At a later date the Council added to the project the construction of sanitary sewer and water improvements to several lots located west of Shannon Parkway on Dodd Boulevard and the consideration of parking lot improvements at Fire Station #1. The project will involve street and storm sewer construction that will replace the existing rural street section and ditches. Some minor utility improvements will be completed along Cimarron Avenue and watermain will be completed along Dodd Boulevard. The project includes reconstruction of approximately 3,580 feet of existing streets to a design of a 28 foot wide street with concrete curb & gutter and storm sewer, an 8 foot wide bike trail will be developed on the south side of Dodd Boulevard from Shannon Parkway to Chippendale Avenue along with a connection piece of pathway between Dodd Boulevard and 145" Street at Chippendale Avenue. The utility improvements located west of Shannon Parkway involve constructing sanitary sewer and watermain as necessary to provide sewer and water services to a number of properties that are in current need or have non - complying septic systems. The parking lot improvements for Fire Station #1 include providing options for additional parking stalls at the facility to accommodate the use of the existing meeting room. The options have been identified in the Feasibility Report. The funding for the project will be provided from various sources including Municipal State Aid, assessments, 2000 Capital Improvement funds and utility funds as necessary. The total estimated project cost is $ 1,161,000. Staff will provide a brief overview of the project and open up to any questions you may have. If the project is approved by the Council and moves forward, a public hearing will be set for March 6, 2000 to consider the improvements. COUNCIL ACTION: 3 .1-k CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2000 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2000 STREET AND UTILITY RECONSTRUCTION IMPROVEMENTS CITY PROJECT #316 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to -wit: City Project #316, 2000 Street & Utility Reconstruction Improvements, in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #316 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on February 15, 2000; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #316 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemountthat the public hearing be scheduled to consider City Project #316, 2000 Street & Utility Reconstruction Improvements to be held on Tuesday, March 6, 2000 at 8:00 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall. This project also includes providing sanitary sewer and/or watermain service to homes on Dodd Boulevard between Danville Avenue and Shannon Parkway, as well as considering the construction of additional parking within the fire station property located at the intersection of Dodd Boulevard and Shannon Parkway. The project includes the reconstruction of approximately 3,580 feet of 24 -foot rural section streets to 28 -foot wide urban- section streets, including bituminous paving, B -618 concrete curb and gutter, storm sewer, watermain, and sidewalks /pathways. The project may include sanitary sewer and watermain improvements along Dodd Boulevard west of Shannon Parkway. The street improvement project is separated into three segments: Segment 1 - Dodd Boulevard (Shannon Parkway to Chippendale Avenue): This segment will consist of an upgrade from a rural roadway to a 28 -foot wide urban roadway. This street will consist of one through traffic lane in each direction with no on- street parking. This portion of the improvement project will consist of the complete reconstruction of the roadway and will include the addition of an eight -foot wide bike trail on the south side of Dodd Boulevard. Dodd Boulevard is part of the City's state -aid roadway system, and the roadway design is subject to all current state -aid standards. Segment 2 - Cimarron Avenue (Dodd Boulevard to 145 Street West): This segment will be reconstructed to a 28 -foot wide urban section. The street will have one through traffic lane in each direction with no on- street parking available. This portion of the improvement project will include a complete reconstruction of the street section. Portions of the eight -inch sanitary sewer line will be replaced as necessary to correct structural or infiltration problems. These estimates incorporate 2000 construction costs, and include a 10% contingency factor and all administrative costs. The administrative costs are estimated at 30% and include legal, engineering, interest and other administrative items. A summary of the project costs is as follows: Funding Funding for the project will consist of a combination of assessments, municipal state -aid, 2000 CIP funds, Stormwater Core Fund, Sanitary Sewer Core Fund, and the Water Operating Fund. Since this is a street reconstruction project, the benefitting property owners will be assessed according to City Policy. Based on the policy, single - family residential properties without existing curb and gutter are assessed $2,400 each for street improvements. For high- density residential and commercial properties, the City has typically utilized an assessment method based on a typical roadway cost that includes curb and gutter and storm sewer. In this case, the assessment is based on one -half of the cost of a typical 28 -foot wide street, which amounts to $35.00 per front foot. No. 208 - 112 -01 WSB Project No. 1210.00 &,u «�, °''"` i 0 L J • Segment 3 - Dodd Boulevard (Danville Avenue to Shannon Parkway): This segment consists of