It is necessary for the City Council to designate an official newspaper for the City of Rosemount. The official
newspaper will publish all required legal documents and notices for the City. Bids were received from the three
local papers: Sun Newspapers, Thisweek Newspapers, and the Rosemount Town Pages.
Currently the Rosemount Town Pages is the official newspaper. Their business has recently been purchased by a
larger newspaper. They have been cooperative this year by picking up all ads weekly and reporting on city
council meetings. The bid from the Rosemount Town Pages remained the same as last year and comes in at the
lowest bid. Therefore, I am recommending the Rosemount Town Pages
RECOMMENDED ACTION: MOTION to designate the Rosemount Town Pages as the City of
Rosemount's official newspaper for the year 2000.

It is hereby affirmed:
(a) The Rosemount Town Pages Newspaper is printed in the English language, is printed in
newspaper format and in column and sheet form equivalent in printed space to at least 1,000
square inches.
(b) The Rosemount Town Pages is issued weekly, 52 weeks per year.
(c) The Rosemount Town Pages Newspapers averages 45 percent of its printed space to paid
advertising material and public notices. The balance of printed space is given to news of local
inerest, sports and community events.
(d) The Rosemount Town Pages Newspaper has a paid circulation of 800 and distributes up to
800 without charge to residents on the Rosemount Post Office delivery.
(e) The Rosemount Town Pages Newspaper is based at 320 Third St., Farmington, Minnesota.
(f) A copy of each issue of The Rosemount Town Pages Newspaper is mailed directly to the
state historical society.
(g) The Rosemount Town Pages Newspaper is available to anyone who is a paid subscriber, or
is distributed to them free of charge.
(h) The Rosemount Town Pages Newspaper has complied with all the foregoing conditions for
over one year immediately preceding date of notice of publication.
(i) The Rosemount Town Pages Newspaper publishes second -class statement of ownership and
circulation, sworn to by the Farmington U.S. Post Office and a copy of same will be filled
with the Secretary of State before Jan. 1 of each year.

We believe that the combination of the Dakota County Tribune and Thisweek
Newspapers offers the city the best vehicle for communicating with its citizens. We offer
the largest circulation and a dedicated staff to handle your legals efficiently.
All of the legal notices that appear in our papers are typeset and proofed by professionals
who have been working with such documents for many years.
By designating the Dakota County Tribune as your legal newspaper, your legal notices
will also be published free of charge in Rosemount Thisweek and Apple Valley
Thisweek. These papers have a combined circulation of 15,402.
We believe that our bid reflects our sincere desire to serve the City of Rosemount as legal
newspaper.

The Sun Current would like to be considered for designation as the legal newspaper for the City
of Rosemount for the year 2000.
Sun Newspaper is excited to announce that a new feature will be added to legal notices
this year. Beginning in January, all published notices will be posted on our website
(www.mnsun.com) at no additional charge. This will be an enhancement to the local
news coverage already available on the Internet and broaden the readership of your
legal notices.
The rate structure for legals effective January 1, 2000 will be:

Notarized affidavits on each of your publications will be provided with no additional
charge. The deadline for regular length notices is 2:00 pm the Wednesday prior to
publication; notices that are six pages or more deadline an extra 24 hours in advance. If
