Attached is a copy of the Feasibility Report and a drawing of the project area. The proposed improvements include the structural bituminous overlay of the streets of Delft Avenue, Upper 148t'' Street West and a portion of Upper 145th Street West in Broback 5th and 1 1"' Addition. Two catch basins will be installed to improve surface drainage along Delft Avenue and a hydrant raised to proper height. The funding for the project would come from assessments (35% of the total project cost) and the 2000 Budget. The storm sewer work would come from the Storm Sewer Utility Fund and the hydrant adjustment from the Water Operating Fund. Staff recommends approving the attached resolution to receive the Feasibility Report and set a Public Hearing on June 20,2000. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTON RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2000 BITUMINOUS OVERLAY IMPROVEMENTS, CITY PROJECT #315 COUNCIL ACTION: CIN OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA � RESOLUTION 2000- A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING FOR THE 2000 BITUMINOUS OVERLAY IMPROVEMENTS CIN PROJECT#315 WHEREAS,the City Council deemed it necessary antl expedient that the City of Rosemount, Minnesota, construct certain improvements,to-wit: City Project#315, 2000 Bituminous Overlay Improvements, in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project#315 is feasible, and shoultl best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filetl with the City Clerk on May 16, 2000; and WHEREAS,the statute provitled that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing,the general nature of the improvement,the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED,the City Council of the City of Rosemount accepts the feasibility report for City Project#315 and places it on file. No. 20753 EXECUTIVE SUMMARY City Project #315 provides for the installation of a structural bituminous overlay on Delft Avenue, Upper 148�' Street West and Upper 145�' Street West in Broback 5`h and 11�' Addition in Rosemount. The Project is feasible from an engineering standpoint and can best be accomplished under one contract. The estimated cost of the project is approximately $65,430. The funding for the project will come from assessments to benefited properties and the 2000 Operating Budget. The project can be initiated in August and completed within a month. � INTRODUCTION The City's Pavement Management System has identified that Delft Avenue, Upper 148�' Street West and Upper 145�' Street West in Broback 5`� and 11�' Addition require a structural bituminous overlay at this time. The three streets were initially constructed in 1968 and sealcoated in 1980. PROPOSEDIMPROVEMENTS The proposed improvements will include the addition of two storm sewer catch basins with a lead to an existing catch basin, removal and replacement of bad sections of concrete curb and gutter, milling of existing pavement, the removal and replacement of bad sections of pavement and leveling, where required. Next, adjustment of water gate valves and storm sewer and sanitary sewer manholes will be done. After this work is complete, a 1 �/z" structural bituminous overlay will be installed and compacted. Restoration of any disturbed areas will be done last. FINANCING The estimated cost of the project is approximately $65,430. The project will be financed by a combination of the 2000 Operating Budget which will cover 65% of the cost or$39,780, the Storm Water Utility Fund would finance $4,000 and the Water Operating Fund would finance $200. The remaining 35% will be covered by assessments to the benefiting properties or$21,431. It has been determined that there are 48 residential units in the project area, 44 single- family units and 2 duplexes. Using the "Unit Method", the total estimated cost for assessments would be approximately $450 per unit.
