The University of Minnesota constructed the Rural Water System in 1988 to supply water to the residents of the Eastern Service Area when ground water in the area became contaminated. The System was designed for domestic water supply service and does not have adequate capacity to provide fire flows. It is comprised of 4" and 6" PVC watermains. Modifications to the Rural Water system are in progress with the pending construction of the East Side Water Tower, just east of US 52 and south of CSAH 42, currently out for bid. A general study of the options to upgrade the area was completed in May, 1999, when it was decided to move forward with the water tower plans. Since that time, a survey of the businesses in the area was completed to determine the interest in City water service. A limited number of responses were received. It appears that the watermain will be extended to Koch, Continental Nitrogen and Spectro Alloys. Accordingly, we need to investigate the most cost - effective way to upgrade the watermain in the system and provide the water volume for fire fighting capabilities as well as providing potable water to the industrial East Side of Rosemount. This feasibility report would examine the route for the watermain and provide cost and assessment information. Staff recommends that we continue to move forward and approve the action stated below. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTON ORDERING A FEASIBILITY REPORT FOR THE EAST SIDE WATERMAIN IMPROVEMENTS, CITY PROJECT #320 COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2000 - A RESOLUTION ORDERING A FEASIBILITY REPORT FOR THE EAST SIDE WATERMAIN IMPROVEMENTS CITY PROJECT #320 WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility of the East Side Watermain Improvements, City Project #320. NOW THEREFORE BE IT RESOLVED, the Staff is directed to have the necessary feasibility report prepared for the East Side Watermain Improvements, City Project #320. ADOPTED this 2nd day of May, 2000.
