The Feasibility Report Executive Summary is attached for your review. Birger Pond is a landlocked basin located in the western most part of the City adjacent to Diamond Path and north of Upper 135th Street West. Over the past number of years with the higher than normal rainfall and the development of Country Hills adjacent to the pond, the water level has risen to much higher than acceptable levels. This report addresses the most feasible alternative in constructing a pumping station outlet which will control the water level of the pond. The proposed lift station would be constructed on the western edge of the pond and the forcemain would be constructed southerly along Diamond Path Road to CSAH 42. From there it would flow by gravity to the Wensmann Pond through a storm drain system constructed with the Diamond Path project. The Wensmann Pond outlets and flows southeasterly to Shannon Pond.` The total project cost is estimated to be approximately $1 .5 million for the project. This is a joint project between Rosemount and Apple Valley whereby the costs are shared by a traditional method utilizing the portion of drainage areas flowing into the pond. WSB and Staff will review the proposed project with you at the meeting. Pat Lynch, the DNR Area Hydrologist, has been invited and will be at the public hearing on July 6th. (The reason for the public hearing is for DNR purposes and not for our normal assessing purposes.) Staff recommends the project move forward and the action be taken as stated below. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY REPORT/SETTING THE PUBLIC HEARING FOR BIRGER POND OUTLET IMPROVEMENTS, CITY PROJECT #262. COUNCIL ACTION: 1 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT/SET PUBLIC HEARING BIRGER POND OUTLET IMPROVEMENTS CITY PROJECT #262 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to-wit: City Project #262, Birger Pond Outlet Improvements, in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #262 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on June 14, 1999; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #262 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing be scheduled to consider City Project #262, Birger Pond Outlet Improvements to be held on Tuesday, July 6, 1999 at 8:00 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall. Birger �'ond currently is a land-locked basin located on the east side of CSAI-� 33 (Diamond Path)just north of Upper 135`� S�re�t. This basin is located within the Cities of ltosemnunt and Apple'Va11ey,who will jointly fund the construction of the pond outlet. The water l�vel of Birger Pond has fluctuated aver the years, but has steadaly risen due to higher than normal cainfall in the past several years and development adjacent to the pond and is eurrently at a stage that could impact both an existing sanitary sewer lift station and existing housing in the area. The �elley Trust property, which surrounds Birger Pond both in Apple Va11ey and Rosemount, is proposed to be developed,whieh necessitates the conslruction of the outlet nt th�s time. A previous study completed in 1994 outlined various methods for pro�viding an outlet �or this pond, with the decision made to construct a nine-cubic foot per second(cfs} or 4000-gallon per minute Iift station to pump the storm water from Birger Pond south along Diamond Path to Wensmann Pond locat�d south of CSAH 42. This report addresses two alternative methods of canstructxng the outlet ranging in project costs of$1.36 million to $1.53 million. These costs will be shared between the Cities based on a contributing area basis. The recommended alternative involv�s open construction of the force main between Birger Par�d and a location just north of Connemara Trail; directional boring would be utilized from that point south to tY�e Baptist Church property; open-cut construction wilI be utilized from the Baptist Chuxch property to CSAH 42. Augered casing construetion would be used to cross 145�`Street so that no construction impact would occur vvith, those streets, The project costs for this constxuction method are $1.53 million. A.11 project canstruction can be completed in 1999. This project is feasible,necessary and cost-effective from an engineering standpoint and it should be constructed as prop�sed laerein. INTRODUCTION ' 2.1 Authorization ' In December, 1997, the Cities of Rosemount and Apple Valley entered in�o a Joint Powers Agreement to complete the Feasibility Report for the Birger Pond Outlet. ' This project has been designated as Rosemount City Project No. 262 and Apple Valley City Project No. 98-553. ' 2.2 Scope and Project History ' This project consists of constructing a storm water outlet for Birger Pond, which is located in the Cities of Rosemount and Apple Valley on the east side of CSAH 33 (Diamond Path)just north of Upper 135`h Street. This pond is currently a landlocked ' basin and has been studied since 1994 for the best method of providing a storm water outlet. The outlet studies have determined that a pumped outlet is required and the best alternative is a discharge into Wennsman Pond,located south of CSAH 42 along ' the future Diamond Path alignment. This report will address issues related to the proposed construction of the lift station and outlet piping within the project area. ' Recently, the high water elevations of Birger Pond have risen to an elevation that is threatening the City of Rosemount's sanitary sewer lift station located in the area, as well as several residential properties. In addition, the pending development of the ' Kelley Trust property is necessitating the development of this project at this time. This proj ect involves coordination with Minnesota DNR to determine the minimum ' normal water elevation for the pond in order to maximize the ponding capability of the pond. ' 2.3 Data Available ' Information and materials used in the preparation ofthis report include the following: ' • City of Rosemount/ Apple