EXECUTIVE SUMMARY FOR ACTION
CITY COUNCIL MEETING DATE: SEPTEMBER 5, 2000
This is a request for Council to approve the hiring of Sheila O'Bryan for the position of Code Enforcement
Official. Mick Kaehler and I interviewed six candidates and unanimously selected Ms. O'Bryan to fill the
position. She is currently a Code Enforcement Inspector with the City of Brooklyn Park and has a good
understanding of the requirements of code enforcement. She is a recent graduate of St. Cloud State University
with a Bachelor's degree in Local and Urban Affairs. Pending satisfactory completion of a pre - employment
physical and Council approval, Ms. O'Bryan is tentatively scheduled to start work September 18'.
Staff believes Ms. O'Bryan is well qualified for the position and recommends her hiring as the City's new Code
Enforcement Official.

Minnesota.
On August 16th, 2000, I posted at Rosemount City Hall, 2875 145 Street West, a copy of
the attached Notice of Public Hearing to consider the Variance Appeal by Vermillion
State Bank of the Board of Appeals & Adjustments denial of variances for property at
15040 Canada Avenue, for drive through traffic lanes for banking.
There is delivery service by the United States Mail between the place of mailing and the
places so addressed.

NOTICE IS HEREBY GIVEN: the City Council of the City of Rosemount will hold a public
hearing to consider the item listed below on Tuesday, September 5, 2000, in the Council
Chambers of the City Hall, located at 2875 145th Street West, Rosemount, Minnesota,
beginning at 8:00 o'clock p.m. or as soon thereafter as possible.
The Public Hearing pertains to property located at 15040 Canada Avenue in Rosemount,
Minnesota and concerns the applicant's appeal of the Board of Appeals & Adjustments decision
to deny a variance for front, side, and rear yard setback requirements for drive through banking
around the existing building, formerly Tom Thumb.
Persons wishing to speak on this issue are invited to attend and be heard at this meeting on
Tuesday, September 5, 2000. Written comments will also be accepted prior to the meeting date.
Please forward all comments and inquiries to the Planning Department of the City of Rosemount,
or call 322 - 2051.