constructing sanitary sewer and watermain as necessary to provide sewer and water services to a number of properties that are in current need as well as to alleviate a non - complying septic system problem at 14885 Dodd Boulevard. The total estimated project cost is $1,173,000. Funding for the project will consist of assessments, MSA funding, 2000 Capital Improvement Plan (CIP) funds and utility funds as necessary. The project can be completed, including all paving and restoration items in 2000. The assessment hearing will be held in the fall of 2000. This project is feasible, necessary and cost - effective from an engineering standpoint and should be constructed as proposed herein. INTRODUCTION 1.1 Authorization On November 2, 1999, the Rosemount City Council authorized the preparation of an engineering feasibility report for the 2000 Street and Utility Reconstruction Project. This project has been designated as City Project No. 316 and State -Aid Project No. (S.A.P.) 208- 112-01. 1 1.2 Scope P J This project primarily provides for the upgrading of existing Dodd Boulevard from Shannon Parkway to Chippendale Avenue and Cimarron Avenue from Dodd Boulevard to 145 Street West. Dodd Boulevard was previously designated as a Municipal State -Aid street due to the projected traffic volumes and its benefit to the overall Rosemount street system. Consequently, this project will utilize Municipal State Aid (MSA) funds and must be designed according to state -aid standards. Both Dodd Boulevard and Cimarron Avenue will be completely reconstructed, with the installation of concrete curb and gutter and bituminous pavement to convert the streets into urban roadways. Storm sewer improvements are proposed to collect stormwater runoff in accordance with Municipal State -Aid standards and as necessary to facilitate improvements outlined in the Rosemount Comprehensive Storm Water Management Plan. The elevation of the roadway will be lowered in order to eliminate the existing drainage ditches. Both watermain and sanitary sewer improvements are proposed within Dodd Boulevard between Danville Avenue and Shannon Parkway. These improvements will provide service to parcels 29, 30, 31, 32, 33, 34, and 35. The fire station parking lot will be expanded due to the need for additional parking at Fire Station No. 1. Two options were considered for increasing the number of parking stalls available and are outlined within this report. GENERAL BACKGROUND 2.1 Project Location (See Figure 1) The project location consists of Dodd Boulevard from Shannon Parkway to Chippendale Avenue and Cimarron Avenue from Dodd Boulevard to 145" Street West. Minor construction will occur on Dodd Boulevard between Danville Avenue and Shannon Parkway and within the fire station property. The entire project is located within Section 30. 2.2 Project Zoning (See Figures 2 -3) Generally, the project is zoned residential with the exception of the fire station, Kidder Park and the commercial property located at the intersection of Dodd Boulevard and Chippendale Avenue. 2.3 Project History This project was initiated through the recognition of continually deteriorating street conditions and the need for storm sewer facilities in the project area. This project is included in the City of Rosemount Capital Improvement Plan. Additionally, the current watermain system in the project limits has substandard "looping ". The looping of the water system will provide the area with pressure stability, system reliability in the event of a watermain break, and improved water circulation. Generally, record drawings for street, storm sewer, sanitary sewer and watermain are available. 2.4 Existing Conditions 2.4.1 Roadway Dodd Boulevard was originally a County Road but has since been turned back to the City. The existing pavement on both Dodd Boulevard and Cimarron Avenue is in fair to poor condition. Dodd Boulevard is currently a 24 -foot wide rural roadway that utilizes ditches to drain the roadway surface and provide storm water conveyance. Cimarron Avenue is a 28 -foot wide roadway without curb and gutter. Considering the existing condition of the roadway surfaces, poor subgrade material, and the need to lower the roadway for drainage purposes, a complete reconstruction of these roadways is necessary. No. 208 - 112 -01 WSB Project No. 1210.00 Page 3 ' There are 19 driveways within the project area, including both the residential and commercial accesses. All driveways will be reconstructed to the right -of -way line or as needed to match the new street grades. ' 2.4.2 Storm Sewer The proposed project is located in the Wachter Lake Drainage District in Rosemount Comprehensive Stormwater Plan. (WA) as noted the The existing ' storm sewer system for the project area is limited to collection at the following ' locations: ' A 27 -inch trunk storm sewer line within Cimarron Avenue, flowing from north to south. • A 12 -inch outlet from pond WA -111, located on the north side of Dodd Boulevard at Covington Avenue. This 12 -inch outlet extends from Pond ' WA -111 to the intersection of Dodd Boulevard and Covington Avenue. From there, the storm sewer increases to a 15 -inch pipe and flows to the ' south, draining to the trunk storm sewer system in the Carrollton 2 ° and 31d Additions. ' Currently, all local drainage along Dodd Boulevard is collected in the roadway ditches. The ditches flow into the existing storm sewer systems located on Cimarron ' Avenue and Covington Avenue. Cimarron Avenue has four existing catch basins at the street's low point, where runoff is collected in the 27 -inch storm sewer pipe. ' 2.4.3 Watermain The existing watermain