Council consensus was to address this for a response to the Rosemount Business Council's letter dated
March 31, 2000. The letter requested a forum or meeting at which issues concerning the Rosemount
business owners could be discussed.

Dear Mayor and Council Members:
In September, 1999 representatives from various Rosemount
businesses began meeting to discuss issues impacting Rosemount's
business community. Among those participating in meetings on a
regular basis were representatives from Carlson Tractor and
Equipment, Dakota Central Offices, Basic Builders, Inc., First
State Bank of Rosemount, Fluegel Elevator, Genz Ryan Plumbing and
Heating, Hansen, McCann & O'Connor, P.A., Rosemount Floral,
Rosemount Liquors and Terry's Ace Hardware.
The participating business owners decided to form a non- profit
organization, the Rosemount Business Council, to promote the growth
and development of a healthy, vibrant business community in
Rosemount. In furtherance of this purpose, the Rosemount Business
Council intends to:
(a) provide a forum for members to stay abreast of business
and governmental activities which affect the business
community;
(b) provide effective and vigorous representation of the
interests of the business community; and
(c) educate the citizens of Rosemount on the importance of a
healthy, vibrant business community to the Rosemount
community as a whole.
We seek to cultivate a consensus among our members on matters
affecting the Rosemount business community.

Most importantly, we seek to work in partnership with our
Rosemount city government to develop a workable and practical
vision for the Rosemount commercial area. It is our understanding
that Rosemount city government is presently working on a
"Commercial Design and Enhancement Plan" for Rosemount's downtown
commercial area. The Plan, as presently drafted, impacts our
ordinances regarding zoning, building codes, and signage. It also
provides for the allocation of substantial resources from federal
CDGB funds, TIF funds and general taxes in furtherance of the Plan.
The Rosemount Business Council and its members respectfully
request that the Rosemount City Council meet with us in a "special
meeting" or "work session" to discuss issues which affect the
Rosemount business community. We would like to develop a framework
for our participation in a process to effect a workable and
practical vision to foster a healthy and vibrant business community
in Rosemount. We thank you for your consideration of our request
and would very much appreciate a favorable res onse.
