Otto Ped/Ames Construction Mineral Extraction Permit Renewal CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION City Council Meeting Date: May 16, 2000 AGENDA ITEM: Ped/Ames Construction Mineral Extraction AGENDA SECTION: Permit Renewal New Business PREPARED BY: Rick Pearson, City Planner AGENDA NO. . C . ATTACHMENTS: Draft Operating Conditions for 2000, Grading APPROVED BY: &Phasing Plan Applicant: Shawn Dahl of Ames Construction, Inc. Location: 1.5 miles east of US 52/STH 56, south of CSAH 42 Property Owner(s): Otto Ped, Grace Kuznia Area in Acres: 39 total Comp. Guide Plan Desig: Agriculture Current Zoning: Agriculture Planning Com. Action: Recommendation of Approval (4-0) SUMMARY This renewal of a mineral extraction permit and reassignment of responsibility of operators is in the opinion of staff, not in conflict with the Rosemount Mission and Vision Statements. Nor, is it in conflict with any of the Council Goals. Mr. Otto Ped(owner) and Shawn Dahl of Ames Construction (operator) are requesting the renewal of the mineral extraction permit for the current phase of operations for 2000. Ames Construction is assuming the operator role from Bituminous Roadways, the previous operator up until now. This change reflects Mr. Ped's frustration over the relatively slow pace of extraction in the pit area. The activity is still confined to the first phase, whereas, Mr. Ped would have expected the second phase to be active by this time. Mr. Tim Odell representing Ames Construction indicated that at least 40,000 cubic yards would be extracted from the pit this season. To date, the Police have received no complaints regarding this mineral extraction permit. PLANNING COMNIISSION PUBLIC HEARING No one attended the public hearing except the property owners and Tim Odell representing Ames Construction. Mr. Odell indicated that the operator understood that there would be no "haul-back" allowed with the permit.
