A draft of this ordinance was reviewed at the March 15, 2000 Council work session and the Councils changes
have been included into the proposed ordinance. This ordinance is being recommended for change to better
regulate this type of establishment in the event that one does locate within Rosemount.
The changes that were made to the original draft were to require additional identification on the dancers,
increase the minimum age of the dancers and require a physical separation of the dancers from the patrons.
RECOMMENDED ACTION:
MOTION to approve AN ORDINANCE RELATING TO CONDUCT AT ADULT CABARETS;
AMENDING CITY CODE TITLE 3, CHAPTER 8 BY ADDING NEW SECTION 3 -8 -15.

AN ORDINANCE RELATING TO CONDUCT AT ADULT
CABARETS; AMENDING CITY CODE TITLE 3, CHAPTER 8
BY ADDING NEW SECTION 3 -8-15
The City Council of the City of Rosemount, Minnesota, ordains as follows:
Section 3 -8 -15: CONDUCT AT ADULT CABARETS:
Any adult cabaret operating in the City must comply with the
following conditions:
1. An owner, operator, or manager of an adult cabaret may not allow any dancer or other
live entertainer to display Specified Anatomical Areas or to display or perform Specified
Sexual Activities on the premises of the Adult Cabaret.
2. A dancer, live entertainer, performer, patron, or any other person may not display
Specified Anatomical Areas in an Adult Cabaret.
3. The owner, operator, or manager of an adult cabaret must provide the following
information to the City concerning any person who dances or performs live entertainment
at the adult cabaret: The person's name, home address, home telephone number, date of
birth, any aliases, social security number and driver's license or state identification
number.
4. A dancer, live entertainer, or performer may not be under twenty -one (2 1) years old.
5. Dancing or live entertainment must occur on a platform intended for that purpose and that
is raised at least three (3) feet from the level of the floor.
6. A dancer or performer may not perform a dance or live entertainment closer than ten (10)
feet from any patron and must be separated by a physical barrier which is so designed and
constructed as to render it impossible for patrons to make physical contact with dancers
or performers.
7. A dancer or performer may not fondle or caress or otherwise touch any patron and no
patron may fondle or caress any dancer or performer.
8. A patron may not pay or give any gratuity to any dancer or performer.
9. A dancer or performer may not solicit or accept any pay or gratuity from any patron.
This Ordinance shall be effective immediately upon its passage and publication.
