The grants assist cities in the planning and implementation of projects that promote a variety of residential and commercial uses, as well as a variety of transportation alternatives, especially through re- development. The downtown re- development plan now under way with consultants URS, Inc., may be an excellent example of the kind of effort the Metro Council wishes to support via this grant program. Although the plan is being undertaken by the Port Authority, the grants are for city governments; therefore, if a grant were obtained, the City of Rosemount would have to contract with the Port Authority for support of its downtown re- development planning effort. The program requires a one - to -one local match. Staff recommends that the Council authorize an application to the Metropolitan Council for up to $30,000 for downtown re- development planning efforts, in the form of an opportunity grant via the Livable Communities Demonstration Program. RECOMMENDED ACTION: Authorize an application for an Opportunity Grant through the Livable Communities Demonstration Proparam. CITY COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001- A RESOLUTION AUTHORIZING APPLICATION FOR AN OPPORTUNITY GRANT THROUGH THE LIVABLE COMMUNITIES DEMONSTRATION PROGRAM WHEREAS, the City of Rosemount is a participant in the Livable Communities Act's Housing Incentives Program for 2001 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Livable Communities Demonstration Account; and WHEREAS, the City has identified a proposed project within the City that meets the Demonstration Account's purpose /s and criteria; and WHEREAS, the City has the institutional, managerial and financial capability to ensure adequate project administration; and WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; and WHEREAS, the City Council of Rosemount, Minnesota agrees to act as legal sponsor for the project contained in the opportunity grant application submitted on July 20, 2001, BE IT FURTHER RESOLVED that the City Administrator is hereby authorized to apply to the Metropolitan Council for this funding on behalf of the City of Rosemount and to execute such agreements as are necessary to implement the project on behalf of the applicant.
