to around April 15. Eagan is November 15 through April 15, Inver Grove Heights is November 1 to April 1. Hours - Hours of restricted parking are generally 2 or 3 a.m. to 6 a.m. Eagan is different in that they restrict parking during the day hours of 6 a.m. to 6 p.m. - utilizing an odd/even restriction. Type of Restrictions - Some cities entirely ban all on- street parking while others allow parking on one side each night by utilizing an odd/even system where on odd numbered days parking is permitted on the odd numbered addressed side of the street, etc. Exceptions - Council may choose to include certain exceptions for specific areas or circumstances, such as, construction areas where off - street parking is not available or for persons rendering emergency medical assistance. Apple Valley has a more general exception than other ordinances. Apple Valley allows exceptions for when "the maximum number of vehicles are parked in the driveway of a residence." For snow plowing purposes, Rick Cook stated that he felt a restriction from 2 a.m. to 6 a.m. from November 1 to April 1 would be preferred. Winter season parking. Subd. 1. The winter season in which the following parking restrictions are applicable is hereby defined as beginning on November 15 of each year and continuing through April 15 of the following year. Subd. 2. Parking. A. On odd- numbered days parking shall be permitted only on that side of the street with odd - numbered addresses for a period of 12 hours beginning at 6:00 a.m. and continuing until 6:00 p.m. B. On even- numbered days parking shall be permitted only on that side of the street with even - numbered addresses for a period of 12 hours beginning at 6:00 a.m. and continuing until 6:00 p.m. C. The director of public works may post signs along the frontage roads located north and south of Diffley Road between. Rahn Road and Nicols Road prohibiting parking on either side of the street until it is plowed to its full width following a snowfall of two inches or more. The signs shall state "No Parking Both Sides Until Plowed Entire Width 2 Inches of Snow or More." Subd. 3. Impounding and removing vehicles. If any vehicle is parked, abandoned, or left standing in violation of the terms of this section, the vehicle may be moved by the city in accordance with the terms of section 9.12 of this Code entitled Impounding and Removing Vehicles. (Code 1983, § 9.09, eff. 1 -1 -83; Ord. No. 78, 2nd series, eff. 3- 31 -89) Sec. 9.10. Truck, trailer and commercial vehicle parking. Subd. 1. It is unlawful to park a detached semitrailer upon any street, city-owned parking lot, or other public property, except streets as specifically designated by the council by resolution and signposted. Subd. 2. It is unlawful to park a semitrailer, truck tractor, or a combination thereof within an area zoned as a residential district, except for the purpose of loading or unloading the same. Subd. 3. It is unlawful to park a truck of more than 9,000 pounds gross vehicle weight upon any street in the business district which has been duly signposted prohibiting the same, but parking of such vehicle for a period of not more than 20 minutes shall be permitted in such space for the purpose of necessary access to abutting property while actively loading or unloading when such access cannot reasonably be secured from an alley or from an adjacent street where truck parking is not so restricted. Subd. 4. It is unlawful to park a truck or other vehicle using or equipped with a trailer or extended body or other extension or projection beyond the original length of such vehicle or any passenger bus diagonally along any street except for a time sufficient to load or unload, and in such case only parallel parking shall be permitted. Provided, however, that a truck may stand backed up to the curb if the weight or bulk of the load makes parallel parking impracticable, but then only for a period of time sufficient to load or unload. Subd. 5. Parking of commercial vehicles is permitted in duly designated and signposted loading zones and in alleys, for a period of up to 20 minutes, provided that such alley parking does not prevent the flow of traffic therein, all of which shall be for the purpose of access to abutting or adjacent property while actively loading or unloading. Subd. 6. An on -site parking permit may be obtained for two (2) additional vehicles. One commercial vehicle, not over one ton capacity, may be - parked at the owner's or operator's residence. No commercial vehicle in excess of one ton or commercial trailer may be parked or stored in a residential district except to load, unload or render a service. On- street parking is prohibited from 3:00 a.m. through 6:00 a.m. except persons rendering emergency medical assistance; construction areas where off - street parking is not available; or the maximum number of vehicles are parked in the driveway of a residence. Vehicles illegally parked are considered abandoned motor vehicles if: on public property over 72 hours; lacking vital component parts; . parked on private property over 72 hours without permission of the property owner; . in an inoperable condition, parked on private property over 72 hours (unless in a garage); or not properly licensed for a period of 90 days. On- street parking is prohibited during any time snowplowing or snow removal operations are in progress. Snow emergencies. Subd. 4. Parking lots. Parking in city lots is regulated by temporary signs prohibiting parking therein erected by the street superintendent as the need for the same arises in order to facilitate snow removal in those areas. Subd. 5. Calendar parking. Calendar parking shall be as follows: (1) Except in areas designated as snow emergency routes, all persons parking vehicles on streets and highways must park the vehicles according to the following system from November 1 through April 1 of each winter season. (2) Beginning 12:01 a.m. on November 1 and alternating each day until midnight April 1, vehicles must be parked on that side of the street or avenue which abuts the premises that are or would be identified by odd - numbered and even - numbered street addresses. On the days of the month which are odd - numbered days, 1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21, 23, 25, 27, 29 and 31 vehicles must be parked on the side of the street which residences have odd - numbered street addresses. On the days of the month which are even - numbered days, 2, 4, 6, 8, 10, 12, 14, 16, 18, 20, 22, 24, 26, 28 and 30, vehicles must be parked on the side of the street which residences have even-numbered street addresses. (3) Provisions of this subdivision must not be enforced from 7:00 p.m. to midnight. (4) For purposes of this subdivision the term "day" means a period beginning and ending at midnight. (5) After the street has been cleared of snow, parking is allowed on both sides of streets on: a. Churchill Street from Third Street to Fifth Street. b. Fourth Street from Willard Street to Hancock Street. c. Fourth Street from Myrtle Street to Mulberry Street. d. Walnut Street from Third Street to Fifth Street. e. Streets in the CBD zoning district. (6) After all snow has been cleared, parking is allowed only on the west side of Third Street from Myrtle Street to Laurel Street. (7) After snow has been cleared parking is allowed only on the south side of Laurel Street from North Fifth Street to North Everett Street. Subd. 6. Penalty. Calendar parking will be in effect from November 15th through April 1 st. On odd numbered days beginning at 2:00 A.M. and ending at 6:00 A.M., parking on the West and South sides of any street will be ILLEGAL. On even numbered days beginning at 2:00 A.M. and ending at 6:00 A.M., parking on the East and North sides of any street will be ILLEGAL. It is also illegal to park in the Central Business District between 2:00 A.M. and 6:00 A.M. on all days. The Central Business District means: Levee Drive, 1 st Avenue and 2nd Avenue between Sommerville and Fuller Streets; and Lewis, Holmes and Fuller Street between 2nd Avenue and Levee Drive. Vehicles parking in violation of these restrictions may be ticketed.
