The annual agreement between ISD #196 and the City of Rosemount to have the Police Department provide
D.A.R.E. and School Liaison services is presented for consideration by the Council. ISD #196 will pay $5802
for D.A.R.E. instruction and $34,243 for school liaison services.
Funding for D.A.R.E. is based on a per student allotment and decreased on a per student basis this year,
However, it did increase overall from $4408 to $5802 because of an increase in the number of 5th grade students
in Rosemount schools this year.
Funding for liaison services increased 5.1% to 532,571 from $29,828.
RECOMMENDED ACTION: Motion to approve the D.A.R.E. & Police Liaison Services Agreement
between the City of Rosemount and School District #196 for the 2000 - 2001 school year.

Enclosed is a copy of the annual D.A.R.E. and Police Liaison Services Agreement for the 2000 -2001 school year.
The amount specified in the agreement was verified in conversation with representatives of your police
department.
The total levy for all of District 196 for 2000 -2001 is $186,266, which represents a levy of $1.50 per resident.
As you may know, the board of education had originally voted to eliminate D.A.R.E. for the 2000 -2001 school
year as part of budget cuts. Partly because of concerns expressed by the public, the board later reinstated the
D.A.R.E. program but at the same level of funding as in 1999 -2000. Since we have experienced increased
enrollment in grade 5 districtwide, the amount now available per student ($22.06) is somewhat less than in 1999-
2000 ($23.08).
Additional levy funds for this year coming from population increase were allocated to the school liaison officer
positions. Each secondary school also increased their contribution from the school's operating budget.
Taking all this into consideration, the City of Rosemount will receive a total of $40,045 for D.A.R.E. ($5,802) and
police liaison services ($34,243) in the four District 196 schools in Rosemount that receive such services. An
additional $3.00 per fifth grade student is also available from Safe and Drug Free Schools funds to help with the
purchase of D.A.R.E. t- shirts. Professional development funds from the same source are also available to send school
liaison officers to Juvenile Officers Institute (J.0.1.) and/or other trainings and workshops. Please have the

D.A.R.E. & POLICE LIAISON SERVICES AGREEMENT:
SCHOOL DISTRICT NO. 196 AND CITY OF ROSEMOUNT
THIS AGREEMENT is made and entered into the day and year set forth below
by and between SCHOOL DISTRICT NO. 196, a Minnesota municipal corporation,
(hereinafter "School District ") and CITY OF ROSEMOUNT, a Minnesota municipal
corporation, (hereinafter "City ").
RECITALS
WHEREAS, for purposes of this Agreement, the School District's
participating elementary schools within the City consist of the following schools:
Rosemount Elementary and Shannon Park.
WHEREAS, for purposes of this Agreement, the School District's
participating secondary schools within the City consist of the following schools:
Rosemount Middle School and Rosemount High School; and
WHEREAS, the parties enter into this Agreement pursuant to Minnesota
Statutes §126C.44.
NOW THEREFORE, the parties hereto agree as follows:
1. The City agrees to provide a police officer who is a state certified peace
officer and certified D.A.R.E. instructor to instruct a 17 -week per semester
curriculum of drug abuse resistant education ( "D.A.R.E. ") in the School District's
elementary schools.
2. The School District agrees to pay the amount of $5,802.00 to the City as
and for the City's costs incurred in teaching the D.A.R.E. program for the School
District.
3. The City agrees to provide a state certified police officer to perform an
average of 20 hours per week police liaison services at each of the School District's
secondary schools for the purpose of assisting in the establishment and trained
coordination of a cooperative community approach among the School District's
schools, students, parents, police and other community resources to address the
needs of the students and community members. The City's police liaison services
shall include, but not limited to:
a. Prevention of delinquency;
b. Protection of life and property; and
C. Law enforcement.
4. The School District shall pay the City the amount of $34,243.00, as and
for the City's police liaison services to the School District.

5. The parties agree and acknowledge that the police officers who are
assigned to provide D.A.R.E. instruction and police liaison services in the schools
are, and will continue to be, members and employees of the City and its police
department. The officers shall operate under the direct administration and
supervision of the police department but will work in cooperation with school
administrators to further mutually agreed goals involving the police department,
schools and students. The officers shall not have disciplinary authority within the
schools.
6. The amount to be paid by the School District as specified in Paragraphs
2 and 4 herein shall be payable for the 2000 -2001 school year upon approval of this
agreement by both parties.
7. This Agreement is effective for the 2000 -2001 school year; upon the
expiration of the 2000 -2001 school year, this Agreement shall automatically
terminate.
