Results of Limited Market Compensation StudyCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION COMMITTEE OF THE WHOLE: JULY 12, 2000 AGENDA ITEM: RESULTS OF LB41TED MARKET COMPENSATION STUDY AGENDA NO: 9W *2 PREPARED BY: PAULA GRAFF, HUMAN RESOURCES COORDINATOR ATTACHMENTS: RESULTS OF SURVEY; PROPOSED APPROVED BY: SALARY REVISIONS Attached are the results of the limited market compensation study directed by the Council at the May Committee of the Whole meeting. As you will see in the results, survey responses were received from nine neighboring communities: Hastings, Shakopee, Chanhassen, Chaska, Elk River, Lino Lakes, Robbinsdale, Stillwater, Prior Lake, and Mounds View. These communities were selected because of their similar populations and because many of these communities are experiencing growth patterns similar to Rosemount. Results of the individual positions were summarized into tables and then depicted on a graph (See Charts "C" through "S "). Please note, if a position received a car allowance, the amount of the car allowance was added to the annual compensation. (These columns are noted with an asterisk.) Also, please note that certain positions for Prior Lake show 1999 figures; their professional union has yet to settle its 2000 contract. Finally, if a city reported two different positions for the same position in Rosemount, the results were average so as not to skew the overall results (see Chart "Q under Hastings). The numbers shown on the graph represent incumbent pay. The bar lines represent the minimum and the maximum pay for the position. In some cases the incumbent pay may be higher than the maximum pay due to considerations such as longevity. Overall compensation averages for each position is written on the bottom right hand side of each of the Charts "C" through "S ". Staff also considered compensation from the newly received 2000 Staton Survey (See Chart "B"). On this chart, the minimum and maximum averages for Staton Group VI are reported next to the average minimum/maximum for the market survey and the minimum/maximum for the City of Rosemount. Based upon the results, staff has made some decisions regarding compensation for the positions that were considered. The final columns of Chart "B" designate the recommendation of staff. Finally, Chart "A" shows the recommended pay system with steps for each of the positions considered in the survey. The numbers shown in bold designate the recommend pay; the numbers in regular text designate the current pay system with steps. Also shown on the chart is the overall rank of the position within the City, and what rank the position becomes under the proposed compensation system.
