Throughout this year, the Utility Commission has been studying methods and options to deal with this erosion as well as to develop plans for pond vegetation for future ponds. The residents around the pond have requested that rock stabilization be used in this instance, which was recently approved by the Utility Commission. Attached is the Utility Commission agenda item for your review. We are requesting authorization to proceed with plans and specifications to bid the project for late fall /winter /spring construction. September 6, 2001 Memorandum Recommendation Regarding Wensmann Pond Bank Stabilization WSB Project No. 1005 -29 As a follow -up to our Utility Commission meeting last month, outlined below please find our recommendation for stabilization of the shoreline of Wensmann Pond. Background Wensmann Pond is a man-made pond that has recently been subject to receiving increased volumes of water as a result of pumping from ponds located north of Wensmann Pond. Multiple factors have resulted in erosion around Wensmann Pond. These factors relate to the increased storm water input, steep slopes, increased water elevations for extended periods of time, wave action, and lack of a vegetation buffer. Recommendation In consideration of the Design Guidelines for Pond Shoreline Stabilization Practices that were developed and reviewed by the Commission at the last meeting, we offer the following recommendation: • The north section of the pond should be stabilized with hard armoring in the form of Random Riprap (Class 1). Conditions in this portion of the shoreline are consistent with criteria described in the guidelines that necessitate hard armoring stabilization. • The east and south sections of the shoreline would be suitable for either vegetating or hard armoring practices. Establishment of vegetation along these portions of the shoreline may require additional, long -term management. Based on meetings with residents, the majority of residents around the pond prefer hard armor stabilization to prevent erosion of the shoreline while still allowing easy access to the pond. Because of the recent change in conditions of the pond and the fact that Wensmann Pond is not a new pond, the Commission should consider the residents preference for using hard armoring in this situation. • The shoreline along the western edge of the pond is currently vegetated and the vegetation along this portion of the shoreline should be evaluated as part of the 415001s I on project to determine the presence and percentage of native species. We recommend Memorial Highway that any invasive non - native species be eliminated and native species be installed Suite 300 along this section in areas that may experience erosion.
