This item is a request for Council to receive the Feasibility Report and set a public hearing for
Section 31 Sanitary Sewer Improvements, City Project #317.
Dakota County will be constructing the County Road 46 /Trunk Highway 3 project beginning in
2000, and the installation of some sewer pipe along North Connecting Road concurrent with
the County's project will reduce the future cost for sewer construction in this area. Properties
along the north side of County Road 46 are currently in the MUSA, and sewer service would
come from the west.
The total estimated cost of the project is approximately $220,000. Initially, the project will be
paid for with funds from the Sanitary Sewer Core Facility Fund. In the future, when the
downstream connection is made and sewer service becomes available, assessments will be
levied to all benefiting properties. Assessments to benefiting properties will be based on the
standard assessment rates for a sanitary sewer in a commercial /industrial area.
If Council wishes to move ahead with the project, Staff recommends that a public hearing be
scheduled for May 2, 2000. At the public hearing, the proposed project will be presented by
Staff.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING
FOR THE SECTION 31 SANITARY SEWER IMPROVEMENTS
CITY PROJECT #317
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct
certain improvements, to-wit City Project #317, Section 31 Sanitary Sewer Improvements, in the City as described
in and in accordance with the feasibility report prepared by the City Engineer; and
WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City
Project #317 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has
heretofore been received by Council, and filed with the City Clerk on April 18, 2000; and
WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing
on such improvements following mailed notice and two publications thereof in the official newspaper stating time and
place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be
assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City
Project #317 and places it on file.
NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing
be scheduled to consider City Project #317, Section 31 Sanitary Sewer Improvements to be held on Tuesday, May 2,
2000 at 8:00 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall.

Prepared for the City of Rosemount
1.0 Executive Summary
This project provides for the construction of a segment of sanitary
sewer along the proposed alignment of North Conn Road. The project
area is located north of County Road 46 (160th Street West) and east
of the current TH 3 alignment. The project has been named Section 31
Sanitary Sewer Improvements, and has been designated City Project
No. 317.
The project consists of approximately 1,100 linear feet of 12 -inch
diameter trunk sewer pipe and 600 linear feet of 8 -inch diameter sewer
pipe. The project is proposed to be constructed concurrently with the
County Road 46 / TH 3 Street and Utility Improvements in the fall of
2000.
The total estimated project cost is approximately $220,000. Initially,
funding for this project will be obtained from the Sanitary Sewer Core
Facility Fund. In the future, the downstream end of the project will be
connected to an existing sanitary sewer in Chippendale Avenue. When
this connection occurs, the sanitary sewer will be available for use, and
the project can then be assessed to benefiting properties.
This improvement is necessary to provide future sanitary sewer service
to the existing businesses located north of 160th Street West, and to
the future expansion of the Rosemount Business Park. In addition, the
improvement is cost effective and feasible from an engineering
standpoint. This improvement would best be bid as an individual
project that would be constructed concurrently with the County
Road 46 / TH 3 Street and Utility Improvement project, City Project
No. 284.

2.0 Introduction
' 2.1 Authorization
On April 4, 2000, the City Council of the City of Rosemount
authorized the preparation of a preliminary report for the Section 31
Sanitary Sewer Improvements. This improvement has been designated
City Project No. 317.
1 2.2 Scope
The purpose of this report is to determine the engineering feasibility of
the project based on a review of the data available, and to make
recommendations and provide cost estimates for the construction.
2.3 Data Available
Information and materials used in the preparation of this report
include:

3.0 General Background
3.1 Location
The project location is shown on Drawing No. 1. '7"ie project is located
north of County Road 46 (160th Street West) anc east of the current
TH 3 alignment The project itself is located in °iection 32, but the
future connection point at Chippendale Ave, ue is located in
Section 31, thus the project name "Section 31 Sani zry Sewer."
3.2 Site Conditions
' The project area and surrounding land is currently ,ised for commercial
and agricultural purposes. The C.P. Railroad ai.d the current TH 3
alignment are located west of the project. The existing topography
consists of flat to rolling terrain. This area is i i the MUSA, and is
planned to ultimately become part of the Rosemount Business Park.
Dakota County plans to re -align TH 3 and construct North Conn Road
to provide the existing commercial properties with access to the new
TH 3 alignment.

