Attached please find a copy of the feasibility report for the above referenced project. This project consists of the 2001 Reconstruction project along with some other areas that need to be addressed. The proposed project is separated into the following sections. 1. 2001 Recons (Dodd Blvd) - This is the primary project that was proposed to be completed this year and is the extension of the 2000 Recon. The project consists of converting the existing 24' wide rural street to a 28' wide urban street with concrete curb and gutter and stormsewer. The existing 6" watermain will be removed and replaced with an 8" watermain along with the installation of a new segment between Shannon Parkway and Dallara Avenue. The project cost is estimated at $971,000.. 2. Danville Avenue (Dodd Boulevard to 700' north of Dodd Boulevard) - This segment was not originally planned to be included, but was added for consideration by the Council due to repeated watermain breaks in the area. This segment would include watermain lowering and replacement along with street reconstruction between the curbs. The project cost is estimated at $125,000. 3. Danville Avenue (Segment 2 to Upper 145t Street) - This segment would be an extension of last years overlay project as well as this year's reconstruction project. The proposed work consists of milling the existing pavement and placing a 1 bituminous overlay along with minor drainage improvements. This segment would be funded out of the overlay budget. The project cost is estimated at $51,000. 4. 146 Street (Danbury Avenue to Danville Avenue) - This segment was proposed to be completed last year as a part of the Broback Storm Sewer project, but was deleted and added to this 2001 Reconstruction project. The project includes street reconstruction to address drainage concerns. The majority of this cost will be funded through the overlay budget. The project cost is estimated at $34,000. We have included these street segments into the feasibility report because they all work together and would allow for addressing the streets in this area in one construction season. We have separated the costs by segment so that the Council can postpone segments to anuLner vear 6 so desired. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION TO RECEIVE FEASIBILITY REPORT AND SET PUBLIC HEARING FOR 2001 STREET AND UTILITY RECONSTRUCTION IMPROVEMENTS (DODD BOULEVARD, PHASE 2), CITY PROJECT #326. COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2001 STREET AND UTILITY RECONSTRUCTION IMPROVEMENTS (DODD BOULEVARD, PHASE 2) CITY PROJECT #326 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit City Project #326, 2001 Street & Utility Reconstruction Improvements, (Dodd Boulevard, Phase 2), in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #326 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on March 20, 2001; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #326 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing be scheduled to consider City Project #326, 2001 Street & Utility Reconstruction Improvements to be held on Tuesday, April 17, 2001 at 7:30 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall. Page 24 PRELIMINARY ASSESSMENT ROLL Page 24 City of Rosemount — Feasibility Report 2001 Street and Utility Reconstruction Project City Project No. 326 WSB Project No. 1304 -0055 Page 5 /� O�YS && ,4rsoc- n EXECUTIVE SUMMARY City Project No. 326 provides for the reconstruction of Dodd Boulevard from Shannon Parkway to Delft Avenue, and partial reconstruction of Danville Avenue from Dodd Boulevard approximately 700 feet north and 146 Street from Danbury Avenue approximately 175 feet west. This project also addresses the potential milling and overlaying of the remaining portions of Danville Avenue, Upper 145' Street and 146" Street, as well as pond construction in Twin Puddles Park. This is an extension of the 2000 reconstruction project of Dodd Boulevard from Chippendale Avenue to Shannon Parkway. The project includes the reconstruction of approximately 2,200 feet of 24 -foot rural section streets ' to 28 -foot wide urban - section streets, including bituminous paving, B -618 concrete curb and gutter, storm sewer, watermain, and pathways. The project also consists of approximately 900 feet ofpartial ' 28 -foot urban section roadway reconstruction and 1870 feet of 28 -foot urban section roadway milling overlaying. The street improvement project is separated into four segments: • Segment 1 - Dodd Boulevard (Shannon Parkway to Delft Avenue): ' This segment will consist of an upgrade from a 24- foot wide rural roadway to a 28 -foot wide urban roadway. This street will consist of one through traffic lane in each direction with no on- street parking. This segment of the improvement