On Wednesday, August 15, 2001, bids for the above referenced project were received and
read aloud publicly. Four (4) bids were received on the project.
The apparent low bidder for the project is Bituminous Roadways, Inc. in the amount of
$489,991.40. The bids ranged from the low bid to a high bid of $616,295.00 and the
Engineer's Estimate was $315,763.75._
The low bid was substantially higher than the engineer's estimate. In investigating high bids,
there are three main factors contributing to the higher bids. First, the bid is late in the
construction season and most contractors are fairly busy trying to complete the work that they
already have. The contract calls for the contractor giving Xcel Energy 15 working days to
complete their underground and light pole bases once the sidewalk is removed, thereby not
allowing the street contractor to get started until late September. Second, this project is fairly
small in scope and there are a lot of small quantities, hand type work around many driveways,
catch basins, etc. If the project could be added to a larger project, it would help lower the
bids. Finally, constructing the project under traffic adds a substantial cost to the bids. If the
road could be closed to traffic, there could be further cost savings.
It is our recommendation that all of the bids be rejected and that this project be combined with
next year's phase to make it a larger project and bid the job in early spring to get the best bids.
We would also discuss with MnDOT the possibility of closing the road to traffic, since next
year's phase, which is a reconstruction project, will involve some road closings.
RECOMMENDED ACTION: MOTION TO REJECT ALL BIDS FOR TRUNK HIGHWAY 3
STREET AND UTILITY IMPROVEMENTS (145 STREET TO LOWER 147 STREET), CITY
