ROSEMOUNT CITY PROCEEDINGS
COMMITTEE OF THE WHOLE
FEBRUARY 9, 2000
Pursuant to due call and notice thereof the Committee of the Whole Work Session was held on
February 9, 2000, at 6:30 p.m. in the Council Chambers at City Hall.
Mayor Busho called the meeting to order with the following Councilmembers present: Cisewski
Edwards, Caspar, Klassen. Staff members in attendance were City Administrator Burt and
Police Chief Kalstabakken.
120'" Road/Development Issues
City Administrator Burt resented information and a request by the City of Eagan to work jointly
on improvements to 120' Street. The Council consensus was that since the Comprehensive Plan
had just been adopted and to pay for such improvements would require development to pay for
improvements, that this request was inconsistent with the Comprehensive Plan. Staff will contact
Eagan and indicate there is not interest in the improvements.
160'" Street Growth Issues
City Administrator Burt presented a request by Dakota County to extend City services into
Empire Township for a proposed County Public Works Shop. The City Council expressed
concern that the extension of service may encourage sprawl in an area that is designated
Permanent Agriculture as part of the Metropolitan Councils Regional Blue Print. Council also
indicated that this issue was beyond the scope of decision making without Met Council support
to including this area in the MUSA area. Council directed the City Administrator to send a letter
to County Administrator Richardson indicating the City was not in favor of extending services.
Police Recruitment Plan
Police Chief Kalstabakken presented the recruitment plan to the City Council. The Council
indicated that the plan as presented was a good plan and should be implemented. No action is
needed by the Council and the plan will be incorporated as a departmental policy.
Linder's Nursery
Staff presented optional locations for Linder's Nursery located in the Rosemount Commons
Shopping center. Staff was directed by the Council to put the item on the agenda with site
location options.
Commission Bvlaws
City Council reviewed proposed changes to the bylaws of the Committees and Commissions.
The consensus was each commission and committee will have a City Council liaison that will
serve as a full member without the ability to make motions and vote on commission and
committee agenda items. Council will also appoint the Chair and Vice -Chair of committees

unless state statute indicates otherwise. Staff was directed to bring the changes to the upcoming
City Council meeting.
Liquor Ordinance
City Administrator Burt informed the City Council that the City has received a request for an off
sale liquor license from MGM Liquor. Burt presented information on the current off sale liquor
ordinance, which limits off sale licenses to two licenses. City Council discussed if the ordinance
should limit the number. Staff was directed to research what other communities' restrictions are
and what they charge for fees.
Moratorium
City Administrator informed the City Council that the Metropolitan Council approved the City's
Comprehensive Plan. He informed the Council that at the upcoming City Council meeting two
actions would be needed: 1) the City Council must formally approve the Comprehensive plan
and 2) the moratorium ordinance would be repealed.
There being no further business, the meeting was adjourned at 10:00 p.m.
