Attached is a draft job description and proposed salary range for the position of Code Enforcement Official.
The job description was reviewed at last month's Committee of the Whole meeting where staff was directed to
revise the minimum qualifications for the position and to examine what compensation for the position would be
on a part-time basis.
However, based upon recent occurrences with businesses such as Endres Processing, staff wishes to reexamine
the feasibility of making this a permanent full -time position. Staff believes that the current workload is large
enough to merit full -time staffing and that that when the person was not working in the field, he /she would be
busy developing and revising the City code.
Also, because a compensation range has already been established for the position, staff recommends that the
minimum qualifications be maintained at a level that is consistent with other positions of like compensation.
The attached job description establishes minim qualifications to be:
1. A graduate of a two -year vocational school or equivalent credits in law enforcement, public administration,
housing, construction trades, planning or related course work; and
2. Two years experience in position requiring substantial public contact.

POSITION TITLE: Code Enforcement Officer
DEPARTMENT: Community Development
ACCOUNTABLE TO: Building Official
SUNJaVIARY OF POSITION To promote and maintain the health, safety and welfare of
residents and general condition of the City by enforcing state and local codes as they pertain to
zoning, general maintenance of private property and illegal use of facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Performs systematic inspections to detect and correct nuisance and other code violations.
Enforces housing maintenance, property maintenance, and commercial maintenance codes;
performs sign ordinance enforcement; inspects mining operations; and assures that
appropriate permits have been pulled.
2. Identifies and informs property owners, managers renters or others of specific code
violations.
3. Invokes legal sanctions to ensure correction of violations where cooperative measures have
failed.
4. Maintains documentation related to inspection and enforcement activities; prepares
recommendations for amendments and additions to related codes or regulations.
5. Meets with owners, tenants, contractors, developers and businesses to review and explain
code requirements and violations or potential violations; secures code compliance.
6. Works in cooperation with the Police Department on violations of parking restrictions in
residential areas and other areas as mandated by state and local codes.
7. Provides prompt and courteous response to inquiries from owners, managers, renters and
others regarding the City's housing maintenance code, related ordinances, policies and
procedures.
8. Investigates complaints filed with the City involving matters of public health, sanitation, or
substandard buildings, and takes appropriate action to secure correction of problems.
9. Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures,
media releases and reports relating to code enforcement issues.
10. Remains familiar with new housing practices and changes in the code to ensure that City
ordinances are administered in a fair and effective manner.
11. Makes recommendations for additions or modifications to present ordinances or drafts new
ordinances to address property maintenance issues.
12. Performs other duties that are consistent with the tasks of the position and as may be
assigned.
MINI7MUM QUALIFICATIONS
1. Graduate of a two -year vocational school or equivalent credits. Law enforcement, public
administration, housing, construction trades, planning or related course work preferred.
2. Two years experience in position requiring substantial public contact.
3. Graduation from high school or GED equivalent.
4. Valid driver's license or ability to obtain prior to employment.
DESIRED OUALIFICATIONS
Bachelor's degree in law enforcement, public administration, housing, planning, or related field.
TOOLS AND EOUIPMENT:
General tools and equipment will include personal computer, calculator, copy machine, fax
machine, telephone and portable telephone, postage machine, various handwriting items,
automobile or other motor vehicle and base radio.
NECESSARY KNOWLEDGE SKILLS AND ABILITIES
1. ' Working knowledge of code enforcement principles, practices and methods as applicable to a
municipal setting.
2. Working knowledge of applicable laws, codes, standards, rules and regulations relating to
various land use, nuisance and public safety codes.
3. Knowledge of the practices, methods and techniques used in building construction.
4. Ability to interpret state and local codes.
5. Working knowledge of safety practices regarding the inspection of housing.
6. Working knowledge of Microsoft Word, Excel and Access software programs.
7. Ability to work under stressful conditions, deal with frequent interruptions, and handle
difficult or angry people.
8. Ability to work independently and as part of a team.
9. Ability to communicate effectively in both oral and written form.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of the position. Reasonable

Much work is performed in field settings. Considerable outdoor work is required in the
inspection of various land uses and other matters. Hand -eye coordination is necessary to operate
computers and various pieces of office equipment.

The employee is occasionally required to stand; walk; talk or hear; use hands to finger, handle,
feel or operate objects, tools, or controls; and reach with hands and arms. The employee is
occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl.
The employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities
required by this job include close vision, distance vision, peripheral vision, depth perception, and
the ability to adjust focus.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee

While performing the duties of this job, the employee often works in outside weather conditions.
The employee occasionally works in high, precarious places and is exposed to wet and humid