project will consist of the complete reconstruction of the roadway and will include the addition of an eight -foot wide bike trail on the south side of Dodd Boulevard. This segment will include watermain looping from Shannon Parkway to Dallara Avenue along with storm sewer construction to accommodate the proposed urban design. This segment has an estimated project cost of $971,284. • Segment 2 - Danville Avenue (Dodd Boulevard to 700 feet north of Dodd Boulevard): This segment will be reconstructed following the replacement of the existing watermain, and improve roadway surface and roadway drainage. The street will have one through traffic lane in each direction with on- street parking available. Curb and gutter will be removed and replaced only as necessary to accommodate the watermain replacement or to repair damaged areas. The watermain replacement is due to the many recent watermain breaks occurring over the last 10 years in this area. Replacing and lowering the watermain in this area will eliminate these watermain breaks. Portions of the eight -inch sanitary sewer line will be replaced as necessary to correct structural or infiltration problems. This segment has an estimated project cost of $124,510. City of Rosemount — Feasibility Report 2001 Street and Utility Reconstruction Project City Project No. 326 WSB Project No. 1304 -0066 Page 6 A WSB & .4ssocia4es, /nc. • Segment 3 - Danville Avenue (700 feet north of Dodd Boulevard to Upper 145" Street") -146 Street (Danville Avenue to 175 feet east) -Upper 145" Street (Delft Avenue to Danville Avenue) This segment consists of milling and overlaying the existing roadway to improve the roadway surface and improve drainage in these street segments. Curb and gutter will be replaced as necessary. Storm sewer at the intersection of Danville Avenue and Upper 145`" Street will be added to improve drainage and replace the existing flume between parcel 28 and 29, which has often been a maintenance problem. This overlaying project meets the pavement management goal to gradually improve the roadways in this area and would be an extension of the 2000 overlay project. This segment has an estimated project cost of $50,543. Segment 4 -146t Street (Danbury Avenue to 175 feet west) This segment consists of removing the existing curb and gutter and pavement in order to correct a drainage problem at Parcel number 22 as well as the intersection of 146 Street and Danbury Avenue. The storm sewer to alleviate this drainage problem was installed last year as part of the City Project 319 (Broback 3` Addition). The street reconstruction was deleted from that project due to cost and was proposed to be added to the 2001 project. This segment has an estimated project cost of $33,364. The total estimated project cost is $1,179,971.65 Funding for the project will consist of assessments, 2000 Capital Improvement Plan (CIP) funds, utility funds, and overlay funds as necessary. The project can be completed, including all paving and restoration items in 2001. The assessment hearing will be held in the fall of 2001. This project is feasible, necessary and cost - effective from an engineering standpoint and should be constructed as proposed herein. INTRODUCTION 1.1 Authorization On January 15, 2001, the Rosemount City Council authorized the preparation of an engineering feasibility report for the 2001 Street and Utility Reconstruction Project. This project has been designated as City Project No. 326. ' 1.2 Scope 1 This project primarily provides for the upgrading of existing Dodd Boulevard from Shannon Parkway to Delft Avenue, Danville Avenue from Dodd Boulevard to Upper 145` Street and 146 Street from Danville Avenue to Danbury Avenue. It is proposed to add the Danville Avenue and 146' Street work in the is years project to address pavement and drainage issues. The completion of the Danville Avenue Project would utilize the overlay budget for 2001 and would tie into the 2000 street overlay project. Dodd Boulevard will be completely reconstructed, with the installation of concrete curb and gutter and bituminous pavement to convert this street into an urban roadway. Storm sewer improvements are proposed to collect stormwater runoff in accordance with the City of Rosemount standards and as necessary to facilitate improvements outlined in the Rosemount Comprehensive Storm Water Management Plan. The existing 6 -inch watemain along the north side of Dodd Boulevard will be upgraded to an 8 -inch line. The proposed watermain improvements will also complete the looping of the watermain from Shannon Parkway to Dallara Avenue. The elevation of the roadway will be lowered in order to eliminate the existing drainage ditches and an 8 -foot bituminous pathway will be constructed along the south side of the street, connecting to the pathway along CSAH 42. Danville Avenue from Dodd Boulevard to Upper 145" Street is broken into two segments. Approximately 700 linear feet will be partially reconstructed. Due to recent watermain breaks the existing watermain will be upgraded and lowered to prevent these problems in the future. The entire roadway surface in this portion of Danville Avenue will be removed and replaced with as much curb and gutter left in place as possible. The remaining 1675 feet of Danville and Upper 145`" Street is proposed to be milled and overlayed, with minor storm sewer improvements. 146` Street from Danville Avenue to Danbury Avenue is also split into two segments. Approximately 175 feet of the roadway will need to be partially reconstructed to correct the drainage problem while the other 175 feet will be milled and overlayed. GENERAL BACKGROUND 2.1 Location (See Figure 1) Project The roject location consists of Dodd Boulevard from Shannon Parkway to Delft p � y Avenue, ' Danville Avenue from Dodd Boulevard to 145" Street, Upper 145`" Street from Delft Avenue to Danville Avenue, and 146" Street from Danville Avenue to Danbury Avenue. The entire project is located within Section 30. ' 2.2 Project Zoning (See Figures 2 -3) Generally, the project area is zoned residential. 2.3 Project History This project was initiated through the recognition of continually deteriorating street conditions and the need for storm sewer facilities in the project area. This project is included in the City of Rosemount Capital Improvement Plan. Additionally, the current watermain ' system in the project limits has substandard "sizing "and requires looping in some areas. The upgrade in size of the water system will provide the area with pressure stability, system reliability and improved water circulation. Generally, ecord drawings for street storm sewer, sanitary sewer and watermain are Y g �' ' available. 2.4 Existing Conditions 2.4.1 Roadway Dodd Boulevard was originally a County Road but has since been turned back to the City. The existing pavement on Dodd Boulevard, Danville Avenue, Upper 145' Street and 146" Street are in fair to poor condition. Dodd Boulevard is currently a 24 -foot wide rural roadway that utilizes ditches to drain the roadway ' surface and provide storm water conveyance. Considering the existing condition of the roadway surfaces, poor subgrade material, and the need to lower the roadway for drainage purposes, a complete reconstruction of this roadway is necessary. Danville ' Avenue, Upper 145' Street and 146`' Street are existing 28 -foot wide roadways with curb and gutter. There are 11 residential driveways along Dodd Boulevard. All driveways along Dodd Boulevard will be reconstructed to the right -of -way line or as needed to match ' the new street grades. Driveways along Danville Avenue and Upper 145' Street ' City of Rosemount — Feasibility Report 2001 Street and Utility Reconstruction Project A City Project No. 326 WSB WSB Project No. 1304 -0033 Page 3 & 1 ' Street will not be affected because there is no change in grade anticipated. 146' Street will have one concrete driveway that will require reconstruction to the right -of- way. 2.4.2 torm e er • The proposed project is S S w p p p i t located in the Wachter Lake Drainage Distract (WA) and the Hawkins Pond Drainage District (HP) as noted in the Rosemount Comprehensive Stormwater Plan. The existing storm sewer system for the project area is limited to collection at the following locations: constructed as part of the 2000 street and utility reconstruction proj ect to relieve non- , • A 12 -inch lateral storm sewer line within Danville Avenue flowin g from the roadway east to Twin Puddles Park. Currently, all local drainage along Dodd Boulevard is collected in the roadway ditches. The ditches flow into Twin Puddles Park located between Damask Avenue and Danville Avenue. Currently there is not an outlet for Twin Puddles Park, ' however there is a future 18 -inch storm sewer outlet identified in Rosemount's Stormwater Management Plan. ' 2.4.3 Watermain The existing watermain network consists of a six -inch cast iron watermain line within Dodd Boulevard from Delft Avenue to Dallara Avenue, Danville Avenue, Upper 145" Street and 146' Street. There is also an 8 -inch crossing at Dallara Avenue and a 6 -inch crossing at Damask Avenue. The existing watermain on Danville Avenue is shallow and has had numerous watermain breaks. ' 2.4.4 Sanitary Sewer The existing sanitary sewer within Dodd Boulevard consists of an eight -inch sewer line from Danville Avenue to Dallara Avenue, and an 18 -inch RCP sewer line from Dallara Avenue to Shannon Parkway, which then flows to the south. Danville Avenue has an eight -inch sewer line flowing from south to north. Closed circuit televising of the existing sanitary sewer lines has been completed. No sanitary sewer improvements are anticipated. Sanitary sewer improvements for this area were constructed as part of the 2000 street and utility reconstruction proj ect to relieve non- , complying septic systems. 