Modification of Working Hours for CSAH 42 (Diamond Path to Shannon Parkway) Street & Utility Improvements, City Project #327CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: October 2, 2001 AGENDA ITEM: Modification of Working Hours - CSAH 42 AGENDA SECTION: (Diamond Path to Shannon Pkwy) Street & Utility New Business Improvements, City Project #327 PREPARED BY: Bret A Weiss, Interim City Engineer AGEN , min a f ! ATTACHMENTS: 0d r APPROVED BY: The CSAH 42 Reconstruction project consists of the development of shoulders and turn lanes for the segment of CSAH 42 between Diamond Path and Shannon Parkway. The project will include the installation of storm sewer adjacent to and across the existing highway. The County has specific requirements about how the road can be closed down or modified in order to accommodate construction activities. One of the most difficult items to complete is the storm sewer crossings of the road from the north to the south because at least one lane of traffic must remain open at all times. The coordination to complete the seven crossings of the road is substantial and time consuming. Consequently the Contractor has requested the ability to complete the crossings during the night time hours which would allow them to shut the roadway down from the, hours of 10:00 p.m. to 6:00 a.m. This would involve a detour of CSAH 42 along Diamond Path to the north to 145" Street, east to Shannon Parkway and then south back to CSAH 42. The Contractor has committed to mobilizing two crews and to complete the work within 5 working days in a further effort to lessen the impact to the traveling public. The contractor would also like to start the remaining storm sewer work at 5 a.m. to maximize the speed of construction. These requests are made due to the County requirement to have 2 -lanes of traffic open in each direction from 3:00 p.m. — 7:00 p.m. This is a modification from the City's current working hours and will have a short -term impact on neighbors that live adjacent to the road. The advantage however is the speed at which the road could be completed which would lower the impact to the traveling public and the length of the project. The Council did approve a similar request for the previous phase between Shannon Parkway and Chippendale Avenue. We are in favor of granting the work extension to complete the work as quickly as possible and reei tnat tnere snouia D e a mrnimai impact on the aujummy neiy nuurs. RECOMMENDED ACTION: MOTION TO AUTHORIZE THE CONTRACTOR FOR THE CSAH 42 RECONSTRUCTION PROJECT BETWEEN DIAMOND PATH AND SHANNON PARKWAY TO EXTEND THEIR WORK HOURS FROM 10:00 P.M. TO 6:00 A.M. AND SETTING UP APPROPRIATE DETOUR WHILE DOING STORM SEWER CROSSINGS. COUNCIL ACTION:
