As the Council is aware, St. Joseph's Church has purchased land south of future Connemara Trail,
east of Biscayne Avenue. The Church is in the process of developing funding for their project and is
interested in the potential costs of constructing Connemara Trail and Biscayne Avenue. They have
petitioned for the preparation of a feasibility report to determine the costs and develop a method to
have those costs assessed to their property. This report would also address the extension of the
Brockway Draw Sanitary Sewer and other related storm sewer issues. In conjunction, CPDC, the
Evermoor Developer has also expressed a desire to have Connemara extended through their
property to T.H. 3 in 2002. In order to best address all of the issues and costs of this project, we are
requesting that the Council authorize a feasibility study. St. Joseph's Church has also requested this
project be assessed to benefit the property. Staff supports this, as this is not the typical development
where the developers are requested to pay in advance. As a result 429 debt will be assessed to this
project.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ORDERING A FEASIBILITY
REPORT FOR THE CONNEMARA TRAIL EXTENSION (FROM SHANNON PARKWAY EAST OF
BISCAYNE AVENUE), CITY PROJECT #330.

WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility
of the Connemara Trail Extension (from Shannon Parkway east of Biscayne Avenue), City Project #330.
NOW THEREFORE BE IT RESOLVED, the Staff is directed to have the necessary feasibility report
prepared for the Connemara Trail Extension (from Shannon Parkway east of Biscayne Avenue), City
Project #330.

Dear Members of the City Council,
This is a letter requesting an assessment form of payment for the city construction costs
and fees.
In a recent conversation with city employees, I understand your efforts for treating
developers equally. Developers of property and housing are for profit organizations. The Church
of St. Joseph in a non - profit organization and provides services for the Rosemount area. The
monies involved and services given remain for the benefit of our people.
This has been true since the beginning of Rosemount. The first meeting for the
organization of the township was held at the house of Thomas Dowd. The list of those attending
reads like the parish list of St. Joseph's parish.. (See Fr. L. Cosgrove's Popular History of St.
Joseph's Parish Rosemount, MN from 1$68 to 1912 including a Synopsis of Events from the
Organization of the Township to the Present, p. 8). The Church of St. Joseph has been part of the
city life in Rosemount over the years since our founding in 1858, and we will continue to provide
services for the people of Rosemount in the future.
This will include:
• Stability for families;
• Education of youth and formation of future leadership;
• Providing for those in need by direct service such as food,
clothing, furniture, etc;
• A Gathering place for community and support for values.
St. Joseph's could be considered a "developer" in a very narrow sense of the term in
relationship to building and construction. But we are a major developer of the people, both in the
past and the future of our city.
I would ask that you grant us a long -term form of payment rather than an up front cost.
The up front costs could effect the services we now provide. It will be difficult enough to balance
the following expenses: building costs, assessments, interest rates, and our regular services.

To the City Council of Rosemount, Minnesota:
St. Joseph Church is requesting that the city order a feasibility study for the
development and costs of roads and utilities on the church property located
in the NE quadrant of Connemara Trail and Biscayne Avenue.
We have completed our, schematic design and need to confirm our budget
estimates before we complete design development. Our budget includes the
cost of road and utility development. We would ask that the feasibility study
be completed by early December.
We understand that we are responsible for all costs for the preparation of the
feasibility study.
