J SUMMARY Steve Ach of Centex Homes has prepared a concept for the balance of the Bloomfield Planned Unit Development. This concept is consistent with the original PUD concept as approved by the City and also incorporates the potential for a grade - separated crossing of the railroad tracks. Because this concept incorporates the original approval conditions with no change in the housing mix or type, the major amendment process with Planning Commission public hearing is not necessary. There have been several improvements to the plan: 1. All of the single family lots that previously fronted on Bloomfield Path have been reoriented and will have driveways to applicable local streets. 2. The carriage homes (quads) are consistent in number with the "mansion homes" of the original concept, but there is more space between them and the railroad tracks. The recommendations of staff are comparatively minimal, because Centex has incorporated the previous conditions of approval. Centex will submit final plats that are expected to be consistent with previously approved final plats. RECONLMENDED ACTION: Motion to adopt a resolution approving the minor amendment to the Planned Unit Development for Bloomfield. H COUNCIL ACTION: N CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001- A RESOLUTION APPROVING THE MINOR AMENDMENT TO THE PLANNED UNIT DEVELOPMENT FOR BLOO�iFIELD WHEREAS, the Planning Department of the City of Rosemount received an application from Centex Homes for approval of a minor amendment to the Planned Unit Development for Bloomfield; and WHEREAS, on April 3, 2001, the City Council of the City of Rosemount reviewed the application for a minor amendment to the Planned Unit Development for Bloomfield. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the minor amendment to the Planned Unit Development for Bloomfield, subject to: 1. Incorporation of recommendations relative to the design grading, streets, utilities and all other applicable public infrastructure by the Interim City Engineer. 2. Approval of the Dakota County Plat Commission in conformance with the requirements of the contiguous plat ordinance and the Auburn Avenue street connection to CSAH 42. 3. Approval as necessary by the Metropolitan Council for placement of streets, public improvements and rights -of -way within or on top of the T)"nVCC Sewer Interceptor /easements. 4. Realignment of the off -set streets along Auburn Avenue (1,850' to 2,150' north of CSAH 42) to a perpendicular opposing configuration. 5. Provision of sufficient setbacks and lot depth along the railroad right -of -way and CSAH 42 (additional 30 ft.), and collector streets (additional 10 ft.). 6. Conformance with the requirements for preliminary and final plat as applicable; and R -1 and R -2 standards as specified in the zoning ordinance. ADOPTED this 3rd day of April, 2001, by the City Council of the City- of Rosemount.
