For your discussion this evening is the City's Budgets. We would like to discuss the operating
budgets, the 10 -year CIP, the date to discuss and approve the final levy and budgets, and the officer
proposal for the Dakota County Technical College.
Because the Truth -In- Taxation requirements have been waived for this year, we do not have to have
a special meeting to discuss the levy and budgets. Staff is leaning towards discussing these issues
at the December 4 th regular Council meeting. This would allow us sufficient time to put together all of
the final documents and get them to the County and the State in a timely fashion. If the Council
would like to have a special meeting to discuss just the levy and budgets, I would recommend that
this happen prior to December 14' (at the latest) to allow us the turnaround time to get everything
processed.
Attached is the summary information that we have discussed on the operating budgets the last few
months and approved at the September 4 th Council meeting with the preliminary levy. I have
received information from Dakota County and hope to have additional information on Wednesday
evening that will give you a better idea of the impact that our levy will have on residential taxpayers
total tax bill. (We will not include the total budget package that you received at the September 4 th
meeting. If you would like all of the pages for further discussion at the meeting Wednesday evening
bring your last full budget packet or let us know and we will bring additional copies.)
The 10 -year CIP is being brought forward for the first time for discussion. The 2002 CIP was
discussed previously because it ties into the 2002 levy numbers. There have been some
modifications to that budget but the total levy amount has not changed. We would like to get through
the 10 -year CIP so that we can bring that forward for final approval in December as well. Moody's
and other financial agencies see our 10 -year CIP as an important asset to the City in that we have at
least attempted to look out into the future for our CIP needs.
Finally, the Police Chief would like to spend some time discussing the Dakota County Technical
College's request to fund a police officer at their site. Attached is a memo that will brief you on where
this item is at and we will discuss this with you further on Wednesday evening.

SUBJECT: 2002 Budget Issues
There are two issues related to the 2002 police budget that this memorandum will provide
further information concerning. These issues are a request by Dakota County Technical
College to contract for police services and Rosemount's participation in the Dakota
County Drug Task Force.
DCTC
DCTC has operated with an uniformed security guard on campus for several years. In
recent years, staffing this position has apparently been problematic. In addition, there
have been some internal theft and assaults, which the security guard should not be
responsible for handling. These cases have at times.not been properly reported to the
police for investigation. The administrative staff at DCTC has decided that the best
means to address their safety and security issues, in their opinion, is to have a police
officer assigned to the campus. A security guard position will be maintained to work
cooperatively with the officer. If this agreement were to be approved by Council, it is the
staff s recommendation to hire another police officer in order to fill this position without
impacting the delivery of services to the rest of the community. This position is not
budgeted for in the 2002 budget, but DCTC has tentatively agreed to fully fund the
position.
One preliminary meeting was held with Paul DeMuth, DCTC Facilities Manager. During
this meeting, DeMuth did explain the reasons why the college desired an officer on
campus full -time. He also said that President Thomas has committed to paying for the
cost of contracting for a police officer through either the City of Rosemount or the
Dakota County Sheriffs Office. The college's preference is to contract with Rosemount
because of DCTC's location within the city and their positive experience with the police
staff.
DeMuth stated the college understands the officer will continue to be an employee of the
city, but will be assigned to the college campus. The ISD #196 school liaison contract
and services provided was discussed with DeMuth as an example of contracted services.
DeMuth stated the college's preference on contracts is to have agreements that are 2 - 3
years in duration.
DCTC does anticipate fully funding the police officer position. Their student year is
approximately ten (10) months in length. During the two off months, the college would
like to continue to utilize the officer for staff training, policy development, and planning.
A second meeting is set for Monday, November 12 to further discuss this issue with
DCTC staff. Additional information from that meeting will be provided to Council at the
Work Session.
Dakota County Drug Task Force
The police department participated in the Drug Task Force in 2001. A commitment of
.15 FTE or 312 hours was made in the Joint Powers Agreement. It is staff s
recommendation to again participate in the Task Force and increase the number of hours
to .20 FTE or 416 hours. Through October 31 there have been approximately 340 hours
worked on Task Force cases and the increase to 416 for next year does appear feasible for
staffing purposes and to respond to citizen complaints of drug activity in the community.
