Staff will provide an overview of the proposed improvements and will be available to answer any questions you may have. The attached drawing shows the location on the proposed improvements. The proposed project consists of street and utility improvements on Boulder Trail, and on Biscayne Avenue north of Boulder Trail. In addition, a right turn lane will be constructed for eastbound CSAH 42 at Biscayne Avenue. The estimated cost of the project is approximately $1,635,000 and the costs are proposed to be recovered through assessments to benefiting properties. Attached is a preliminary assessment roll and proposed project schedule. If the Council moves forward with the project, Staff will utilize this preliminary assessment. The actual assessment amounts will be levied at the Assessment Hearing, which will be held at the completion of the project. Since the Wachter property is in the "Green Acre" program, the assessment to this parcel would be deferred. The University of Minnesota has certain legal rights in the area of assessments, and it is not known if their assessment can be collected. Even if no assessments are collected on this project, it appears that the entire cost of the project could be funded with TIF dollars. If Council wishes to move ahead, Staff recommends that the attached resolution be passed ordering the project and order the preparation of plans and specifications. COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2000 — A RESOLUTION ORDERING THE PROJECT AND ORDER THE PREPARATION OF PLANS AND SPECIFICATIONS FOR ROSEMOUNT BUSINESS PARK PHASE 2 STREET AND UTILITY IMPROVEMENTS CITY PROJECT #308 WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for Rosemount Business Park Phase 2 Street and Utility Improvements, City Project #308; and WHEREAS, the City Council has received and accepted the Feasibility Report on February 15, 2000 for City Project #308; and WHEREAS, the City Council ordered and held a public hearing on March 6, 2000 to receive input on this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the Rosemount Business Park Phase 2 Street and Utility Improvements, City Project #308. NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount hereby orders the preparation of plans and specifications for the street and utilities, City Project #308 described in the aforementioned Report.
