A resolution was not presented with the amendments that night, so it has been brought to you this evening for approval and execution. A resolution provides a better paper trail for our record keeping. Sorry for the inconvenience. RECOMMENDED ACTION: Motion to approve A RESOLUTION AMENDING THE RATES AND FEES FOR 2001, RESOLUTION 2000 -139. COUNCIL ACTION: r r CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001 AMENDING THE RATES AND FEES FOR 2001, RESOLUTION 2000 -139 WHEREAS, the City Council has reviewed the 2000 fee schedule and recognizes the need to amend certain rates and fees for 2001; and WHEREAS, staff has found three areas where further amendments are recommended; and WHEREAS, City Council did review and approve these amendments at the February 6, 2001, regular meeting by motion. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby approved the rates and fees for 2001 as outlined in Appendix I and Appendix II and further approves the addition of language in the water, sanitary sewer and storm water capital charges section to insure collection of connection charges; to include charges for window replacement under Building Fees; and increase fees for the auditorium with the banquet room and adjoining lobby for Class 2, 3, and 4. Storm Water Charges a. For this charge, Newly Developed Properties are defined as any property, including platted or unplatted parcels, which are improved with buildings, grading, or otherwise creating an impervious surface. Burt, City Administrator AGENDA NO: ATTACHMENTS: DRAFT, LETTER FROM CITY ATTORNEY APPROVED BY: Assessment Clarification Our City Attorney, Charlie LeFevere, suggested changes to the City's fee resolution to allow for collection of trunk area assessments that are not collected with the subdivision agreement. This is additional language (noted by italics) in the draft of pages 5 to 7. Staff agrees with Attorney LeFevere that it would be in our best interest to incorporate this language into the 2001 Fee Resolution. Building Fees Building Official Kaehler believes that all window replacements in residential housing need an inspection to insure they are installed correctly. Staff requests that a fee of $47.50 be required for window replacement (same size for same size) and that if the size is altered, the fee would be based on the project cost. Several (or all) windows could be replaced for the fee of $47.50 if none of the sizes are altered. This change would be added to page 16. Community Center Auditorium Fees The weekday fees (Sunday — Thursday) were missed for an increase for 2001 for the auditorium with the banquet room and adjoining lobby found on page 3 of Appendix II, the Rosemount Parks & Recreation Fees and Fee Policy. Class 2 from $225 to $300 Class 3 from $275 to $350 Class 4 from $550 to $600 RECOMMENDED ACTION: Motion to add additional language to pages 5, 6, and 7 for Trunk Area Assessments, Appendix I; and add a fee of $47.50 for window replacement on page 16 of Appendix I; and increase Weekday Fee for use of the auditorium with the banquet room and adjoining lobby on page 3 of Appendix II; for the 2001 Fee Resolution.
