1. CALL TO ORDER: Elia.son called the meeting to oxdex at 7:01 p.m.
2. ADDITIONS TO THE AGENDA: None
3. APPROVAL OF THE November 28,2016 MEETING MINLTTES: MOTION by Farrell to
approve the mixiutes of the November 28,2016 meeting. SECOND by Young. Ayes: 6 Nays: 0
Motion passed.

5. DISCUSSION (Response to Audience Input): None
6. OLD BUSINESS:
a. Park Development Plans for Park in Greystone Development—Schultz e�lained that we
need to identify and put in the bid documents what type of sun sheltex the Commission would
recommend for this park. After reviewing the su� examples included in the Commission
packet, the Commission agreed on option d. double tiexed roof. The Commission also asked if
we could look into some type of sun shield for the playgxound area. Schultz will bring back a
price for this. MOTION by Young to xecommend that the City include sheltex option d.
double tiered roof,in the plan set fox the new park in the Greystone Development. SECOND
by Bartz. Ayes: 6 Nays: 0 Motion passed.
7. NEW BUSINESS:
a. Naming of Public Park in the Greystone Development—In the past,parks have generally
been named foY the street they are located on, for the development where they axe located, or
for historic la.ndowners. Schultz asked the Commission fox their suggestions fox naming this
park. Aftex discussion, the Commission decided on Gxeystone Park. MOTION by Bartz to
name the park in the Greystone Development"Greystone Park". SECOND by Speich. Ayes: 6
Nays: 0 Motion passed. Per Schultz,in the neax future we will have a neighborhood meeting to
ta,lk to residents about the playground details.
b. Land Value Market Study—Evergxeen Land Service Yecendy conducted a land value maxket
study for the City of Rosemount. The study mainly looked at land values in ox near our
community with regards to paxks dedication collection, and how changing the way we collect
paxks dedication would affect the City financially. Schultz xeviewed the results of the study.
We will discuss whether or not to adjust the fees and collection method we use at next month's
Commission meeting and make a recommendation.

c. Director's Report-The park improvement fund balance as of December 31, 2016 was
$388,970.13. Dedication fees in the amount of$3,400 weYe received. There wexe no gxants or
donations. Intexest was $132.40. There were e�cpenditutes of$11,600 for Greystone PaYk
development plans and the Land Value Maxket Analysis Study.
Shannon Park Dugouts —Construction of 10 new covered dugouts with fencing was recendy
completed for the five fields at Shannon Park. T'his was a joint pxoject between the Rosemount
Area Athletic Associa,tion (RAAA) and the City of Rosemount. The cost of the project was
$45,000,with RA.AA donating$20,900 and the City of Rosemount paying the balance.
Warming Houses—Warming houses opened as scheduled on December 19. Rinks were
tempoxarily closed late in the third week of January due to the warxn weather and xain. They
should re-open by January 26, and remain open until mid-February,weather pernutting.
Breal�ast with Santa—T'his event took place on Saturday,December 3 at the Rosemount
Community Center gym. Approxunately 230 people attended and participated in games,
bxeakfast,and visits with Santa and 1VIYs. Claus.
Schwarz Pond Park-The DNR stocked the pond with fish in the spring and harvested the
fish in the fall.'I'he production was lower this year,but the DNR plans to continue to stock
Schwaxz Pond in the spring of 2017.
Aging Mastery Program-Twenty-five participants recendy graduated from the Aging
Mastery Pxogram. The Rosemount Paxks and Recreation Dept. received a grant last fall from
the National Council on Aging to offex this program. Another session starts in the spring.
CIP Budget—A copy of the updated CIP budget was included in this month's packet. Schultz
reviewed the 2017 paxks and xecreation items, and a few of the future items that pertain to
parks and recreation. The Commission asked if Schultz had more of a definition for item
8. Indoox Recreational Facilities for 2017. Schultz did not,but he plans to discuss this, along
with the Parks Dedication Improvement Fund, and the items that axe pxoposed to be paid for
u�ith those funds in 2017, (the Park.r Ma.rter Plan, Dun�nore Park Developinent, Hor.re.choe L.clke Park—
Pha.re 9, and Grey.rtone Park Development),with our new administratox. He noted that the budget
item for additional tennis courts at Erickson Pa,Yk,which was previously included on the Future
page,has been xemoved peY the Commission's request. The Commission asked if they could
get a list of the projects that axe included in item 24. Pedestrian ImpYovements Pxogxam for
each yeax.
8. ADJOURNMENT -MOTION by Bartz to adjourn the meeting. SECOND by FarYell.
Ayes: 6 Nays: 0 Motion passed. The meeting was adjourned at 7:57 p.m.
