Background
The allocation of federal Community Development Block Grant (CDBG) funds for
Rosemount this year is $68,281. The funds are administered by the Dakota County
Community Development Agency. On March 6, the Port Authority discussed, a staff
proposal to apply for that allocation to be used for property acquisition downtown. As
such the allocation would assist the City and Port Authority in on -going efforts to acquire
property for future re- development. The Port Authority has in the past acquired non-
conforming, functionally obsolete, residential properties in the downtown commercial
district with the intent to re- develop them.
Port Authority commissioners re- affirmed several elements of past practice in regard to
gradual property acquisition for future re- development:
• Purchase only from willing sellers — no condemnation;
• Demolish non - conforming houses rather than rent them, that is, avoid acting as a
landlord;
• Concentrate acquisitions in a small area (as yet unidentified), that is, avoid acquiring
properties scattered about a large area.
The Port Authority is expected to act on a proposed recommendation to authorize
application for 2001 CDBG funds for property acquisition downtown.
RECOMMENDED ACTION:
Authorize application for 2001 CDBG allocation fior property acquisition downtown per Port
Authority recommendation.

A RESOLUTION APPROVING THE APPLICATION
OF THE CITY OF ROSEMOUNT FOR
FISCAL YEAR 2001 DAKOTA COUNTY
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING
BE IT RESOLVED by_ the City Council of the City of Rosemount as follows:
1. The City Administrator is authorized to submit the attached application to Dakota
County for a Community Development Block Grant in Fiscal Year 2001.
2. The application is approved by the City Council and the Mayor and City
Administrator are authorized to execute it on behalf of the City of Rosemount.
