The City has received a petition to install street and utility improvements in the Oakridge
Estates Addition. Oakridge Estates is located immediately adjacent to McAndrews Road
(County Road 38) and is scheduled to receive preliminary plat approval on this same
agenda, pending approval of a Dakota County Plat Commission variance. If the Plat is not
approved this item will be pulled �
Since the petition is signed by 100% of the property owners benefiting from the proposed
improvements, the City will not have to hold a public hearing to consider the
improvements. The schedule is tentatively set as follows:
Order Feasibility Report May 18, 1999
Receive Feasibility Report/Order Plans & Spec's June 15, 1999
Approve Plans & Spec's/Order Ad for Bid July 6, 1999
Receive Bids July 30, 1999
Award Contract August 3, 1999
Begin Construction August 16, 1999
Substantial Completion October, 1999
Final Lift October, 1999
Assessment Hearing October 19, 1999
Staff recommends that the City Council pass the resolution as stated below.

RESOWTION 1999 -
A RESOLUTION RECEIVING PETITION AND ORDERING FEASIBILITY REPORT FOR
OAKRIDGE ESTATES ADDITION STREET AND UTILITY IMPROVEMENTS
CITY PROJECT #310
WHEREAS, the City Council of the City of Rosemount has received a petition from a property
owner who will benefit from the proposed Oakridge Estates Addition Street & Utility
Improvements, City Project #310.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount as
follows:
(1) A certain petition requesting street & utility improvementsto their property,filed
with the Council on May 18, 1999, is hereby declared to be signed by the
required percentage of owners of property affected thereby. This declaration
is made in conformity to Minnesota Statutes, Section 429.035.
(2) The petition is hereby referred to the City Engineer and that person is instructed
to report to the Council with all convenient speed advising the Council in a
preliminary way as to whether the proposed improvement is necessary, cost-
effective, and feasible and as to whether it should best be made as proposed
or in connection with some other improvement, and the estimated cost of the
improvement as recommended.

We, the undereigned, being the ovners of all the real property
legally described as folloxs:

hereby petition the city council to undertake xithout a public
hearing under Minnesota Statutes� Section 429. 031, the folloWing
improvements to such property and agree to pay for all costs for
the preparation of the feasibility report for these improvements
in the event the improvements are not ordered in:

Wetermain XX Streets
XX Storm Sewer XX Curb b Gutter
XX Streetlights Other
and to pay the entire assessable costs thereof against our
property encompassing or abutting said improvements based on
benefits received Without regard to cash valuetion.
