Attached for City Council consideration is a Resolution endorsing Trunk Highway 52 Corridor Study
and Management Plan. At the Committee of the Whole meetin�on May 10, City Council requested the
. attached Resolution be adopted. City Council identified Mayor Busho and Public Works Director Dan
Fick as representatives from Rosemount for this group.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ENDORSING TRUNK
HIGHWAY 52 CORRIDOR STUDY AND MANAGEMENT PLAN AND TO APPOINT
MAYOR CATHY BUSHO AND PUBLIC WORKS DIRECTOR DAN FICK AS
RESPRESENTATIVES FOR THE CITY OF ROSEMOUNT.

RESOLUTION 2000-
A RESOLUTION ENDORSING TRUNK HIGHWAY 52 CORRIDOR
STUDY AND MANAGEMETN PLAN
WHEREAS, Minnesota's State Transportation Plan recognizes the significance of interregional
highway corridors in providing citizens and businesses throughout the State of Minnesota with
high quality access to recreational, educational, employment and health care opportunities, and
to the transport of products and services produced by our local economy to regional, national and
global markets; and
WHEREAS, TH 52 has been identified by the Minnesota Department of Transportation as a High-
Priority Interregional Comdor enhancing the economic vitality of the state and providing essential
access for Southeastern Minnesota counties and cities to major economic markets and cultural
centers including the Minneapolis - St. Paul metropolitan area; and,
WHEREAS, the continued growth of the region is leading to increasing the travel demand in the
corridor and development pressure adjacent to the corridor which, if unmanaged, can affect the
level of safety, travel times and congestion experienced by users of the conidor; and
WHEREAS, community leaders, motorists and road authorities have identified this growing travel
demand and development pressure as a concern with potential consequences for safety and
mobility in the corridor, with the potential to degrade the level of service now provided by the
conidor and implications for the economy and quality of life of the region; and
WHEREAS, the Minnesota Department of Transportation, recognizing the potential impact of
continued growth pressures on the corridor, has completed a Corridor Management Study in
partnership with the counties and cities along the conidor to look at the long term role that Trunk
Highway 52 will play in meeting the transportation needs of Southeastem Minnesota; and
WHEREAS, it is imperative at this critical time, with continued growth occurring in the region,
that a long term vision for the type of service that the Trunk Highway 52 corridor needs to
provide be established and that steps are identified and initiated to:
1.) preserve the function of the corridor through advance planning, not only for the
Trunk Highway 42 Conidor but local supporting street systems and land
use/development patterns;
2.) secure the needed funding to pursue the vision established for the conidor; and
3.) establish a plan of action for the development of planning and programming
activities which will proactively address the needs identified.
RESOLUTION 2000 -
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount,
Minnesota, endorses the vision for Trunk Highway 52 established in the Highway 52 Corridor
Study and Management Plan as a freeway facility.
FURTHERMORE BE IT RESOLVED, that the City Council of the City of Rosemount,
Minnesota, endorses the concept that an adequate network of supporting roads is necessary to
attain the Highway 52 vision and that the roadway networks identified in the Highway 52 Corridor
Study and Management Plan will be considered as interim guides until such time as refinements
to these improvements are identified.
FURTHERMORE BE IT RESOLVED, that the City Council of the City of Rosemount,
Minnesota, recognizes the regional significance of the corridor in supporting the regional economy
and intends to reflect the Highway 52 Corridor Study and Management Plan vision, strategies and
policies through updates to the City's land use and transportation plans as well as subdivision
ordinances.
FURTHERMORE BE IT RESOLVED, that the City Council of the City of Rosemount,
Minnesota, is committed to working in partnership with Mn/DOT and the other cities and counties
along the corridor as a member of the Highway 53 Corridor Management Team in order to
achieve the vision and implement the policies and recommendations of the Highway 52 Corridor
Study and Management Plan.
BE IT FLTRTHER RESOLVED, that the City Council of the City of Rosemount, Minnesota,
intends to bring forward the following issues for resolution and discussion with the Highway 52
Corridor Management Team:
