COUNCIL ACTION: ti E � � City Administrator Performance Standards - Organizational Management • Develop a performance evaluation for department heads. • Get input from Council on what they would like in the performance evaluations at the May work session • Present a revised performance evaluation system that incorporates City Council input for review at the July work session • Implement revised performance system in November. • Develop a "check -off list" for developers from all departments. • Present a check off list for Council review at the May work session. • Implement upon Council review. • Continue team - building efforts with City Staff. • Within the last six months an attitude survey was conducted amongst all staff. From the survey an employee group was formed that has been working on improving departmental feed back; customer service training and an employee newsletter. In addition, I have been meeting with staff at monthly meetings. These meetings are to keep employees informed on status of projects and are used as a time to raise comments and concerns so they can be dealt with on a timely basis. I plan to continue with the monthly meetings and working with the employee group. Fiscal Business Management • Develop a plan to implement a 0% increase for 2001 budget. • This needs to be further discussed. At goal setting priorities were given to look into hiring a full -time code enforcement employee as well as priority was given to implementing streetscape improvements in the downtown. Labor agreements arer --- in place for 2001 with a 3% increase; this equates to approximately $300, 000 for wages and benefits.-- In a developing city that adds 800 to 1,000 resident per year, 2 to 3 miles of new roads a year, one park per year growth in the budget is inevitable to maintain existing service levels and to accommodate for growth of service demands. A zero percent increase can be accomplished, however, clear direction needs to be given on what services should be reduced or eliminated to accomplish this. • April all departments begin preparing budget information. • June first internal draft is reviewed and modifications made. • July City Council receives draft` of agreement • July — September budget reviewed at work sessions • September preliminary levy established by Council • October — November budget reviewed at work sessions, if needed. • December public hearing = • Create a process and procedure for the transfer and movement for budgetary items with Council Approval. • Presently staff works within their budgets and follow the purchasing procedures of the city. On a day to day basis decisions are made to spend funds to carry out the needs of the city. If a procedure is developed that would require all non -line item expenditures receive Council authorization prior to getting work done this would delay thing anywhere from two to three weeks. • June work session identify what the goal of the Council is so a policy can be adopted. • July work session present a proposed policy for Council review • Implement new policy upon approval • As debt is incurred, create a system whereby Council is made aware of the relationship of incurred debt and how it relates to the Council's vision and goals. • This can be accomplished by establishing a debt management plan. • Staff will bring a draft of the debt management plan for review at the June work session. Program Development • Develop a systematic approach to implementing the 2020 Comprehensive Plan. • Once the Community Development Director is hired and on staff I will come back to Council to identify the implementation schedule. • The first steps in implementing the plan will be, • Pre zone land to conform with Comp Plan • Develop a mix use industrial zoning classification • Revise the Commercial zoning sections of the code • Prepare a long range redevelopment plan for the historic commercial area • All of these steps will involve early input from the City Council to determine the outcomes the City Council wants. • Weigh development plans in keeping with the vision and mission statement of the City and the goals of Council as set out in goal setting. • As part of staff reports presented to each commission, committee and City Council, an opening paragraph will state the relationship of a proposed development to the vision and mission of the City Council. Relationshia with Council • Inform Council on a more timely basis of issues that effect policy, ordinances, and or fiscal management that may require Council action. • As items arise that may require Council action timely memorandums will be used to keep Council informed. Also these memos could be part of the City Council agenda under department reports as informational items not requiring a presentation, unless City Council wanted further information. Relationship with Public/Press • Attend appropriate city functions and comport your behavior to the position you hold. t � , • I presently attend most city functions, such as Shamrock Awards, Leprechaun Days, Share the Spirit, etc. • Demonstrate 'continued partnerships with outside agencies. • I presently attend or serve on the following meetings or committees. • League of Minnesota Cities Improving the Fiscal Future of Cities • Association of Minnesota Municipalities Revenue Committee • Metropolitan Area Management Association Board of Directors • Metro East Development Partnership Executive Committee • University of Minnesota Advisory Committee • Monthly Metropolitan Area Management Association meetings • Monthly Dakota County Manager /Administrator meetings • Monthly Mayor /Manager breakfast • Monthly Chamber of Commerce
