Rail Grade Separation Municipal Layout ApprovalCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: July 17, 2001 AGENDA ITEM: Proposed TH52/117 Street Interchange AGENDA SECTION: Construction and UP Rail Grade Separation - Municipal Layout Department Heads Report Approval PREPARED BY: Bret Weiss, Interim City Engineer ATTACHMENTS: Layouts, Resolution APPROVED BY: i LOCATION: Along TH 52 at 138t Street and at the northeast ' corner of Rosemount at TH 52• and 1 17t Street Mn /DOT identified the construction of an interchange at TH 52 and 1 17 Street in the City of Inver Grove Heights just north of Rosemount as a priority interchange on their system and it received interregional corridor special funding in 2000. Since the beginning of the year MN /DOT and their Consultant have been working on the plans for this interchange, which includes the elimination of the at -grade rail crossing just north of 1 17t' Street. The elimination of the at -grade or rail crossing will require the reinstituting the abandoned railroad line at 138" Street in the City of Rosemount. MN /DOT is planning to revise TH 52 in this area to raise the grade over the top of the railroad and reconstructing the railroad line underneath TH52. There are significant other railroad improvements that will be incorporated as a part of this project in order to change the railroad operations from what currently exists to allow for closing the 1 17 Street at -grade crossing. I attended a July 11 meeting with the railroad and inquired about the rumored intermodal railroad siding near Koch. The railroad, Koch and Mn /DOT all stated that no plans are in place for such a facility. One had been discussed, but the proposer decided against it. MN /DOT is requesting that the City of Rosemount approve the preliminary layouts for the proposed improvements with respect to work being completed in and around the City of Rosemount. This approval is required due to the right -of -way purchase within the City. Representatives from MN /DOT and Strger, Roscoe Fausch will be on hand to answer any questions you may have. Attached are 11 x 17 plans of the proposed improvements. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE LAYOUT FOR THE TH 52/117 STREET INTERCHANGE AND THE UP RAIL GRADE SEPARATION. COUNCIL ACTION: 1 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001 — A RESOLUTION APPROVING THE LAYOUT FOR THE TH 52/117 T11 STREET INTERCHANGE AND THE UP RAIL GRADE SEPARATION WHEREAS, the Commissioner of the Department of Transportation has prepared a preliminary layout for the improvements of a part of Trunk Highway Number 52/117 1h Street Interchange Construction and UP Rail Grade Separation, and WHEREAS, the relocation and grade separation of the Union Pacific spur line at 117 Street to the old road bed located at approximately 138 Street located on the northern border of the City of Rosemount, and WHEREAS, said preliminary layouts are on file in the Office of the Department of Transportation, Saint Paul, Minnesota, being marked, labeled and identified as S. P. 1907 -63. NOW THEREFORE BE IT RESOLVED, that said preliminary layouts for the improvement of said Trunk Highway 52/117 1h Street Interchange and UP Rail Grade Separation are hereby approved. Also enclosed is a sample resolution, for your reference in preparing the necessary council resolution. As shown on the layout, under SP 1907 -63 iVInDOT will regrade TH 52 in the vicinity of 138`" Street, as needed to accommodate the relocation and grade separation of the Union Pacific spur line. That line is proposed to be relocated by the Union Pacific Railroad, from it's current at- grade crossing north of 117` Street to the old road bed located at approximately 138` Street. TH 52 will be elevated over the proposed rail line. Because the remaining railroad relocation work will be done by the U.P. Railroad, under a separate project, that work is not shown on MnDOT's layout. However, as we previously discussed, Ron Rauchle (SRF Consulting Group, Inc.) will provide you with the latest rail relocation schematic, prepared by Union Pacific. A meeting will be held with Union Pacific Railroad representatives (based out of U.P.'s Omaha, Nebraska office) on July 11` It will be held at MnDOT's Waters Edge Building in Roseville, at 2:00. The intent of that meeting will be to discuss U.P.'s current operations, the proposed relocation work, and potential funding. As we previously discussed, your attendance at that meeting would be greatly appreciated. Ron Rauchle and I will attend the City Council Meeting on Tuesday, July 17` to present information regarding the project and to answer any questions the City might have. S.P. 1907 -63 TH 52 117th Street Interchange and 138th Street Union Pacific Railroad grade separation PROJECT DESCRIPTION The proposed project includes the construction of a grade- separated interchange at T.H 52 and 117 Street in the City of Inver Grove Heights. The new interchange will replace an existing at -grade intersection. The project also includes reconstruction of TH 52, raising the profile, to accommodate a grade - separation with a Union Pacific Railroad (UPRR) spur track at 138 Street in the City of Rosemount, proposed for relocation from its present at -grade crossing with TH 52, 1/3 mile north of 117 Street. TH 52 will be reconstructed to bridge over the relocated spur track. The new 117 St. interchange will be a "folded diamond" design on the east side and a "standard diamond" design on the west side of TH 52. 117 St. will be reconstructed to bridge over TH 52 with no reconstruction of TH 52 necessary in this area. The design speed for 117 St. will be 50 mph. The limits of the 117 St. reconstruction will extend from approximately 2400 feet west to 1200 feet east of TH 52. The 117 St. roadway will be a rural four -lane design with right and left turn lanes at the signalized ramp intersections. Double left turn lanes will be required for the northbound TH 52 to westbound 117 St. and the southbound TH 52 to eastbound 117 St. traffic movements. The four -lane section of 117 St. will transition back to the existing two -lane section west of the project /interchange area. A raised median will separate east and westbound traffic on 117 St. through the interchange area. The proposed project will construct a frontage road along the east side of TH 52, extending from approximately 1800 feet south of 117 St., north to 111 St., located approximately 3200 feet north of 117 St. The frontage road, both north and south of 117 Street, will be connected to the east TH 52 ramp intersection. The construction of the east frontage road will allow for the closing of the following direct access points to TH 52 (right - in/right -out to northbound TH 52): - the existing east frontage road connection located approximately 1800 feet south of 117 th . - the Conoco driveway located approximately 1100 feet north of 117 St. - the existing 111 St. connection located approximately 3200 feet north of 117 St. Storm water retention ponds, located within the interchange area, will be constructed to treat the interchange and highway runoff. The discharge rate of the ponds will be controlled to that less than or equal to existing runoff rates. Approximately 4600 feet of TH 52 will be reconstructed to accommodate the potential relocation of the UPRR spur track to 138 St. The elevation of TH 52 will be raised approximately 16 feet to provide for the grade separation. A 70 mph design speed will be used for the TH 52 roadway design. Limits and extent of potential rail track construction/reconstruction have yet to be determined. Construction of the 117 St./TH 52 interchange and the TH 52 reconstruction at 138 St. is scheduled to begin in early Summer 2002.
