Minutes of October 11, 2000 Committee of the Whole Work SessionROSEMOUNT CITY PROCEEDINGS COMMITTEE OF THE WHOLE OCTOBER 11, 2000 Pursuant to due call and notice thereof the Committee of the Whole Work Session was held on October 11, 2000, at 6:30 p.m. in the Council Chambers at City Hall. Mayor Busho called the meeting to order with the following Councilmembers present: Cisewski Edwards, Caspar, Klassen. Staff members in attendance were City Administrator Burt, Police Chief Kalstabakken, Finance Director May, Community Development Director Parsons, Water Resource Engineer Morris, City Planner Pearson, and Parks & Recreation Director Schultz. 10 -Year Capital Improvement Plan (CIP) Staff presented the 10 -Year CIP. The consensus of the Council was to make the 2001 CIP part of the proposed 2001 Budget. The salt storage building should not move forward without Council approval. The Council discussed the financing options for remodeling City Hall and it was the consensus to "write down" the financing of the building from the Utility Funds. As plans progress Paula Graff will prepare informational press releases about the remodeling. Evermoor Fiber Optics Staff updated the City Council on the developers intent to install his own fiber optic system for data and phone and that he would be requesting a limited area franchise agreement for cable television. Council discussed the limited area franchise. The Council directed staff to inform the developer there was not support for a limited area franchise. Storm Water Issues Staff updated the City Council on the Utility Commission meeting concerning storm water priorities. The utility Commission requested a joint meeting with the Council to discuss priority issues. Council asked staff to have the Commission prioritize the issues and present their recommendation to the Council at a future meeting. Drug Task Force Joint Powers Agreement Staff informed Council that information was not available at the time of the meeting and will bring information back to the Council when it is available. Mixed Use Industrial Zone Staff presented ideas for the new mixed use industrial zone. Council reviewed the proposal and provided in put for changes which will be included in the draft which is presented at a future Planning Commission meeting.
