FUTURE LAND USE MAP COMP PLAN DISCUSSION
The Planning Commission is being asked to discuss the City’s Future Land Use Map, and in particular,
some of the issues that will need to be addressed concerning the map as part of the 2040 Comprehensive
Plan update project. To assist with this discussion, Staff has prepared a series of maps based on the draft
2040 land use plan previously reviewed by the Commission. These maps include the following:
The overall 2040 future land use map drafted in response to previous planning area meetings,
public open houses, and Planning Commission discussion.
A map highlighting the City’s 2020-2030 urban growth areas. This map includes all areas presently
considered developed with urban services.
A map highlighting the City’s 2030-2040 urban grown areas.
A map highlighting the areas outside of the proposed 2040 MUSA that will be served by urban
services beyond the time frame of the next Comprehensive Plan.
A map highlighting the portions of the UMore property that will be guided for development on
the Future Land Use Map.
Staff has also prepared a future land use map table with information concerning the amount of land
devoted to various land uses in the future. This table is one of the core requirements for the
Comprehensive Plan and must be included in the 2040 update. This information is also useful to help
analyze the City’s future land use needs, and in particular, to help ensure that there is an adequate supply of
land guided for various land uses to accommodate future growth projections. Staff has begun looking at
the amount of land available for residential development on the future land map, and has prepared some
initial projections for future household and population growth from the map. These projections assume
residential densities based on the City’s observation of typical projects in Rosemount: 2.35 units per acre
(upa) for low density residential, 7 upa for medium density residential, and 20 upa for high density
residential.

There are two general conclusions that can be reached by looking at these results: 1) the City has adequate
room to accommodate planned residential through 2040, and 2) the City should refine the boundaries of
the 2030 and 2040 MUSA line to better align with the Met Council growth projections for each 10-year
time interval. Staff will discuss other implications and observations of the maps and table with the
Commission at the workshop.
RECOMMENDATION
Staff is looking for input from the Commissioners concerning the updates listed above. Because the
meeting is a work session, no action is required.
