At the last meeting you received a copy of the Feasibility Report for the East Side Watermain
project, City Project #320. This project consists of the extension of the trunk watermain
system from 140' Street along Trunk Highway 52 to Koch Refining, then along Pine Bend Trail
to Trunk Highway 55, then southeast to Doyle Path. This project is to be completed in
conjunction with the water tower project and is slightly expanded from the original plan in order
to provide fire protection to Spectro Alloys.
The extension to Spectro Alloys creates a long dead end line that does not provide reliable
water service to the benefited properties due to the lack of looping. Most of the businesses are
concerned with the lack of looping and will be using the City water for production purposes.
An option to complete the looping of the system by extending the pipe to 14V' Street adjacent
to the Rosemount Waste Water' Treatment Plant is also discussed in the Feasibility Report.
The project cost for the base project and the base project including the loop option is
$1,127,000 and $1,396,000, respectively. Much of the cost of this project will be funded
through the Water Core Fund, with assessments levied against benefited properties in the
amount of $291,000 for the base project.
A second phase of this project, connecting this line to the rural wells along CSAH 42 is
proposed to be constructed in the near future.
Staff will provide a presentation at the meeting. All affected property owners have been mailed
a copy of the Feasibility Report and information on the connection and water charges.
Staff and Interim City Engineer recommend that City Council approve the project and order the
fans and specitications.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE PROJECT
AND ORDERING PLANS AND SPECIFICATIONS FOR THE EAST SIDE WATERMAIN
IMPROVEMENTS, CITY PROJECT #320.

RESOLUTION 2000
A RESOLUTION APPROVING THE PROJECT AND ORDERING THE
PREPARATION OF PLANS AND SPECIFICATIONS FOR
EAST SIDE WATERMAIN IMPROVEMENTS
CITY PROJECT #320
WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for
East Side Watermain Improvements, City Project #320; and
WHEREAS, the City Council has received and accepted the Feasibility Report on
September 19, 2000 for City Project #320; and
WHEREAS, the City Council ordered and held a public hearing on October 3, 2000 to
receive input on this project.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount
hereby orders the improvements of the East Side Watermain Improvements, City
Project #320.
NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of
Rosemount hereby orders the preparation of plans and specifications for the East Side
Watermain Improvements, City Project #320 described in the aforementioned Report.
