The following is the current status of each position and how I would like to proceed. Public Works Director: Bret Weiss from WSB has reviewed the attached profile and his comments have been incorporated. Bret also gave me a list of organizations and publications that we can advertise in for the position. I have attached a copy of a salary survey for this position for your review so you are able to compare our wages and benefits versus other communities. After review this evening and with the direction to proceed I will begin placing ads in the appropriate publications. Community Development Director Only the deadline dates need to be changed on the profile and we are prepared to advertise upon direction of the City Council. Assistant to the City Administrator A key function of this position has been human resources. The other duties preformed have been to serve as City Clerk and also assigned a variety of tasks as needed. I would like to change the responsibilities of this position to have its primary focus be human resources and communications. The importance of communications is something we have looked at in the past and by restructuring I believe we will be able to improve in this area. I intend to make this person responsible for the cities web page, newsletter and also serve as the person who can get appropriate information to the right sources to emphasis our success. The duties of City Clerk, which Sue preformed, would then be given to Linda Jentink who has been assisting Sue and performing many of these functions. Because Linda's job responsibility will be increasing I will be reviewing the pay structure of her position and bring a recommendation at a future meeting. The city of Rosemount, located in Dakota County, is a southern suburb of Minneapolis /St. Paul metropolitan area. With a population of about 13,700 and land area of nearly 36 square miles, Rosemount residents enjoy the advantages of living in a community with both a small town and a large metropolitan city atmosphere. Unusual for a city of its size, Rosemount combines industry, agriculture and agricultural research with a rapidly growing residential community, providing an excellent environment in which to live and work. Future projections indicate a population of nearly 15,000 by the year 2000, 20,000 by the year 2010 and 26,250 by the year 2020. The western part of Rosemount exhibits a dynamic, expanding residential community with an older, yet a vital, commercial center at its heart. Residential developments with hundreds of homes are currently under development, and this pattern of growth will continue for years to come. A strong, united business community has been achieved in Rosemount through the activity and cooperation of local businesses, the city, the chamber of commerce and other civic organizations. Over 500 acres of industrial and commercial zoned land have been reserved for development in Rosemount. Rail, air, barge and freeway access provide Rosemount's economic community with an expedient transportation system. Four major highways link Rosemount to Minneapolis and St. Paul. Education is a priority in Rosemount. Award - winning public and private schools provide both children and adults with superb educational opportunities. A major portion of the city is part of Independent School District 196, which is the fourth largest district in the state. Dakota County Technical College, one of the largest technical colleges in the state, is yet another source of education in Rosemount. BUSINESS & INDUSTRY: A major contributor to the City's tax base and economy is a petrochemical industrial complex sited on 6,200 acres in the northeastern portion of the City near the Mississippi River. Firms located there include Great Northern Oil Company ( "Koch Petroleum Group "), North Star Chemical and Spectro Alloys. Mid - American Pipeline Company transports gas from southern states and operates a bottling station at Pine Bend. Minnesota Pipeline Company transports Canadian and North Dakota crude oil to the Koch refinery. Koch is a leading producer of petroleum products in Minnesota and Wisconsin converting 210,000 barrels of crude oil into gasoline each day. This Rosemount company employs 800 full -time workers, and it has invested nearly $600 million recently in new equipment, processes, training and operations. The University of Minnesota's Rosemount Research Center is located on an 8,000 acre tract of land situated partially in the City. This facility is utilized by the University, other research agencies, and private firms for agricultural and other research projects. Other prominent employers include Grief Brothers, Cannon Equipment Company, Genz Ryan Plumbing & Heating, Dakota County Technical College, CF Industries, and Spectro Alloys. POSITION OVERVIEW This is a highly responsible management, administrative and technical position, .he primary functions of which are planning for and directing an engineering 3epartment and a municipal public works department that includes streets, Sewer, water, parks and building maintenance. Work involves planning, organizing, supervising, directing and coordinating city engineering, maintenance and related public works activities. Incumbent responsible for 3eveloping, implementing and monitoring the effectiveness of departmental policies, programs and work objectives and the resolution of complex administrative and engineering problems. SPECIFIC D UTIES: • Evaluates public works needs and formulates short and long range plans to meet needs in all areas of responsibility, including streets, water, sewer, drainage, light, park maintenance, building maintenance, vehicle and equipment for the city. • Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the public works department. • Meets with developer and members of the public on proposed development projects in order to relate the processes and procedures involved with engineering and infrastructure development. • Determines the need for preliminary studies; reviews all preliminary studies for compliance with ordinances, comprehensive plans, engineering standards and financial guidelines. • Directs engineering activities on projects and assigns consulting engineers; oversees project management for the construction of the municipal public works projects. • Reviews plans and specifications, makes presentations to the city council and members of the public on improvements projects, monitors the construction process for compliance with codes, regulations, standards and with approved plans; assures financial accountability of private projects as they relate to escrows and letters of credit. • Directs the assessment process for recovery of municipal costs incurred on improvement projects. • Develops systems to monitor sewer and water usage; compiles data designed to annually update the sewer and water rate study; directs the preparation of reports for the Metropolitan Waste Control Commission. • Ensures that costs and fees are charged back to development projects; works with the Finance Department to monitor charges and revenues associated with development projects. • Attends meetings and acts as staff liaison to the Utilities Commission including preparing reports and agendas, conducting research, answering questions providing advice and suggestions. • Prepares annual departmental budgets and monitors expenditures. Prepares and implements Capital Improvement Budget. • Acts as city liaison and city representative with other communities and county, state and federal agencies. Provides advice and recommendations to the city administrator and other city department heads and staff; reviews proposals submitted by management