2.4.5 Sidewalk An existing 8 -foot bituminous pathway extends from CSAH 42 to Dodd Boulevard at Delft Avenue. ' 2.5 Traffic Analysis (See Figure 11) The project area generally supports typical residential vehicular traffic. ' movements. City records indicate that there have been several minor accidents at this intersection in the past. Specifically, 12 minor accidents have occurred between January 1, 1997 and March 19, 1999. Ideally, Dodd Boulevard would meet at right angles on both sides 1 with Shannon Parkway. Because of the current angle of the roadway, it is not possible to create a perpendicular intersection without purchasing additional right -of -way and creating ' severe impacts on adjoining properties. As part of this project, the existing free right -turn lanes will be modified slightly to improve the operation of the intersection and match the east side of Shannon Parkway that was constructed last year. u ' City of Rosemount — Feasibility Report 2001 Street and Utility Reconstruction Project City Project No. 326 WSB Project No. 1304 -0055 Page 5 /� WS � &Am 3. PROPOSED IMPROVEMENTS 3.1 Roadway (See Figures 3 -9) The proposed reconstruction of Dodd Boulevard consists of lowering the existing grade, modifying the roadway profile, removing poor subgrade soils, and widening the existing section to the proposed width. Once grading is completed, bituminous surfacing and B -618 curb and gutter will be constructed. The proposed street sections will generally consist of 28 -foot wide roadways with no parking and include four inches of bituminous surface and eight inches of Class 5 aggregate on top of sand subgrade. The milling and overlaying segments of this project will consist of milling 1.5 inches of bituminous surface, removal /replacement of pieces of curb and gutter to correct drainage problems, and overlaying the streets. u 1 3.2 Storm Sewer (See Figures 3 -6, 8 -11) The storm sewer improvements include the construction of lateral storm sewer lines to serve the project area and accommodate the City of Rosemount standards. Specifically, lateral storm sewer facilities will be designed to carry the storm water runoff from a 10 -year rainfall event. The proposed storm water collection facilities are identified as follows: Dodd Boulevard: The storm water from Dodd Boulevard will be collected and discharge into Twin Puddles Park, located between Damask Avenue and Dallara Avenue. As identified in Rosemount's Storm Water Management Plan, ponds WA -1969 and WA -2042 flood Twin Puddles Park entirely. The portion of the park on the south side of Dodd Boulevard is proposed to be excavated in order to minimize the flooding of the park on the north side of Dodd Boulevard during smaller rainfall events. The excavation of this pond will also provide protection of the 100 -year, 24 -hour, type II rainfall event for the homes surrounding these ponds. The City of Rosemount's Storm Water Management Plan also recommends and 18" outlet to be constructed from Twin Puddles Park (See figure 11) to alleviate these landlocked ponds. Although this outlet is not proposed as part of this improvement, it should be identified as a future project coinciding with 150` Street west street improvements. Construction of this outlet will keep the park on the north side of Dodd Boulevard from flooding and provide the homes around these ponds with protection from 10 -day snow melt event. Minor improvements are proposed (See figures 8 and 9), but most problem areas are anticipated to be corrected in the mill and overlay process. There is an existing flume which drains the intersection of Danville Avenue and Upper 145`' Street between parcels 28 and 29 to the existing storm sewer along 145` Street. Catch basins and storm sewer are proposed to replace the flume and connect to the existing storm sewer along 145` ' Street (See figure 9). 