Each year the City of Rosemount undertakes a certain number of drainage and street
improvement projects to eliminate problem areas. This year we are making improvements in
the Broback 3' Addition. (See Figures 1 and 2) This area originally was developed without the
installation of storm sewer and is a part of the Hawkins Pond drainage area. There is a
significant drainage problem at 146t Street where the curb discharges into a flat drainage
swale with no outlet. Drainage issues in this area were intended to be accommodated through
an extension of storm sewer, but currently only a dry well sump with no outlet is in place.
Attached is the Feasibility Report for the Storm Sewer Improvement Project for Broback 3`d
Addition, City Project #319. Since the construction item cost is estimated to be less than
$50,000, the City, if it chooses, can solicit'price quotes rather than advertising for competitive
bids as allowed by newly revised State Statutes. This project would be financed through the
Storm Sewer Utility Fund and no costs would be assessed to property owners.
At the July 10, 2000 Utility Commission meeting, the Commission recommended approval of
the project by Council.
Staff recommends the action as stated below.

ORDERING THE PLANS AND SPECIFICATIONS, RECEIVING THE PLANS
AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR THE
BROBACK 3R ADDITION STORM SEWER PROJECT

WHEREAS; City Council of the City of Rosemount ordered a feasibility report for the
Broback 3` Addition Storm Sewer Project, City Project #319 on May 2, 2000; and
WHEREAS, the City Council has received and accepted the Feasibility Report on July 18,
2000 for City Project #319; and
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby
orders the improvements of the Broback 3`d Addition Storm Sewer Project, City Project
#319.
BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the
preparation of plans and specifications for said improvements of City Project No. 319.
BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the
office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper
and the Construction Bulletin an advertisement for bids upon the making of such
improvements under such approved plans and specifications for City Project #319.
3. The advertisement shall be published in each of said publications at least once not less
than ten (10) days before the date set for opening bids, shall specify the work to be
done, shall state that bids will be publicly opened on August 10, 2000 at 10:00
o'clock a.m. at Rosemount City Hall in said City and that no bids will be considered
unless sealed and filed with the City Clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the City Clerk for five (5 %)
percent of the amount of such bid.

L INTRODUCTION
Each year the City of Rosemount undertakes a certain number of drainage and street
improvement projects. The Broback 3r' Addition storm sewer improvements are located
between 145` Street and 146` Street between Danville Avenue and Danbury Avenue. This
area was developed without the installation of storm sewer and is a part of the Hawkins
Pond drainage area. The property owners were previously assessed for the development
of Hawkins pond. There is a significant drainage problem at 146` Street where the curb
discharges into a flat drainage swale with no apparent outlet. With the development of the
145` Street Improvement Project several years ago, a storm sewer stub was provided to
this area with the anticipation of a future extension to the Twin Puddles drainage area.
Since that time, the Comprehensive Stormwater Plan has been modified to eliminate the
extension of this pipe and provide a different method of out - letting Twin Puddles.
Drainage issues in this area were intended to be accommodated through this extension of
storm sewer; however only a dry well with no outlet remains.
IL PROPOSED IMPROVEMENTS
This project proposes to extend an 18 inch storm sewer system from the existing stub at
145` Street to 146` Street, with improvements at the intersection of Danbury Avenue and
146` Street to address settled curb issues. The majority of the drainage issues occur at
146` Street. The existing catch basin off of 146` Street will be removed and replaced with
two catch basins on either side of 14e Street, with 18 inch storm sewer extending to
145`h Street. The construction will include three catch basins throughout the length of the
storm sewer installation to collect backyard drainage. There are some minor construction
issues in the area, including a short segment of fence, some hedges and the temporary
relocation of a storage building. In addition, due to the tight construction area, we are
proposing the use of HDPE polyethylene pipe, which can be more easily manipulated in
this type of an application. This pipe will also allow for the construction to be completed
with a tractor backhoe style excavator, and should minimize the amount of restoration.

III. FINANCING
The construction activities are intended to be fully funded through the storm water utility
fund, which is established to address drainage concerns, and minor reconstruction projects
of this nature.
A. Opinion of Probable Cost
The summary of the project cost is $60,924.16 which includes a 10% contingency and
28% indirect costs.

V. RECOMMENDATION
It is the recommendation of WSB & Associates, Inc. that, City Project No. 319 is feasible,
necessary and cost - effective from an engineering standpoint. We recommend construction
of the proposed improvements as detailed in this report.
