The item is on the agenda for Council to consider ordering the preparation of a Feasibility Report for the
Marcotte Pond Forcemain Improvements, City Project #329. The Marcotte Pond is named for the
adjacent property owner and is located west of Shannon Parkway, just north of the Evermoor
development. This pond is the low area for a large drainage area that includes existing rural
development as well as a significant land area within the Evermoor development. During the July storm,
the pond level was 6 feet above the base of the surrounding oak trees and within 30 feet of the
Marcottes' home. This pond was pumped down by the Evermoor developer and the City. The high
water level proposed for this pond extends into the oak trees and beyond our existing drainage easement.
The installation of the forcemain is proposed to be along the south side of Evermoor Parkway, under the
future pathway. This project was not identified in the rate study CIP, but was identified by the Utility
Commission as a project that should be completed in 2001. Along with the forcemain and lift station
barrel, the feasibility report will address pumping options including permanent pumps vs. a portable
pumping station that can be used in other locations. A method of expanding the storage in this pond will
also be explored.
The funding for the project will come from the Storm Water Fund.
The completion of the Feasibility Report will include the forcemain, an analysis of a portable vs.
permanent pumping station, as well as a process to increase storage in the basin.
Staff recommends adopting the attached resolution to direct Staff to begin work on the Marcotte Pond
Forcemain Improvements.

A RESOLUTION ORDERING A FEASIBILITY REPORT FOR
THE MARCOTTE POND FORCEMAIN IMPROVEMENTS
CITY PROJECT #329
WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the
feasibility of the Marcotte Pond Forcemain Improvements, City Project #329.
NOW, THEREFORE BE IT RESOLVED, the Staff is directed to have the necessary
feasibility report prepared for the Marcotte Pond Forcemain Improvements, City Project #329.
ADOPTED this 16th day of January, 2001, by the City Council of the City of Rosemount.
