This project is the 2000 Bituminous Overlay and Appurtenant Work which will include a structural overlay, milling, replacement of curb & gutter as required and adjustments of utilities in the Broback 5' and 11 th Additions, areas as shown on the attached map. The streets, which will be affected, will be Delft Avenue, Upper 145 Street West and Upper 148 Street West. Total estimated cost of the project is $65,430. The project will be financed by a combination of the 2000 Street C.I.P. Budget, which will cover 65 % of the cost or $39,780, the Storm Water Utility Fund would finance $4,000 and the Water Operating Fund would finance $200. The remaining 35% will be covered by assessments to the benefiting properties or $21,431. It has been determined that there are 48 residential units in the project area, 44 single - family units and 2 duplexes. Using the "Unit Method ", the total estimated cost for assessments would be approximately $450 per unit. The Assessment Hearing where final costs and the assessment amount would be determined will be on October 16, 2000. Staff's recommendation is to adopt the resolution as attached. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE PROJECT, ORDERING THE PLANS & SPECIFICATIONS, RECEIVING THE PLANS & SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BID FOR THE 2000 BITUMINOUS OVERLAY IMPROVEMENTS, CITY PROJECT #315. COUNCIL ACTION: 1 A CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2000 - A RESOLUTION APPROVING THE PROJECT, ORDERING THE PLANS AND SPECIFICATIONS, RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BID FOR THE 2000 BITUMINOUS OVERLAY AND APPURTENANT WORK CITY PROJECT #315 WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for the 2000 Bituminous Overlay and Appurtenant Work, City Project #315; and WHEREAS, the City Council has received and accepted the Feasibility Report on May 16, 2000 for City Project #315; and WHEREAS, the City Council ordered and held a public hearing on June 20, 2000 to receive input on this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the 2000 Bituminous Overlay and Appurtenant Work, City Project #315. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project No. 315. BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project #315. 3. The advertisement shall be published in each of said publications at least once not less than ten (10) days before the date set for opening bids, shall specify the work to be done, shall state that bids will be publicly opened on July 13, 2000 at 10:00 o'clock a.m. at Rosemount City Hall in said City and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's r Resolution 2000 check, bid bond or certified check payable to the City Clerk for five (5 %) percent of the amount of such bid.