network consists of a six -inch watermain line within Cimarron Avenue, a 16 -inch trunk watermain crossing Dodd Boulevard at ' Covington Avenue, six -inch watermain in Chrome Avenue extending up to Dodd Boulevard, and eight -inch watermain parallel to Dodd Boulevard within the fire ' station property. ' 2.4.4 Sanitary Sewer The existing sanitary sewer within Dodd Boulevard consists of an line from Damask Avenue Dallara Avenue, eight -inch sewer to and an 18 -inch RCP sewer line from Dallara Avenue to Shannon Parkway, which then flows to the south. Cimarron Avenue has an eight -inch sewer line flowing from south to north. Closed circuit televising of the existing sanitary sewer lines has been completed. Portions of the existing sewer line currently exhibit structural or infiltration problems. Page 4 2.4.5 Sidewalk The existing eight -foot bituminous pathway along Dodd Boulevard from Shannon Parkway to Chrome Avenue is in fair condition. The pathway is located on ' the south side of Dodd Boulevard at varying distances between the edge of the roadway and the right -of -way. ' 2.5 Traffic Analysis (See Figure 11) ' The project area generally supports typical residential vehicular traffic with the exception of the fire station traffic. The intersection of Dodd Boulevard with Shannon Parkway is at a ' skewed angle, which created difficult turning movements. City records indicate that there have been several minor accidents at this intersection in the past. Specifically, 12 minor accidents have occurred between January 1, 1997 and March 19, 1999. Ideally, Dodd ' Boulevard would meet at right angles on both sides with Shannon Parkway. Because of the current angle of the roadway, it is not possible to create a perpendicular intersection without ' purchasing additional right -of -way and creating severe impacts on adjoining properties. As part of this project, the existing free right -turn lanes will be modified slightly to improve the ' operation of the intersection. PROPOSED IMPROVEMENTS 3.1 Roadway (See Figures 6 -9) The proposed reconstruction of Dodd Boulevard and Cimarron Avenue consists of lowering the existing grade, modifying the roadway profile, removing poor subgrade soils, and widening the existing section to the proposed width. Once grading is completed, bituminous surfacing and B -618 curb and gutter will be constructed. Dodd Boulevard, from Danville Avenue to Shannon Parkway, will be patched as necessary to accommodate the proposed water and sewer service improvements. The proposed street sections will generally consist of 28 -foot wide roadways with no parking and include four inches of bituminous surface and eight inches of Class 5 aggregate. 3.2 Storm Sewer (See Figures 6 -9) The storm sewer improvements include the construction of lateral storm sewer lines to serve the project area and accommodate state -aid standards. Specifically, lateral storm sewer facilities will be designed to carry the storm water runoff from a 10 -year rainfall event. Catch basin spacing will be designed in accordance with current state -aid standards. The proposed storm water collection facilities are as follows: • Dodd Boulevard: The storm water from 380 feet west of Cimarron Avenue to Chippendale Avenue will be collected and discharge into the existing 27 -inch pipe located within Cimarron Avenue. The storm water from Shannon Parkway to 380 feet west of Cimarron Avenue will be collected and discharge into Pond No. WA -111. • Cimarron Avenue: The storm water on Cimarron Avenue will be collected at the street's low point by catch basins and discharge into the existing 27 -inch storm sewer. 3.3 Watermain (See Figures 4 -9) The existing watermain within the project limits ranges from six -inch to 16 -inch diameter. It is proposed that an ' eight -inch watermain be installed within Dodd Boulevard from the 16 -inch watermain at Chippendale Avenue to the 16 -inch watermain located at Covington Avenue. The new watermain along Dodd Boulevard will be connected to existing dead -end watermain systems at Chrome Avenue, Cimarron Avenue, Covington Avenue, and the watermain system through Parcel No. 3. Construction of the watermain will improve the overall circulation of ' the area's water system. The existing six -inch watermain within Cimarron Avenue will be replaced with an eight -inch watermain to improve the function of the system. ' Parcels 29, 30, and 35 Fi ure 3) located on Dodd Boulevard just west of Shannon Parkway ( g J Y ' currently do not have water service. It is proposed that an eight -inch watermain be constructed from the existing eight -inch watermain at the southwest corner of the fire station property to approximately 530 feet west. This eight -inch line will be extended further west ' in the future when Dodd Boulevard west of Shannon Parkway is reconstructed. The watermain crossing of Shannon Parkway will be jacked in order to minimize the degradation t of the roadway. A water service for Parcel 34 will be extended into the property from an existing watermain on the north side of Dodd Boulevard. ' 3.4 Sanitary Sewer (See Figures 4 -5, 6 -9) ' The existing sanitary sewer systems within the project have been televised to determine their condition. The televising videos indicate that the sanitary sewer within Dodd Boulevard and ' Cimarron Avenue are in good condition with the exception of some minor deficiencies with the sanitary sewer within Cimarron Avenue. These deficiencies consist of fractured vitrified ' clay pipe outside each manhole, poor manhole condition, and a partially blocked service line. These problems will be corrected by replacing the manholes, fractured