Valley Record Plans • City of Rosemount/ Apple Valley Comprehensive Storm Water Plan • City of Rosemount/Apple Valley Topography Maps ' • Field Observations of the Area • Drainage Plan Update, Birger Pond District, August 1994 • DNR Hydrographic survey Report, May, 1994 ' , ' City of Rosemount Project No.262 Page 2 City of Apple Valley Project No.98-553 Feasibility Report WSB Project No. 1098.00 ' ' 3. PROPOSED IMPROVEMENTS ' 3.1 General Discussion ' The City of Rosemount Comprehensive Storm Water Study identified a 10 cfs outlet for Birger Pond. After further analysis and discussion, it was determined that a 6 cfs ' outlet would be sufficient for Birger Pond at the cunent time. The lift station will accommodate an additional pump to bring the capacity to 9 cfs in the future if required. This outlet size was previously discussed in the Birger Pond Outlet Study ' and was designed contingent on available storm water storage in the drainage district in addition to maximizing the downstream outlet capability. The proposed outlet discharge rate is approximately 6 cfs(2700 gallons per minute(gpm))or 9 cfs(4000 ' gpm) and will be discharged into Wensmann Pond located directly south along CSAH 33, approximately 9500 feet. At a location approximately 5300 feet south of ' Birger Pond, an additional 3.1 cfs (1400 gpm) will be pumped into the force main from Hawkins Pond. This connection is not anticipated to be completed as a part of this project,but appropriate connection points and force main sizing will be provided � for the future connection. The topography of the area will require pumping of the discharge from Birger Pond to a location approximately 8000 feet south or to the ' intersection of CR 33 (Diamond Path) and CSAH 42. From this location, a gravity line, constructed with the Diamond Path project, C.P. No. 307, will carry the discharge the remaining distance to Wensmann Pond. No additional downstream ' improvements are necessary at this time to Wensmann Pond or the outlet for Wensmann Pond. ' The Wensmann Pond storm water outlet is connected to Shannon Pond through a series of storm water pipes. Currently,there is no outlet for Shannon Pond,however, ' the capacity available in that ponding area is significant and does not pose any threat at this time to flood any structures. Alternatives for a discharge location for Shannon Pond has been discussed with City Staff and several options have been identified that ' could be incorporated,depending on the need for the outlet. It is anticipated that City Staff will continue to monitor the situation and provide options as necessary, depending on the urgency of the outlet installation. The following sections will ' discuss the lift station design and three options for extension of the discharge piping. , 3.2 Proposed Lift Station A storm water lift station is proposed to pump excess storm water from Birger Pond , at a variable rate using two pumps initially, with room to add a third pump in the future.The first two pumps will be single speed and similar in size and capacity. The ' ' City of Rosemount Project No.262 Page 3 City of Apple Valley Project No.98-553 Feasibility Report WSB Project No. 1098.00 ' ' 60-horsepower pumps will have individual capacities of approximately 4 cfs and a ' combined capacity of about 6 cfs. In the future, a third pump could be added to increase the combined pumping capacity to about 9 cfs. Installing twin 60- ' horsepower pumps instead of a single larger pump to provide the initial design flow capacity increases the flexibility of the pumping system, reduces the horsepower (size) of each individual pump, and reduces the rate of power consumption during ' normal operating conditions. A system of multiple pumps provides the operator with the flexibility of a readily available "stand-by"pump in case of equipment problems and the flexibility to easily increase the station output by running the two pumps in ' combination. However, pump capacities are not directly additive (two 4 cfs pumps will not pump 8 cfs in combination) due to increased friction in the force main pipe ' at the increased flow rate. The surface area of Birger Pond varies from about 18.6 acres at the normal water ' level (892 feet) to about 30 acres at the high water level (896.6 feet). Calculations indicate that a storm with a one-year return frequency will contribute about 0.8 feet of water to Birger Pond. With one pump operating at 4.0 cfs, it will take about 45 ' hours or not quite two days to pump the pond level down the 0.8 feet. A 100-year storm will raise the water leve14.6 feet to the high water level of 896.6 feet. With ' one pump operating at 4.0 cfs, it would require about 14 days of pumping to remove the 4.6 feet of water added by the storm. If two pumps were running, the pumping period would be reduced to about 10 days. , The roposed lift station will use submersible pumps in a relatively shallow wet well P to reduce construction costs. The maj ority of the structure will be underground,with ' a concrete slab and a control panel visible on the surface. The pumps will be removed and placed in storage in late fall to minimize damage during winter freezing ' conditions. The pumps will be reinstalled in the spring prior to normal spring rainfall conditions. ' 3.3 Proposed Piping Moving water from Birger Pond to Wensmann Pond requires pumping the water in ' a pressure pipe (force main) over the high point in the topography located near CSAH 42.After crossing the high point,the water will flow by gravity to Wensmann ' Pond. The pipe connecting Birger Pond to Wensmann Pond is proposed to be constructed , along the east right-of-way of CSAH 33 (Diamond Path). However, it is the most direct and appropriate route for the ' project. Approximately one mile south of Birger Pond, additional flow(3.1 cfs)will be added to the proposed pipeline from a future storm water pumping station at ' Hawkins Pond. The Hawkins Pond lift station will not be part