staff and makes appropriate comments and suggestions; and assists city staff with any engineering needs. CITY GO VERNMENT BACKGROUND AND EXPERIENCE: Rosemount's minimum qualifications include a Bachelor's degree in Civil Engineering, five year's progressively responsible public works or city engineering experience, and registration of a professional engineer in the State of Minnesota, or, if from out of state, ability to become registered within six months after hire. • Thorough knowledge of municipal engineering to include planning and implementation in both an urban and rural setting. • Ability to understand the relationship between civil engineering and transportation, construction management, landscape architecture and project management. • The ability to supervise and evaluate the work of technical, clerical and maintenance staff members; knowledge of management principles and practices. • Knowledge of departmental and project budget development and management. • Knowledge of state regional and municipal policies and regulations that affect development including city code and eminent domain procedures; ability to negotiate. • Ability to communicate effectively and professionally with co- workers and members of the public; the ability to prepare and deliver professional presentations. • Ability to develop and maintain effective working relationships with supervisors, co- workers and members of the public. • Ability to conduct necessary engineering research and compile comprehensive reports. • Considerable ability to analyze complex information, utilize resources and develop alternatives. • Considerable ability to use creativity and sound judgment to resolve differences and respond to challenges. • Computer skills to include word processing and spreadsheet software. Rosemount operates under a Plan A Mayor - Council form of government. The Mayor and four Councilmembers are elected at large for four - year overlapping terms. The city's chief executive officer is the City Administrator who is appointed by and serves at the discretion of the City Council. The City Administrator is responsible for the day - to -day administration and direction of the city staff. The City Administrator has the responsibility of directing six department heads over public works and engineering, finance, community development, police, fire and parks and recreation. Rosemount employs 60 regular full -time employees plus several part -time and seasonal employees. The city operates with an annual budget of $4.4 million. PUBLIC WORKS DEPARTMENT The Public Works Department has 22 full -time employees: 5 in engineering and 16 in public works, which includes streets, sewer, water, parks and building maintenance. The Public Works Director /City Engineer directly supervises the Civil Engineer, Public Works Superintendent and a full -time Secretary. The Civil Engineer supervises 2 senior engineering technicians and 1 water resource engineer. The Public Works Superintendent provides first line supervision to 12 maintenance workers, 2 mechanics, and 1 custodian. Several seasonal staff are hired to help during high maintenance times in the summer . months. Current and future projects include water service to east side of the city, construction of 3 water tower, street reconstruction projects, new street construction, storm water and sanitary sewer projects and acquisition of equipment. POSITION OVER VIEW This vital position will oversee all functions involved with economic development, community development, planning and zoning, building inspections and code administration. The department employs a city planner, building official, two building inspectors, two full -time secretaries and a part-time secretary. This position is the staff liaison to the Port Authority. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Manages day to day human resource programs to include employee recruitment, selection, orientation; maintains the city's pay program, positions descriptions and evaluation systems in compliance with state pay equity and related guidelines; works with city attorney or labor consultants to assure the appropriate legal direction for the city. 2. Researches and makes recommendations for the implementation and updating of personnel policies and procedures and ensures city policies are in compliance with state and federal laws; maintains strong working knowledge of the latest changes in state and federal laws. 3. Plans and coordinates training programs for city personnel. 4. Assists in preparation of annual budgets for city council, administration, elections and general government funds. 5. Maintains and provides information for personnel and payroll administration. 6. Assists city administrator or performs negotiations of collective bargaining agreements and other labor relations functions. 7. Plans and directs implementation and administration of benefits programs; analyzes existing benefits policies; recommends benefit plan changes to the city administrator. 8. Serves as custodian of official city records and public documents and ensures that data is collected, used and disseminated according to statute. 9. Oversees local, state and federal elections and keeps current with election laws. 1 T 10. Administers the issuance of municipal licenses such as liquor, tobacco and solicitors licenses. 11. Conducts research and recommends proposed revisions to city ordinances as directed by the city council and administrator or recommends revisions to ensure city ordinances are . in compliance with state and federal laws. 12. Attends city council meetings as required. 13. Performs specialized duties as assigned by the city administrator and may represent the city administrator during the administrator's absence. 14. Supervises administration support staff including transfers, rewards, discipline, adjustment of grievances, training, performance appraisal, assignment of work and recommends hiring, termination and promotions. 15. Performs other duties as needed or assigned. N INIMUM QUALIFICATIONS 1. Bachelor's degree in Public Administration, Business Administration, Human Resource Management or closely related field. 2. Two years recent administrative experience or two years experience in personnel administration. 3. One year supervisory experience. DESIRED QUALIFICATIONS Masters degree in Public Administration, Business Administration or related field NECESSARY KNOWLEDGE SKILLS AND ABILITIES 1. Knowledge of the principles and practices of public administration; thorough knowledge of the methods of administration as applied to the management of local municipal divisions and departments. 2. Ability to direct and perform general administrative work; ability to analyze, study and present technical information on a variety of subjects. 3. Knowledge of federal, state and local law and regulations regarding human resource management, elections, and other pertinent laws. 4. Ability to research, assemble and present in verbal and written form, factual information derived from a variety of original and secondary sources. 5. Ability to stay current on issues that are within the realm of this position's responsibilities. 6. Ability to work independently, determine priorities, manage projects and make appropriate decisions. 7. Knowledge of labor relations to include negotiation, investigation and mediation PA techniques; knowledge of hiring, discipline and firing practices. 8. Knowledge of computer software. 9. Ability to communicate effectively and professionally with co- workers an d members of the public. 10. Ability to maintain effective working relationships with co- workers, supervisors and members of the public.
