Planning Comma Action: Recommendation of approval of the Concept PUD (4 -0) SUMMARY This Concept Planned Unit Development concerns a 3,558 sq. ft. building for commercial and office uses. Automobile detailing will occur in the 1,200 sq. ft. rear wing, and the front 2,358 sq. ft. will accommodate five separate office suites. Auto ales and offices are permitted uses in the zoning district. However, out door display of finished goods is limited to two -day periods. a zoning text amendment is needed to allow continuous outdoor display of vehicles for sale. CIRCULATION & PARKING One driveway entrance from Carrousel Way brings traffic to three sides of the building. 14 spaces are provided fox the five office suites in the front part of the building. 10 spaces along the north side are for the auto detailing section of the building. Mr. Gill anticipates 10 to 20 vehicles on display in addition to the parking. The site does have more than enough space for the vehicle inventory and still meets the green space requirements. BUILDING i The single story building will have brick wainscoting up to window level, with stucco or lap siding above. A stan ' g seam metal roof (example: City Hall or Mosquito Control District on 160th Street). The Auto detailing section will have threeivx 10' overhead doors facing north. No brick is proposed on this part of the building. Eventually, corresponding overhead doors be installed on the south elevation so that the detailing bays will be drive- through. i There are several modifications needed to eliminate potential variances from the plan: 1. Concrete curb & gutter and bituminous paving (or better) is required for all parking and driveway areas. 2. Setback encroachments should be eliminated (along the south edge of the parking area). 3. The landscaping plan needs 1 additional tree and 16 more shrubs to meet minimum standards. PLANNING COMMISSION PUBLIC HEARING No one attended the public hearing other than the applicants. However, a letter was received from Dr. Detlefsen, property owner to the west. His stated concerns were the potential for junk cars if the property changed owners in Planning Commission felt it was inappropriate to act on the zoning text amendment without Council direction. Th did adopt a motion in support of the PUD with the additional recommendations of consistency with the current orc for outdoor display of merchandise and additional landscaping along the north and western perimeter of the proper he neighboring the future. RECOMMENDED ACTION: Motion to adopt a resolution approving the concept Commercial Planned Unit Development for Rosemount Autt Center. / Business CITY COUNCIL ACTIONS i CITY OF ROSEMOUNT . { DAKOTA COUNTY, MINNESOTA RESOLUTION 2000- I A RESOLUTION APPROVING THE CONCEPT COMMERCIAL PLANNED UNIT DEVELOPMENT FOR ROSEMOUNT AUTO/BUSINESS CENTER WHEREAS, the Community Development Department of the City of Rosemount received an application from Keith Gill for approval of a concept commercial planned unit development located at 3305 Carrousel Way in Rosemount, Minnesota; and WHEREAS, on April 11, 2000, the Planning Commission of the City of Rosemount reviewed the Concept Commercial Planned Unit Development for Rosemount Auto/Business Center and adopted a motion to recommend approval, subject to conditions, to the City Council. WHEREAS, on May 2, 2000, the City Council of the City of Rosemount reviewed the Concept Commercial Planned Unit Development for Rosemount Auto/Business Center. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the Concept Commercial Planned Unit Development for Rosemount Au Business Center, subject to: I 1. Elimination of all deficiencies or variances to C4 and general zoning standards. 2. Incorporation of all comments and recommendations from the Engineering & Public Works Departments relative to drainage, grading and utilities. 3. Execution of a PUD agreement which secures the required improvements and defines the appropriate inventory quantity and location. j 4. Merchandise display in conformance with the existing standards or modificat ion of the ordinance to allow outside storage. 5. Increased landscaping and beaming on both the north and west sides, strategic ally placed according to staff's recommendation. Public Hearing: Rosemount Auto/Business Center Concept PUD & Zoning Text Amendment Chairperson Droste opened the public hearing on the application by Keith Gill for a Concept PUD and Zoning Text Amendment concerning a building for commercial and office uses. The recording secretary has placed the Affidavit of Publication, Affidavit of Mailing and Posting of a Public Hearing Notice on file with the City. Mr. Pearson presented the application by Keith Gill for a Concept PUD concerning a 3,558 sq.ft. building for commercial and office uses located on Carrousel Way, between the Vermillion State Bank and Matthew Daniels. The building will accommodate five separate office suites, automobile detailing, and automobile sales. Due to the multiple uses, a PUD is required. Mr. Pearson reviewed the site plan and addressed issues related to parking and greenspace. Because the zoning ordinance currently does not allow continuous outdoor storage, a zoning text amendment is necessary for the display of automobiles. Mr. Pearson requested additional language to the PUD conditions addressing the display of merchandise. Chairperson Droste entered of record a letter, dated April 11, 2000, from Dr. Glenn L. Detlefsen addressing the issue of the outdoor display of merchandise. Commissioners confirmed that automobile sales is a permitted use in the C -4 zoning district and obtained further clarification of the zoning regulations. The partners of Rosemount Auto were present at the meeting and described their business. A maximum of 20 cars would be on display and would be parked along the northerly property line. Screening would be done as recommended by the city. There would not be any semi traffic delivering the automobiles. Chairperson Droste opened the public hearing. There were no comments. MOTION by Droste to close the public hearing. Seconded by Tentinger. Ayes: Shoe- Corrigan, Weisensel, Tentinger, and Droste. Nays: 0. Motion carried. Commissioners discussed concerns in addressing zoning text amendments because of prior city council direction. Commissioner Tentinger expressed his support for this business and hoped the inconsistency in the zoning ordinance could be resolved. I would kindly appreciate your consideration of the following comments in regards to concerns over the amendment of the zoning ordinance to allow for the continuous outdoor display of finished retail merchandise or inventory. We are concerned over the aesthetics of stored cars waiting to be repaired or detailed and the aesthetics generally created by continuous outdoor display of inventory. We are especially concerned over any ordinance change that could allow other future businesses this site to have other outdoor display, should the proposed business recyde to a new banarrt. Should the council feel the ordinance should be changed at this time, we would request aesthetic landscape screening be required, including a berm and shrubbery.