pipe, and partially blocked service line to the right -of -way. On D Boulevard, west of Shannon Parkway, sanitary sewer will e O odd ou y, ry b constructed as ' required to provide service to parcels 31, 32, 33, and 34 (Figure 3). These parcels either have non - complying septic systems or are not now connected to the City system. No. 208 - 112 -01 ' WSB Project No. 1210.00 Page 7 I 3.5 Fire Station Parking Lot Improvements (Figure 10) City Staff and Council have identified a need for additional parking at Fire Station No. 1 to accommodate the parking needs during training or seminars held at the fire station. Currently, there are 40 parking stalls available within the property. For an average fire call, there is a need for 25 -35 parking spaces. If the training room is in use, up to 35 additional spaces are needed, resulting in an overall need of approximately 70 spaces. As part of this study, three options were considered for increasing the amount of available parking. The options are detailed as follows: • Option 1 - Expand the existing parking lot Additional parking could be constructed by expanding the existing parking lot to the south. This would result in up to 18 additional parking stalls. In order to construct the parking lot in this manner, a variance to the setback requirements is necessary. To accommodate the parking needs, an additional 12 spaces would be constructed along the east side of the property. Option 2 - On- street PaddM Dodd Boulevard could be constructed to allow for diagonal parking along the north side of the roadway adjacent to the station. This would result in the addition of 25 parking stalls. A sidewalk would be constructed adjacent to the parking area and connect to the existing entrance. An advantage to this concept is the ability to fund the improvements using state -aid dollars. Disadvantages include vehicle conflicts on Dodd Boulevard and a lack of connectivity with the fire station property. Generally, the cost of the additional parking will be similar regardless of the option. Adding parking adjacent to Dodd Boulevard would result in a slightly lower cost. 3.6 Pathway / Sidewalk (Figures 6 -9) Pathway construction will consist of an eight -foot wide bituminous pathway located on the south side of Dodd Boulevard from Shannon Parkway to Chippendale Avenue. There will also be a sidewalk constructed on the west side of Chippendale Avenue from Dodd Boulevard to 145` Street West, where it will connect to the existing six -foot concrete walk along 145 Street West. No. 208 - 112 -01 WSB Project No. 1210.00 Page 8 1 1 The existing bituminous pathway on the north side of Dodd boulevard from 140 feet east of Cimarron Avenue to the chrome Avenue area will be removed and not replaced. 3.7 Street Lights The existing street lights within the project limits are adequate and will remain in place. 3.8 Right -of -Way and Easements Currently, Dodd Boulevard consists of a right -of -way (ROW) varying in width between 70 and 90 feet that will be adequate to construct this project with the exception of temporary easements required to match the existing driveways with the new roadway. It will be necessary to acquire a roadway easement for Cimarron Avenue across the property located at 14619 Dodd Boulevard. The easement needs to be approximately 20 feet in width along the west side of the property. City Staff will work with the property owner to acquire the easement. 3.9 Permits / Approvals The following permits will be necessary as part of this project. • Minnesota Department of Health permit for the watermain extensions; • Minnesota Pollution Control Agency (MPCA) permit for sanitary sewer extensions; ' 0 MPCA National Pollutant Discharge Elimination System (NPDES) permit; • Metro State -Aid approval of Dodd Boulevard construction plans. 3.10 Detour Routes ' Detour signing will be required to minimize traffic congestion in the construction area and to route residents and patrons to their destinations. All business and residences will have access during construction, however, some inconvenience is expected. Directional signing will be provided, including advance notice signing for the start of construction. Detour routes will be discussed with affected property owners during the informational meeting. These estimates incorporate 2000 construction costs, and include a 10% contingency factor and all related administrative costs. The administrative costs are estimated at 30% and include legal, engineering, interest and other administrative items. Based on the policy, single - family residential properties without existing curb and gutter are assessed $2,400 each for street improvements. For high- density residential and commercial properties, the City has typically utilized an assessment method based on a typical roadway cost that includes curb and gutter and storm sewer. In this case, the assessment is based on one -half of the cost of a typical 28 -foot wide street, which amounts to $35.00 per front foot. This cost includes the total street and utility ' reconstruction of Dodd Boulevard from Shannon Parkway to Chippendale Avenue and Cimarron Avenue from Dodd Boulevard to 145 ' Street West, as well as the utility work on Dodd Boulevard from Danville Avenue to Shannon Parkway. Due to the deteriorating condition of the existing streets and some utilities, insufficient ' watermain looping and the need of improving the local drainage system. City Project No. 316 is feasible, necessary and cost - effective from an engineering standpoint. We ' recommend the reconstruction of the streets, sidewalks and utility improvements as outlined in this report.