3.3 Watermain (See Figures 3 -7) The existing watermain within the project limits ranges from six -inch to 8 -inch diameter. The ' pipe is generally cast iron material, however, some of the newer pipes are constructed with ductile iron. Generally, the watermain system is not looped very well. A new 8 -inch watermain will be installed from Shannon Parkway to Dallara Avenue to improve looping. It is proposed that an 8 -inch watermain be installed within Dodd Boulevard, replacing the existing 6 -inch watermain located in Dodd Boulevard's north ditch line. The new watermain ' along Dodd Boulevard will be connected to existing watermain systems at Shannon Parkway, Dallara Avenue, Damask Avenue, Danville Avenue and Delft Avenue. The existing 6 -inch line on Danville Avenue has had recent watermain breaks in the segment from Dodd Boulevard to 700 feet north likely due to the shallow depth of the existing watermain. This watermain is proposed to be upgraded to and 8 -inch watermain installed at a greater depth, preventing future watermain breaks. Construction of the watermain will improve the overall circulation of the area's water system. Parcels 1, 2, and 59 (Figure 2) located on Dodd Boulevard just west of Shannon Parkway currently do not have water service. It is proposed that an eight -inch watermain be constructed from the existing eight -inch watermain at the northwest corner of the intersection of Dodd Boulevard and Shannon Parkway to serve these parcels. This work was deleted from the 2000 reconstruction due to the need to replace portions of Dodd Boulevard to complete the construction. Additionally, the affected property owners would prefer not to connect to the City system at this time. 3.4 Pathway / Sidewalk (Figures 6 -9) Pathway construction will consist of an eight -foot wide bituminous pathway located on the south side of Dodd Boulevard from Shannon Parkway to Delft Avenue. Construction of this pathway will also connect to the pathway constructed in the 2000 reconstruction project, which extends to Chippendale Avenue. 3.5 Street Lights The existing street lights within the project limits are adequate and will remain in place. 3.6 Right -of -Way and Easements Currently, Dodd Boulevard consists of a right -of -way (ROW) varying in width between 66 and 100 feet that will be adequate to construct this project with the exception of temporary easements required to match the existing driveways with the new roadway and the permanent widening of the roadway easement at 14800 Dodd Boulevard. The widening of the right -of- way for this area is required to construct the proposed pathway. The easement needs to be approximately 17 feet in width along the north side of the property. City Staff will work with the property owner to acquire the easement. 3.7 Permits / Approvals The following permits will be necessary as part of this project. • Minnesota Department of Health permit for the watermain extensions; • MPCA National Pollutant Discharge Elimination System (NPDES) permit; 3.8 Detour Routes Detour signing will be required to minimize traffic congestion in the construction area and to route residents and patrons to their destinations. All business and residences will have access during construction, however, some inconvenience is expected. Directional signing will be provided, including advance notice signing for the start of construction. It is anticipated that construction would occur in two phases to help alleviate access problems. Detour routes will be discussed with affected property owners during the informational meeting. ' Since this is a street reconstruction project, the benefitting property owners will be assessed according to City Policy. A preliminary assessment roll is included in Appendix D. For the ' properties located along Dodd Boulevard currently without water service, the policy is to assess $12.25 per foot for new watermain installation. The cost of the service line from the ' main to the property line is also assessed. In addition to the assessments, other connection charges will be applicable to the individual properties. Typically, these are due at the time the property owner connects to the utility. The council could consider allowing the property ' owners to include the fee amounts in their assessments. The applicable charge is summarized as follows: I Fee Water Service Water Availability (WAC) $2,266 (518" meter) ' Total $2,266 (5/8" meter) ' Based on the policy, single - family residential properties without existing curb and gutter are assessed $2,400 each for street improvements, while high density residential property is ' assessed based on one -half of the cost of a 28' wide street or $36 /front foot. This project incorporates the yearly overlay project since the project was adjacent to the reconstruction project and could be easily coordinated. This cost includes the total street and utility reconstruction of Dodd Boulevard from Shannon Parkway to Delft Avenue, the partial reconstructions of portions of Danville Avenue and 146` Street, and the milling and overlaying of the remaining portions of Danville Avenue, 146' Street and Upper 145'' Street (See figures 3 -9) Due to the deteriorating condition of the existing streets and some utilities, insufficient watermain looping and the need of improving the local drainage system.
