At the March 24, 2001 Special Council Meeting City Council discussed the removal of Kim Shoe -
Corrigan from her current position as planning commissioner. The majority- of the Council requested
that this item be placed on this evenings agenda
RECOMMENDED ACTION: If the Council decided to remove Kim Shoe- Corrigan as
Planning Commissioner: Motion to remove Kim Shoe - Corrigan as Planning Commissioner
and direct staff to notifK Kim Shoe-Corrigan of the removal. y

AN ORDINANCE RELATING TO REMOVAL OF
PLANNING COIM IISSION MEMBERS:
AMENDING CITY CODE SECTION 2 -1 -1
The City Council of the City of Rosemount, Minnesota, ordains as follows:
Section 1 . Section 2 -1 -1 of the Rosemount City Code is amended to read as follows:
ESTABLISHMENT OF COMMISSION:
A City Planning Commission for the City is hereby established. The Commission
shall be the City Planning Agency.
Such Planning Commission shall consist of at least five (5) members to be appointed by the City
Council and may be removed by a four -fifths (4/5) vote of the Council. Planning Co mmissi on
members may be removed by the City Council at any time when, in the judgement of the Council,
the public welfare will be promoted by such removal
Terms of the Commissioners shall be determined in the Planning Commission bylaws.
Compensation for the members shall be determined by the City Council.
Section 2 . 1 This Ordinance shall be effective immediately upon its passage and publication.
ADOPTED this 4 day of April, 2000.

This is a formal statement from Council Member Riley to be read at the April 3 2001,
City Council Meeting. I have asked Mayor Busho to read this and it is up to her
discretion to do so. If she chooses not to,.1 wish it to be brought out during the public
input.
This statement is regarding Commissioner Shoe - Corrigan and the recommendation of
Council Member Klassen to remove her from her Commission.
I am opposed to this recommendation and when in discussion of the removal, Saturday
March 24, 2001, there was no reason given. When I am not given a reason and see the
creditials Commissioner Shoe — Corrigan has and displays, I view it as a disservice to the
residents of Rosemount. The following are my reasons supporting this statement. As I
have attended the Planning Commission meetings, and have also observed Commissioner
Shoe - Corrigan in her role, I have witnessed ibis to be true. Commissioner Shoe - Corrigan
brings to her position, sense of community, her listening skills and being open to discuss
the issues. She thinks things through and weighs alternatives and exercises good
judgement when making a decision. She works well with fellow commissioners and is a
positive force on the team. She is well liked and respected among City staff.
If I were present this evening, I would remove this item from the consent agenda, and
move to seek re- appointment of Commissioner Shoe- Corrigan.

I oppose my removal and believe that you do not have the authority to remove me, nor do
you have the authority to appoint anyone to my seat unless I resign or my term expires.
