Annexation Issues
City staff have met with Apple Valley officials to discuss the idea of annexing portions of the
Kelley Trust ( Evermoor) project. In return, Apple Valley would annex the Rosemount part of
the Valleywood Golf Course. The substance of the trade would be the golf course for the six
estate home lots west of the municipal boundary, and the Apple Valley portion of Birger Pond
including the land for park development. In other words, Rosemount gets the entire Birger Pond
area for park development clear to Diamond Path, and six executive homes in return for the golf
course area.
With Council concurrence, staff will continue the process in cooperation with Apple Valley staff.
Birger Pond
The area of the pond between the established normal water elevation and the 100 year flood
elevation (called the "donut ") is proposed to be part of the park development. This idea presents
opportunities for wetland planting/education discussed on March 22 and consistent maintenance.
Dan Schultz can provide further detail concerning the Parks and Recreation Committee
discussion.
Road Width
Bret Weiss will be available to discuss the staff recommendations concerning street widths for
Evermoor.
Open Space Public/Private
Dan Schultz will lead the discussion regarding the recommended disposition of open space at
Evermoor.
