The results will be tallied as quickly as possible on November 7`h, reasonably that would be between 9:00 p.m. and 10:30 p.m. if there are no major problems. If City Council's business is completed at their regularly scheduled meeting of November 7t', 2000, before the election results are completed, they may reschedule a special meeting with a simple majority to canvass the election results before November 15'h. NOW, THEREFORE, BE IT RESOLVED, that a canvass of the votes revealed the results for the November 7, 2000 Municipal Election as listed on the attached summary of votes for the two Council Members. OF THE RETURNS The city council serves as the canvassing board for city elections. The council must meet to canvass the returns and declare the results within seven days after a city election. (h1S 205185, subd. Steps in canvassing board procedure vary according to the method of vote recording and vote tallying used in a city. In cities using paper ballots, the steps to canvass the results are: I. Election judges count the ballots; prepare at least two summary statements of the votes for each candidate for each office and for and against each ballot question, sign the statement, and turn it over to the clerk with the sealed ballots. (M.S. 204C.26.) 2. The clerk provides the canvassing board with the summary statements from the election judges examine and to declare the results. (M.S. 204C.38.) 16.3 RECOUNTS A losing candidate for election to a city office may request a recount by filing a written request with the city clerk within five days following the canvass of a canvass of an election. The clerk or clerk's designee s the official unless the clerk is the for the office to be recounted in which case the canvassing board will select an official from another didate jurisdiction as the recount official. (M.S. 209.02, M.S. 209.021; M.R. 823502) If the difference in votes is within the following ranges, the city will proVlde the recount free of charge to the candidate: g 1. Five votes or less when the total vote is 100 or less. 2. Ten votes or less when the total vote is more than 100 but less than 500. 3. Twenty votes or less when the total vote is more than 500 but less than 2,000. 4. One percent of the votes or less when the total vote is more than 2,000 but less than 10,000. 5. 100 votes or less when the total vote is 10,000 or more. If the vote difference is greater than above, a losing candidate may request a recount at the candidate's own expense. (M.S. 204C.36)
