Phase 1 has approved plans and specifications, but has not been bid so as to conform to the schedule set forth by the County on the CSAH 46 project. This project completes the sanitary sewer connection between the north connecting road (Murgics) and the existing sanitary sewer at Chippendale Avenue. The construction of this project would allow for the properties along the north connecting road to connect to the sanitary sewer and then can be assessed for the project. There are no proposed assessments on this phase of the project so no public hearing is necessary. We would propose to combine the plans and specifications for the two phases and bid the projects together. The contractor for the CSAH 46 project is anxious to move forward quickly this Spring, so we are anticipating a late March or early April bid opening for this project. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING THE PROJECT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR SECTION 31 SANITARY SEWER IMPROVEMENTS, PHASE 2, CITY PROJECT #317. COUNCIL ACTION: 3 CITY OF R OSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001- A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS FOR THE SECTION 31 SANITARY SEWER IMPROVEMENTS, PHASE 2 CITY PROJECT #317 WHEREAS, pursuant to the resolutions of the Council adopted on November 21, 2000, a report has been prepared by the City Engineer with reference to the improvement of Section 31 Sanitary Sewer Improvements, Phase 2, City Project #317, and this report was received by the Council on Fe_ bruary 20, 2001, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost - effective, and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvements in accordance NNzth the report and will utilize Sanitary Sewer Core Funds to fund the cost of the improvements at an estimated cost of the improvements of $220,000. 2. Such improvements are hereby ordered as proposed in the Feasibility Report for the project. 3. The City Engineer is hereby ordered to prepare plans and specifications for the making of such improvements. 4. This project will be combined with the Section 31 Sanitary Sewer Improvements, Phase 1 for bidding and construction. ADOPTED this 20th day of February, 2001. Section 31 Trunk Sewer Improvements — Phase II A- ROSEM0004.00 City of Rosemount, Minnesota Page i Table of Contents I February 20, 2001 1 Preliminary Report Section 31 Trunk Sewer Improvements - Phase II City Project No. 324 Prepared for the City of Rosemount, Minnesota Executive Summary This project includes the construction of trunk sanitary sewer connecting Phase I of the Section 31 Sanitary Sewer Improvements (City Project No. 317) with an existing sanitary sewer in Chippendale Avenue. The project area is located north of County Road 46 (160th Street West) between Chippendale Avenue and the current TH 3. The project has been named Section 31 Trunk Sewer Improvements - Phase II, and has been designated City Project No. 324. ' The project consists of approximately 700 linear feet of 12 -inch diameter trunk sewer pipe. The total estimated project cost is approximately $220,000. Funding for this project will be obtained from the Sanitary Sewer Core Facility Fund. This improvement is necessary to provide future sanitary sewer service to the existing businesses located north of 160th Street West, and to the future expansion of the Rosemount Business Park. The improvement is cost effective and feasible from an engineering standpoint. This improvement would best be constructed together with the first phase of the Section 31 Sanitary Sewer Improvements (City Project No. 317) and the County Road 46 /TH 3 Street and Utility Improvement project (City Project No. 284) in 2001. I L-1 L A- ROSEM0004.00 Page 1 1.2 Scope ' The purpose of this report is to determine the engineering feasibility of the project based on a review of the data available, and to make 1 recommendations and provide cost estimates for the construction. 1.0 Introduction 1.1 Authorization ' On November 21, 2000, the City Council of the City of Rosemount authorized the preparation of a preliminary report for the Section 31 Sanitary Sewer Improvements - Phase II. This improvement has been designated City Project No. 324. 1.2 Scope ' The purpose of this report is to determine the engineering feasibility of the project based on a review of the data available, and to make 1 recommendations and provide cost estimates for the construction. ' 2.0 General Background 2.1 Location The project location is shown on Drawing No. 1. The project is located north of County Road 46 (160th Street West) and between Chippendale Avenue and the current TH 3 alignment. The Phase II improvements are located west of the Phase I improvements and east of the connection point at Chippendale Avenue. ' The project itself is located in Section 32, but the connection point at Chippendale Avenue is located in Section 31, thus the project name "Section 31 Trunk Sewer Improvements." 1 Section 31 Trunk Sewer Improvements— Phase II City of Rosemount, Minnesota A- ROSEM0004.00 Page 2 1 1.3 Data Available Information and materials used in the preparation of this report include: ■ Preliminary Report for Section 31 Trunk Sanitary Sewer Improvements — Phase I (April 2000) ■ City of Rosemount Construction Record Drawings Rosemount Business Park Concept Plan (January 1993) ■ County Road 46 /TH 3 Construction Plans (November 1999) Preliminary Report for County Road 46/TH 3 (March 2000) ■ City of Rosemount Assessment/Improvement Policy (January 1997) ' 2.0 General Background 2.1 Location The project location is shown on Drawing No. 1. The project is located north of County Road 46 (160th Street West) and between Chippendale Avenue and the current TH 3 alignment. The Phase II improvements are located west of the Phase I improvements and east of the connection point at Chippendale Avenue. ' The project itself is located in Section 32, but the connection point at Chippendale Avenue is located in Section 31, thus the project name "Section 31 Trunk Sewer Improvements." 1 Section 31 Trunk Sewer Improvements— Phase II City of Rosemount, Minnesota A- ROSEM0004.00 Page 2 1 2.2 Site Conditions The project area and surrounding land is currently used for commercial and residential purposes. The C.P. Railroad is within the project limits and will require a subsurface crossing. The existing topography consists of flat to rolling terrain. 3.0 Proposed Improvements 3.1 Sanitary Sewer ' Proposed sanitary sewer facilities are shown on Drawing No. 2. These facilities include the installation of a 12 -inch diameter trunk sewer across the Secure Mini - Storage property from Chippendale Avenue to North Connecting Road. The sewer is planned to be installed concurrently with the construction of North Connecting Road. ' A subsurface crossing will be required beneath the C.P. Railroad. A license agreement will be needed to install the subsurface crossing. The Contractor will also need to carry Protective Railroad Liability Insurance and will need to pay for a railroad flagging service during the time that the crossing is installed. 3.2 Easements The proposed sanitary sewer facilities will be installed in an existing 60 -foot drainage and utility easement across the Secure Mini- Storage property. Due to the excess depth of the sewer, an additional temporary easement or a temporary right -of -entry will be needed to complete the construction., The exact locations and widths of permanent and temporary easements will be determined during final design. 3.3 Permits Construction permits will be required for this project. The estimates do not include any costs for easements which may be required. The costs are based on bid prices obtained from similar type projects during 2000. The estimates include allowances for contingencies and ' anticipated legal, administrative, engineering and fiscal costs. A summary of these costs is presented in Table 2. Table 2 Summary of Cost Estimates Sanitary Sewer $220,000 ' 4.2 Assessment Area The property adjacent to the project is owned by Secure Mini - Storage. This property receives sanitary sewer service from Chippendale Avenue and has already been assessed for this service. Therefore, the property is not subject to additional assessments for sanitary sewer as a result of this project. 4.3 Cost Recovery The entire $220,000 for this project will be paid for from the Sanitary Sewer Core Facility Fund. 5.0 Project Schedule The proposed schedule for this improvement is listed below. This schedule is based on the provisions of Chapter 429 of the Minnesota State Statutes. The schedule assumes that all elements of the improvement, including easement acquisitions, are completed in a ' timely manner. The schedule is dependent upon the County's schedule because the project is proposed to be constructed concurrently with the County Road 46/TH 3 Street and Utility Improvement project (City ' Project No. 284).
