Un December 7, 1999 the City Council adopted the current 2000 Rate and Fee Schedule which
incorporated the Comprehensive Utility Rate Study. Part of that Study added trunk water and
sanitary sewer fees, which were to be paid up front by the developers. These fees were meant
to be charged on a City -wide basis to fund utility infrastructure improvements. Initially the fees
were computed on a per unit basis but were modified to a per acre basis to account for
commercial and industrial development.
Consequently, high density residential developments pay a fee lower than appropriate to their
use and low density residential developments pay a disproportionately higher fee than their use
requires.
Therefore, this issue was discussed of the June 12, 2000 Utility Commission meeting and the
Commission approved the following modifications to the adopted water and sanitary sewer
trunk charge policy.
1. Single and Multiple- family Residential Developments
Trunk water and sanitary sewer fees shall be charged on a per unit basis at the rate of
$ 1,100 per unit for water and $300 per unit for sanitary sewer. These rates would
increase annually at the percentage rates specified in the current study.
2. Commercial and Industrial Developments
Trunk water and sanitary sewer fees shall be charged a per acre basis at the rate of
$3,300 per acre for water and $900 per acre for sanitary sewer. These rates would
increase annually at the percentage rates specified in the current Rate Study.
Unit density was assumed to average three units per acre for these rates. This density
assumption was established in the City 2020 Comprehensive Plan.

WHEREAS, the Utility Commission of the City of Rosemount reviewed the Trunk Water and Sanitary
Sewer Area Fees adopted in Resolution 1999 -147 and deemed clarification necessary, and
WHEREAS, upon recommendation to the City Council, the City Council agrees to the amendment of
certain rates pertaining to the Trunk Water and Sanitary Sewer Area Fees as shown below:
