SUMMARY
Mr. Steve Jensen is requesting Concept PUD approval to redevelop the Master Transmission site on South Robert Trail,
across from Kwik Trip. The site is long and shallow, ending in a triangle at the outlet of Cambrian Ave. to South Robert
Trail. The current structure is located at the extreme northwest corner of the site.
The property was rezoned from C -2 Community Commercial to C -4, General Commercial in 1991. Therefore, the
transmission repair facility is a permitted use in the zoning district. However, with the rezoning came the required
setbacks for buildings and parking. In addition, the west side of the site backs up to residential uses.
PLANNED UNIT DEVELOPMENT -
The basis for the PUD is to construct a new transmission repair shop that is consistent with the various recommendations
relative to the Commercial District enhancement plan. A new building oriented to the street with parking and service
bays behind the street fagade. The incentive to the City x611 be to have an automobile repair facility that does not
dominate the street with overhead doors, and provides extensive green space on the southern half of the site for
landscaping. The building would be constructed of a combination of brick and stucco. The service bays will be oriented
north and south. The rear of the property will be screened by a 6 ft. x 150 ft. long concrete wall.
The PUD provides an opportunity for a building that is not dominated by overhead doors. Strict adherence to the
required standards would result in a building with at least six service bays facing South Robert Trail in a single line.
PLANNING COMMISSION PUBLIC HEARING
No one attended the public hearing other than the applicant. The Planning Commission commented on the
building design. They were not too impressed with the Richfield shop provided as an example. ` However, they
did acknowledge that the proposal was for a smaller building and that the use was permitted by zoning. The
PUD appeared to be successful in blending with the downtown commercial area. The Commissioners added
further that the parking lot should be screened on the south side with berms and landscaping.
RECOMMENDED ACTION:
Motion to adopt a resolution approving the Concept Commercial Planned Unit Development for Master
Transmission.

A RESOLUTION APPROVING
THE CONCEPT COMMERCIAL PLANNED UNIT DEVELOPMENT
FOR MASTER TRANSMISSION
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Stephen Jensen for approval of a concept commercial planned unit development
for Master Transmission located at 14805 South Robert Trail in Rosemount, Minnesota; and
WHEREAS, on August 8, 2000, the Planning Commission of the City of Rosemount reviewed
the Concept Commercial Planned Unit Development for Master Transmission and adopted a
motion to recommend approval, subject to conditions, to the City Council
WHEREAS, on August 15, 2000, the City Council of the City of Rosemount reviewed the
Concept Commercial Planned Unit Development for Master Transmission.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Concept Commercial Planned Unit Development for Master Transmission, subject
to:
1. Adoption of findings in support of PUD.
2. Coordination of the driveway entrance with the South Robert Trail Streetscape Plan.
3. Conformance with the requirements for PUD Final Development Plan.
ADOPTED this 15' day of August, 2000, by the City Council of the City of Rosemount.

Public Hearing: Master Transmission smission Conceit Commercial PUD
Chairperson Droste opened the public hearing on the application by Stephen Jensen for
the Concept Commercial PUD for Master Transmission. The recording secretary has
placed the Affidavit of Publication and Affidavit of Mailing and Posting of a Public
Hearing Notice on file with the City.
Mr. Pearson presented the request by Stephen Jensen to redevelop the Master
Transmission site by demolishing the current facility and constructing a new transmission
repair shop. Mr. Pearson reviewed the site plan, architectural designs, landscaping, and
greenspace. A PUD is required due to the reduced setbacks. In return for the setback
amnesty, a six foot masonry wall, 160' long, will be installed along the western edge -for
screening the three residential lots. The dumpster enclosure will also be masonry. In
addition, significant green/landscaped space exceeding 30 % of the site will be made'
available on the southerly portion of the site.
Commissioners discussed the driveway easement and sidewalks, along with conformance
to the streetscape plan. The site is zoned C -4 Community Commercial, which allows the
transmission repair facility.
Chairperson Droste opened the floor to the Applicant.
Stephen Jensen was present. Mr. Jensen explained that the building is designed for low
impact on the neighborhood.
Chairperson Droste opened the floor to the public. There were no comments.
MOTION by Droste to close the public hearing. Seconded by Napper.' Ayes: Napper,
Droste, and Weisensel. Nays: 0. Motion carried
Discussions continued concerning landscaping, screening from the residential area,
screening the parking area, berming along the south, and storage of vehicles.
MOTION by Droste to recommend that the City Council approve the Concept
Commercial Planned Unit Development for Master Transmission subject to: 1)
Adoption of findings in support of PUD; 2) Coordination of the driveway entrance with
the South Robert Trail Streetscape Plan; 3) Conformance with the requirements for PUD
Final Development Plan. Seconded by Weisensel. Ayes: Droste, Weisensel, and
Napper. Nays: 0. Motion carried.
FINDINGS: In approving the Concept Plan, the Planning Commission must find as follows and
forward its findings to the City Council.
1. The Plan provides sufficent open space and evidences a substantial preservation of
natural features to warrant the granting of variances through Planned Unit Development.
The southern 200 + feet of the site will be available for landscaping at a key location leading
into the Downtown Commercial District. This area is approximately 30% of the site, in addition
to other green space provided.
2. The Plan complies with the intent of the Comprehensive Guide Plan.
The property is designated for Commercial use in the Comprehensive Plan.
3. The proposed development will not be detrimental to surrounding properties.
The 130 ft long x 6 ft. high masonry wall is intended to screen the adjacent properties. In
addition, the service bays are oriented north and south, with the west wall of the building
providing further absorbtion of noise.
4. The Plan is more creative and will provide a better living, working, or shopping
environment than is possible under strict ordinance requirements.
Without the PUD, the building could be constructed ten feet from the rear propertyline with all
of the service bays lined up facing South Robert Trail and parking along side of the south side of
the building. Staff believes that the PUD encourages creativity that will result in a more
attractive building located at an important transition area into the traditional downtown
commercial area.
