The attached drawing shows the location of the improvements which are on Boulder Avenue east of the present terminus to Biscayne Avenue and the improvements to Biscayne Avenue from CSAH 42 south approximately 1 ,300 feet. As the Developer, the Port Authority would assume the cost of the Feasibility Report and construction. If this project does move forward, Staff's recommendation is to conduct a public hearing so that half of the cost of the improvements to Biscayne Avenue can be assessed to the property abutting it which includes property owned by the University of Minnesota. Whether or not assessments can be collected from the University of Minnesota can be determined at a later date. However, if the correct process is followed at least there would be a chance of collecting these assessments. My recommendation is to have the Feasibility Report complete and presented to the Council on April 20, 1999. It can then be determined whether or not the project should move forward. COUNCIL ACTION: 7 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION ORDERING A FEASIBILITY REPORT FOR ROSEMOUNT BUSINESS PARK PHASE 2 STREET AND UTILITY IMPROVEMENTS CITY PROJECT #308 WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility of the Rosemount Business Park Phase 2 Street and Utility Improvements, City Project #308. NOW THEREFORE BE IT RESOLVED, the City Engineer is directed to have the necessary feasibility report prepared for the Rosemount Business Park Phase 2 Street and Utility Improvements, City Project #308. Director Cp� U ' ATTACHMENTS: Map of Proposed Improvement Area, Phase 2 APPROVED B • Staff presented cash flow analysis information at the last meeting regarding the Rosemount Business Park. Due to the high balance of$700,000+within the improvement fund, staff is recommending that a city-initiated feasibility report be completed for these public improvements to start in 1999. A very prel'uninary review of these improvements by SEH last year resulted in a total cost estimate of$1.5 million for Phase 2. The pros of completing these improvements now rather than waiting for a project include: 1. The fund balance in this account is high with annual revenue exceeding debt service; 2. This project anticipates assessments to be levied against some adjacent property owners, which will allow them an early opportunity to voice concerns; 3. The installation of new streets and utilities will not have the potential of delaying future development projects that may be on a fast-track process; and 4. The additional improvements may provide further incentives for the 80-acres (and beyond to the south) to be developed sooner than later. RECOMMENDED ACTION: MOTION to Recommend that the City Council Initiate a Feasibility Study for Public Improvements for Phase 2 of the Rosemount Business Park.
