On December 5`h, 2000, WSB & Associates presented a feasibility report for the downtown streetscape project
to the Port Authority. The report covers Phase II of the project, the first phase having been completed this year.
Because the report includes special assessments in the proposed sources of funds, the City Council must hold a
public hearing on the project. The Port Authority recommended that the Council do so; a public hearing by the
City Council is required by state law for any project that includes special assessments in its sources of funds.
RECOMMENDED ACTION: MOTION to adopt A RESOLUTION RECEIVING THE FEASIBILITY
REPORT /SET PUBLIC HEARING IMPROVEMENTS TO TRUNK HIGHWAY 3 FROM 145TH STREET
TO CSAH 42, CITY PROJECT 318.

RESOLUTION 2000 —
A RESOLUTION RECEIVING THE FEASIBILITY REPORT /SET PUBLIC HEARING
IMPROVEMENTS TO TRUNK HIGHWAY 3
FROM 145TH STREET TO CSAH 42
CITY PROJECT NO. 318
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount,
Minnesota, construct certain improvements, to -wit: Trunk Highway 3 from 145th Street to CSAH 42,
in the City as described in and in accordance with the feasibility report prepared by WSB &
Associates, Inc., the Interim City Engineer; and
WHEREAS, the City Council has been advised that said utility and street improvements, City Project
No. 318 is feasible, and should best be made as proposed, and the feasibility report to this effect has
heretofore been received by Council, and filed with the City Clerk on December 5, 2000; and
WHEREAS, the statute provided that no such improvements shall be made until the Council has held
a public hearing on such improvements following mailed notice and two publications therefore in the
official newspaper stating time and place of the hearing, the general nature of the improvement, the
estimated costs thereof, and the area proposed to be assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the
feasibility report for City Project No. 318 and places it on file.
NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of
Rosemount that the public hearing be scheduled to consider City Project No. 318, Trunk Highway
No. 3 from 145th Street to CSAH 42 to be held on Tuesday, January 16, 2000 at 7 :30 p.m. or as soon
thereafter as possible, in the Council Chambers of the City Hall.
ADOPTED this 19th day of December, 2000.