4.0 Proposed Improvements
4.1 Sanitary Sewer
Proposed sanitary sewer facilities are shown on Drawing No. 2. These
facilities include the installation of a 12 -inch diameter trunk sewer and
8 -inch diameter laterals along the proposed alignment of North Conn
Road. The sewer is planned to be installed concurrently with the
construction of North Conn Road. The 12 -inch trunk sewer will begin
on the west side of North Conn Road south of the City of Rosemount
storage site and will terminate east of the intersection of proposed TH
3 and North Conn Road. An 8 -inch lateral will be extended south to
serve the MAPCO and Car Nav Five parcels.
An 8 -inch diameter sewer will be stubbed to the east from the
intersection of TH 3 and North Conn Road. The purpose of this stub
will be to accommodate a future sanitary sewer which may be
extended north and east to serve the future Business Park expansion
and the properties between TH 3 and Biscayne Avenue on the north
side of County Road 46. The future sanitary sewer service area for this
improvement is presented in Drawing No. 3.
As part of a future project, the 12 -inch diameter trunk sewer will be
extended west to an existing 12 -inch diameter trunk sewer located near
the intersection of Chippendale Avenue and 158th Street West. The
future project will include a subsurface crossing of the C. P. Railroad.
4.2 Easements
Permanent and temporary easements will be needed on the east side of
proposed TH 3 at the intersection with North Conn Road. In addition,
temporary construction easements along North Conn Road will be
required for storage of trench material during construction.
Dakota County currently proposes to acquire 60 to 80 feet of right-of-
way on'the south side of North Conn Road. This amount of right -of-
way is adequate to install and maintain the trunk sewer. However, if
the County elects to return any portion of this right -of -way to the
adjacent property owners, the City may need to obtain additional
permanent easements in this area.
The exact locations and widths of permanent and temporary easements
will be determined during final design.
4.3 Permits
Construction permits will be required for this project. The following
table summarizes the permits that may be required:

Although a permit from C.P. Railroad is not required for this project, it
will be required when the future connection is made to Chippendale
Avenue.
5.0 Financing
5.1 Cost Estimates
Detailed cost estimates for all proposed improvements are included in
the Appendix of this report. The estimates were prepared assuming
that construction would occur after preliminary grading for North
Conn Road was completed by the County. The estimates also assume
that all restoration work will be completed under the County Road 46 /
TH 3 project. The estimates do not include any costs for easements
which may be required.
The costs are based on bid prices obtained from similar type projects
during 1999. The estimates include allowances for contingencies and
anticipated legal, administrative, engineering and fiscal costs.
5.2 Assessment Area
When the downstream sewer connection is completed in the future,
sewer service will be available to adjacent properties. At that time,
properties adjacent to the project will benefit from the proposed
improvements. According to Minnesota State Statutes, these parcels
will be subject to assessments for the purpose of recovering the project
costs.
Table 2 lists the properties that are located adjacent to the project
which will be subject to assessments.

Initially, this project will be paid for from the Sanitary Sewer Core
Facility Fund. When the downstream end of the project is connected to
the existing sanitary sewer in Chippendale Avenue, the sanitary sewer
will be available for use. At that time, a portion of the project cost will
be recovered through assessments.
Because the proposed trunk sewer is larger and deeper than a standard
sewer, the difference in cost between the trunk sewer and an 8 -inch
diameter sanitary sewer equivalent is considered to be a City core cost.
Therefore, the parcels benefiting from this improvement will be
assessed based on front footage using the assessment rates in affect at
that time for an 8 -inch diameter sanitary sewer. The remaining cost of
over - sizing the sanitary sewer will be a City core cost and will be
obtained from the Sanitary Sewer Core Facility Fund.

6.0 Project Schedule
The proposed schedule for this improvement is listed below. This
schedule is based on the provisions of Chapter 429 of the Minnesota
State Statutes. The schedule assumes that all elements of the
improvement, including County obligations and easement acquisitions,
are completed in a timely manner. The schedule is dependent upon the
County's schedule because the project is proposed to be constructed
concurrently with the County's project.