of this project, however, a short segment of pipe and a valve manhole will be installed for the anticipated future construction and connection. ' In light of the potential construction obstructions,consideration will be given to non- traditional construction methods for the force main portion of the proj ect. Traditional ' pipe installation (open cut) requires excavation of a trench, placement of the pipe, backfilling the trench and restoration of the surface. In areas where open cut ' excavations are not feasible, such as major street crossings, a "casing" pipe is typically installed by"jacking" or"augering" from one side of the obstruction to the � other, and the carrier pipe is installed inside the casing pipe. This method is ' commonly used and works well for relatively short pipe extensions but it is not generally feasible for long segments of pipe. , Directional boring is a non-traditional method of pipe installation that is capable of installing extended lengths of pipes in areas with severe construction limits. The ' process involves drilling a hole horizontally from one or more"launching"points and pulling the carrier pipe back through the bored hole to complete the installation. The method is relatively expensive,but it may be cost competitive in some locations since ' surface disruption and restoration are significantly reduced in comparison to open cut methods. The directional boring process uses a"continuous"pipe without the joints that are typical for traditional pipe installations. For sewer purposes, a steel pipe that ' is welded together, or a high density polyethylene (HDPE) plastic pipe with heat fused joints can be used. The pipe is "pulled" into the bored hole, so the pipe ' material and joints must be strong enough to withstand the force of the pull without damage. In directional boring operations, the pipe strength is generally determined by the stresses generated by the installation,not by the stress of the normal operation ' or use of the pipe. ' Two options will be considered for the installation of the proposed pipe connection from Birger Pond to Wensmann Pond. In the first option, a polyvinyl chloride (PVC)pipe with standard rubber gasket joints will be installed using traditional open , cut construction techniques. A steel casing pipe will be "jacked" under 14�5`" Street and Connemara Trail and the PVC carrier pipe will be inserted inside the casing pipe. The PVC force main will discharge into a reinforced concrete pipe (RCP) gravity ' storm sewer just north of CSAH 42. The force main from the Birger Pond lift station to the junction with the flow from Hawkins Pond will be a 16-inch diameter PVC , ' City of Rosemount Project No.262 Page 5 City of Apple Valley Project No.98-553 Feasibility Report WSB Project No.1098.00 ' ' ' (DR 18) pipe. The flow from Hawkins Pond will require that the force main diameter be increased to 18 inches. At CSAH 42, the 18-inch force main will discharge into a 24-inch diameter RCP gravity sewer. ' The second option is similar, except that directional boring will be used from just north of Connemara Trail to the Baptist Church property to reduce street disruption ' and reconstruction. An 18-inch HDPE pipe (DR 11) will be required to provide the flow capacity and the pipe strength for the installation. ' 3.4 Permit / Approvals ' This project will require a permit from Dakota County for work within their right-of- way, as well as a Minnesota DNR for connection of an outlet to a DNR-protected water body. We are currently working with the DNR to establish the elevation of the , outlet and are in contact with Dakota County with regard to the utilization of the right-of-way, as well as excavation of existing street pavement. ' City staff has diligently worked with the DNR to establish acceptable normal water level (NWL) and high water level (HWL) elevations for this DNR controlled pond. ' The NWL is the pond level elevation that is controlled by an outlet. The HWL is the maximum pond elevation that occurs during and after rainfall events. Ponds of this type are designed to collect storm water runoff and prevent flooding while slowly ' outletting the water to a downstream location. In 1994, the DNR established an ordinary high water level(OHW). An outlet can be typically set three feet below this ' elevation. The City negotiated a lower elevation than is typical, which creates more storage and reduces the downstream pumping requirements. The public hearing will address the proposed elevations and will allow for public comments. ' 3.5 Property Acquisition / Right-of-Way ' The project is intended to be constructed within Dakota County right-of-way with the exception of the lift station structure. The property adjacent to Birger Pond at the ' proposed lift station site is currently under private ownership and will need to be acquired prior to the placement of the lift station structure. This cost has not been included as part of the project costs at this time and will be an additional cost to the , project. FINANCING 4.1 Cost Estimates ' Detailed cost estimates can be found in the Appendix of this report. These estimates incorporate 1998 construction costs, and include a 10% contingency factor and all , related administrative costs. The administrative costs are estimate at 30%and include legal, engineering, interest and other administrative items. A summary of the project costs is as follows: ' • Option 1 (Open Cut Option) $1,353,000 ' • Option 2 (Partial Directional Boring Option) $1,473,000 , Note the gravity storm sewer south of CSAH 42 is estimated at $78,300 and is included to account for the total project cost even though this cost is included with ' the Diamond Path project. 4.2 Funding ' The total estimated project cost ranges from $1.35 million to $1.47 million, depending on the alternative selected. Funding for the project is anticipated to be ' shared between the Cities of Rosemount and Apple Valley based on contributing flows.
